Idaho Building Code Act, Idaho Code Title 39, Chapter 41: establishes a mandatory statewide building code adopted by the Idaho Building Code Board, administered locally by cities/counties per Idaho Code 39-4116. The state's currently adopted cycle (2021 International Codes family, including 2021 IBC/IRC, and the 2020 Idaho Energy Conservation Code) took effect statewide January 1, 2022. Electricians, plumbers, and mechanical/HVAC contractors must each hold a current State of Idaho trade license administered by the Idaho Division of Occupational and Professional Licenses (DOPL) / Division of Building Safety, (208) 334-3950, to obtain a City permit, but the City itself performs the plan review, permit issuance, and inspection for these trades within its boundaries — DOPL's direct-jurisdiction permitting/inspection role applies in areas that have NOT assumed local jurisdiction; the City of Coeur d'Alene's own FAQ and applications pages confirm the City issues its own Electrical, Plumbing, and Mechanical permits. Commercial Tenant Improvement (TI) Permit

Tenant improvements to existing commercial/non-residential space in Coeur d'Alene are processed as a Building Permit under the SAME Commercial Permit Application and Commercial Permit Application Sheet Index used for new commercial construction and additions — the City does not publish a separate TI-specific application or fee table. TI is explicitly listed among the City's Building Permit examples ('...alterations, ...remodels, tenant improvements...') and the Commercial Applications page groups TI directly under 'Commercial Building' alongside new construction and additions ('For new construction, additions, tenant improvements'). Confirmed directly against the City's FAQ, Commercial Applications page, Commercial Permit Application, and Project Review Application.

Requirements

  • Building Permit required for tenant improvements to existing commercial/non-residential space, per the City's FAQ Building Permit definition ('New construction, additions, alterations, window replacement, remodels, tenant improvements...')
  • No separate TI-specific application or checklist is published — the same Commercial Permit Application and Commercial Permit Application Sheet Index used for new commercial construction and additions is used for tenant improvements
  • Code Analysis Sheet must identify occupancy classification(s) and mixed-occupancy ratio analysis 'allowed and as proposed,' relevant where a TI changes tenant use/occupancy from the prior tenant
  • 'Previous use(s) of the building' must be identified on the Project Review Application, used to flag change-of-occupancy review
  • If the tenant improvement does not include the entire building, a key plan showing the location of the proposed work is required, per the Project Review Application's Required Floor Plan Information
  • Commercial plans and PDFs must bear the stamp, signature, and date of an appropriate State of Idaho licensed architect and/or engineer
  • Same 180-day null-and-void clause applies: authorized work must commence within 180 days of issuance and not be suspended for 180 days

Required documents

  • RequiredCommercial Permit ApplicationSame 4-page application used for new commercial construction/additions (revised 12/31/2020); describe the scope as a tenant improvement and provide project valuation
  • RequiredCommercial Permit Application Sheet Index (Submittal Checklist)Same 6-page checklist used for new commercial construction/additions; Code Analysis Sheet (occupancy classification, mixed-occupancy ratio analysis) is especially relevant for a change-of-tenant TI
  • OptionalProject Review ApplicationOptional $350 pre-application service; explicitly asks for 'previous use(s) of the building' and, per its Required Floor Plan Information, a key plan if the TI doesn't include the entire building
