Codes adopted

Arizona has no statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (A.R.S. Title 9). The City of Willcox is a home-rule city that independently adopts and administers its own construction codes through its Community Development Department / Building Safety Division; it does not defer building permitting to Cochise County. Per the City's Building Permits page, the newly adopted 2018 ICC code suite and 2017 NEC become effective and required for all applicable permit applications submitted on or after April 1, 2026; permit applications submitted before that date remain on the City's prior code cycle. Re-Roofing Permit

Verified

Willcox has an unusually broad no-permit exemption for re-roofing: unlike most Arizona jurisdictions, the City exempts re-roofing of existing buildings with similar materials 'regardless of value' under its IBC amendment, and separately exempts residential re-roofing with no structural changes under its IRC amendment.

Verified 2026-07-07 · Source

Requirements

  • Re-roofing of existing buildings with similar materials is exempt from a building permit REGARDLESS OF VALUE under the City's IBC § 105.2 amendment (Exhibit A to Ord. NS374) — broader than the typical single-layer-asphalt-shingle-only exemption seen in many AZ cities
  • Residential re-roofing with no structural changes proposed and no reinforcement required for heavier roofing materials is separately exempted under the IRC § R105.2 amendment (Exhibit B), alongside re-siding and exterior trim replacement
  • Re-roofing involving a material change requiring structural reinforcement, or any structural modification, still requires a building permit
  • Roof slope, drainage, scuppers, and skylights must be shown on the Roof/Framing Plan per the City's Residential Plan Requirements where a permit is required

Required documents

  • OptionalBuilding Permit Application (Online, iWorQ Portal)Required only where the re-roofing scope falls outside the City's broad no-permit exemption (e.g., structural changes or reinforcement required); submitted at willcox.portal.iworq.net/WILLCOX/new-permit/600/5244

Residential Rooftop Solar Photovoltaic (PV) Permit

Verified

Required for installation of rooftop residential solar photovoltaic systems in Willcox. The City's own published Building Plan Guidelines give small residential rooftop solar PV systems (10 kW or less) a fast-track 4-business-day review — the City's fastest published review timeline outside of counter-issued miscellaneous permits.

Verified 2026-07-07 · Source

Requirements

  • Self-contained solar-powered lighting fixtures where the light source and power supply are in the same unit and NOT connected to any building electrical system are exempt from a permit (both IBC and IRC amendments), provided installation doesn't alter structural/electrical components or conflict with life-safety/zoning/lighting rules — this exemption does not cover grid-tied rooftop PV arrays
  • Small residential rooftop solar PV projects 10 kW or less are reviewed within 4 business days per the City's Building Plan Guidelines

  • Construction documents, special inspection and structural observation programs, and other data shall be submitted with the application; documents must be prepared by a registered design professional where required by A.R.S. § 32-144 (the City's own guidance document explains the statutory factors: building size over 3,000 sq ft, occupant load of 21 or more, or structural spans over 20 ft generally trigger the architect/engineer requirement), and the Building Official may require additional RDP-prepared documents
  • New commercial/industrial/public construction plumbing fixtures must meet the City's mandatory Water Conservation Code standards inserted into the adopted 2018 IPC (lavatory faucets auto-close after ≤1 quart average; showerheads ≤3 gpm at 80 psi; water closets ≤1.6 gal/flush; waterless urinals; evaporative coolers require water recycling/reuse) — mandatory for commercial construction, unlike the 'requested but not required' residential provisions

Development Services Fee Schedule, Section K footnote (***) attached to the Offices occupancy line. Tenant improvements have no separate permit type, fee table, or timeline in Willcox — the TI percentage adjusts the per-square-foot valuation from which the standard Table 1 Construction Fee (and its 65%/25% add-ons) is then calculated. The footnote's minor/major percentages are quoted verbatim as printed; the City does not further define 'Minor' vs 'Major' tenant improvement anywhere in the published schedule — confirm classification with the Building Safety Division.
