Codes adopted

Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Springerville runs its own Planning & Zoning Department / Building Department and independently adopts and administers its own construction codes and fee schedule; it does NOT defer building permitting to Apache County or to the neighboring Town of Eagar — Springerville's own permit applications, fee schedule, and Municipal Code sections (e.g., Chapter 17.28 Walls and Fences, Chapter 17.88 Plan Review) are self-contained and administered entirely by Springerville's own Planning & Zoning/Building staff. This is confirmed independently from Springerville's own primary sources, not inferred from the Eagar precedent.2015 edition of the International Residential Code (IRC), as adopted by the Town of Springerville. Note: the Town's separate 'Demolition/Remodeling' informational document states 'There is no cost for the demolition permits' but that additional fees apply for services such as inspection of electric power disconnection and capping water/sewer at the property line, plus possible additional municipal fees depending on future development plans for the site — the $20 figure on the January 15, 2025 fee schedule is treated as the current authoritative base permit fee, with the informational document's caveat about additional service fees (electric/water/sewer disconnection) still applying on top of it

Electric Vehicle (EV) Charging Station Permit

Verified

Installing a residential or commercial EV charging station (EVSE) in the Town of Springerville is electrical work and is billed under the Town's general Utility/Mechanical Permit (Electrical, Plumbing, Mechanical) — the Town's Fee Schedule and permit application checklists have no distinct EV-charging or EVSE line item. If the installation requires a service panel upgrade, that also falls under the same Utility/Mechanical Permit category.

Requirements

  • Utility/Mechanical Permit Application required, checking the Electrical scope box, for the EV charger circuit and any associated panel work
  • Load and sizing calculations required (the Town's checklist requires load/sizing calcs for both new and replacement equipment, which by the same logic applies to a new EV charging circuit)
  • Site plan/building diagram detailing the installation or repair location required
  • All applications must conform to the current IBC/UBC/NEC codes adopted by the Town (2014 NEC as of this review)
  • Contractor license information required, or a claimed A.R.S. §32-1121A.5/.6 owner-builder exemption
