Electric Vehicle (EV) Charging Station Permit
VerifiedInstalling a residential or commercial EV charging station (EVSE) in the Town of Springerville is electrical work and is billed under the Town's general Utility/Mechanical Permit (Electrical, Plumbing, Mechanical) — the Town's Fee Schedule and permit application checklists have no distinct EV-charging or EVSE line item. Commercial Building Permit (New Construction, Additions, Remodels, Tenant Improvements)
VerifiedRequired for new commercial construction, commercial additions, and commercial remodels/tenant improvements involving plumbing, electrical, foundation, or structural changes in the Town of Springerville. There is no separate commercial application form: commercial projects use the same Plan/Design Review Application track (Municipal Code Chapters 17.88/17.90) as residential, but at a higher $300.00 commercial Plan Design Review fee, with the building permit fee itself calculated on project valuation per the ICC/Building Valuation Data — February 2015 Charts and Formulas (Ordinance 2016-005). Commercial work is reviewed against the 2015 IBC (plus 2015 IFC/IMC/IPC/IgCC and 2014 NEC) as adopted by the Town, all commercial permits require a commercial-licensed contractor, and all commercial applications are forwarded to the Fire Department for a fire-code review.

Fire Sprinkler / Fire Alarm Permit — No Town-Issued Product; Fire-Code Review by Round Valley Fire & Medical Department
The Town of Springerville adopts the 2015 International Fire Code as one of its own construction codes, but it issues no fire sprinkler or fire alarm permit and charges no fire permit fee. The Building Department's published permit-application inventory contains ten forms — Certificate of Occupancy, Demolition, Manufactured Home, Plan/Design Review, Septic Tank Abandonment, Shed/Storage, Sign, Solar, Utility/Mechanical and Wall/Fence — and none of them is a fire permit; the Town's Fee Schedule effective January 15, 2025 (both pages read from page renders) carries no fire-related line of any kind. What the Town does publish is a referral: 'ALL COMMERCIAL APPLICATIONS AND SOME RESIDENTIAL APPLICATIONS WILL BE FORWARDED TO THE FIRE DEPARTMENT FOR A REVIEW OF EXISTING FIRE CODES,' printed verbatim on both the Plan/Design Review and Shed/Storage permit applications, and the Town's own Certificate of Occupancy Application carries a 'FIRE/CO INSPECTOR' sign-off block alongside the 'BUILDING INSPECTOR' block. The fire department in question is the Round Valley Fire & Medical Department (199 N. Butler St., Eagar, AZ 85925; (928) 551-6200; RVFD@eagaraz.gov), a department of the neighbouring Town of Eagar which jointly serves Eagar and Springerville — the Town of Springerville's own Departments menu lists 'Fire' and links it directly off-site to that department's page on eagaraz.gov. Round Valley Fire & Medical publishes no fire sprinkler/alarm permit application, plan-review procedure or fee schedule of its own.
Reviewed 2026-08-15 · Source
Requirements
- The Town of Springerville has adopted the 2015 edition of the International Fire Code alongside the 2015 IRC, IBC, IMC, IPC and IgCC and the 2014 National Electrical Code — stated verbatim on the Town's 'Building Health and Safety' reference document and restated on the Plan/Design Review and Shed/Storage permit application checklists.
- NO Town fire permit exists: the Building Department page's 'PERMIT APPLICATIONS' list (read live 2026-08-15) is Certificate of Occupancy, Demo Permit App, Manufactured Home Permit App, Plan Design Review App, Septic Tank Abandonment Form, Shed-Storage Permit App, Sign Permit App, Solar Permit App, Utility Mechanical App and Wall Fence Permit App. There is no fire sprinkler, fire alarm, fire suppression or fire-department form among them.
- NO Town fire fee exists. The Town of Springerville Fee Schedule effective January 15, 2025 runs two pages — page 1 (BUILDING; MANUFACTURED/MODULAR/FBB PERMITS) and page 2 (ZONING APPLICATIONS; PROPERTY APPLICATIONS) — and neither contains a fire-related line item. Labels and values separate into two disjoint columns when this PDF's text is copy-pasted, so read the schedule from the page as published rather than from a copy-paste.
- Town referral to the fire department, printed verbatim on the Plan/Design Review Application and the Shed/Storage Building Permit Application: 'ALL COMMERCIAL APPLICATIONS AND SOME RESIDENTIAL APPLICATIONS WILL BE FORWARDED TO THE FIRE DEPARTMENT FOR A REVIEW OF EXISTING FIRE CODES.'
- The Town's Certificate of Occupancy Application ( of page 2) contains an 'INSPECTED BY:' panel with two separate sign-off blocks — 'BUILDING INSPECTOR: Discrepancies: Yes __ No __' and 'FIRE/CO INSPECTOR: Discrepancies: Yes __ No __' — each with a signature and date line, confirming a fire inspection is part of the Town's occupancy process even though the Town issues no fire permit.
- The Town's Certificate of Occupancy guidance sheet (page 1 of the same PDF) refers throughout to 'Building/fire inspectors' acting jointly on electrical and life-safety clearance.
- The responsible fire agency is the Round Valley Fire & Medical Department, 199 N. Butler St., Eagar, AZ 85925, (928) 551-6200, RVFD@eagaraz.gov — identified by following the Town of Springerville's own Departments menu, where the entry labelled 'Fire' links off-site to https://www.eagaraz.gov/o/tofe/page/fire-department rather than to any Springerville page.
- Round Valley Fire & Medical Department publishes no fire sprinkler or fire alarm permit application, plan-review procedure, submittal checklist or fee schedule. Its department page carries only a mission statement, a services heading and contact details, and the Town of Eagar's own 20-document 'Permits' library (which hosts Eagar's building, electrical, mechanical, plumbing, demolition, sign, conditional use and rezoning applications) contains no fire permit form either.
- Applicants should contact the Springerville Building Department (928-333-2656 ext. 227) and Round Valley Fire & Medical Department ((928) 551-6200) directly before starting fire sprinkler or fire alarm work, to confirm how the fire-code review will be routed for a specific project.

The instrument that actually performs this function is the Town's Certificate of Occupancy Application, which is listed first among the Building Department's ten permit applications and is built entirely around a business occupancy transfer: it collects Name of Business, New Business Address, Previous Business Address, Date of move, Nature of Business (with checkboxes for Corp, Partnership, Restaurant, Sole Proprietor, Retail, Gas Station/Auto Repair, Other), Zoning Classification, current Town of Springerville Business License number, and property-owner details, and it requires sign-off from both a BUILDING INSPECTOR and a FIRE/CO INSPECTOR before it is approved. The Town's Fee Schedule effective January 15, 2025 carries a Certificate of Occupancy fee of $30.00. Where the proposed new use is not permitted by right in the zoning district, a separate Conditional Use Permit Application ($200.00 plus a $100.00 public hearing advertising fee per hearing, maximum two) is required from Planning & Zoning.

Requirements
- Certificate of Occupancy Application required for a business occupancy or occupancy transfer; the form (.
- Nature of Business must be declared on the form, with checkboxes for Corp, Partnership, Restaurant, Sole Proprietor, Retail, Gas Station/Auto Repair and Other — i.e. the Town captures the occupancy category directly on the certificate application.
- A current Town of Springerville Business License number is a required field on the Certificate of Occupancy Application.
- Two separate inspections and sign-offs are required on the face of the application, each recording whether discrepancies were found and each carrying its own signature and date line: 'BUILDING INSPECTOR' and 'FIRE/CO INSPECTOR'.
- The application carries a 'Fee: $____ / Received By: ____ / Approved: Y__ N__' block and a date stamp box; the corresponding fee on the Town's published schedule is $30.00.
- Where the proposed new use is not permitted by right in the zoning district, a Conditional Use Permit Application must be filed with Planning & Zoning; the fee schedule sets the Conditional Use Permit Application Fee at $200.00 plus a Public Hearing Advertising Fee of $100.00 charged per public hearing (maximum 2) in addition to the application fee. Rescheduling is free before advertising and $75.00 after advertising.
- Where the change of use involves physical work (structural, electrical, plumbing, foundation or remodelling), a Plan/Design Review Application and resulting building permit are required first under Municipal Code Chapters 17.88 and 17.90 — see the residential-building-permit entry for that track. Building Permit Fees themselves vary per the ICC/Building Valuation Data February 2015 charts and formulas adopted in Ordinance 2016-005.
- Rental units are considered commercial property and all commercial permits require a commercial-licensed contractor.
- Commercial applications are forwarded to the fire department for a review of existing fire codes — see the fire-sprinkler-alarm-permit entry; the fire review is performed by Round Valley Fire & Medical Department, and the FIRE/CO INSPECTOR block on the Certificate of Occupancy Application is the point at which it lands.
- Work performed without first obtaining a required permit may be charged double the original permitting fee per Town Code.
