Sign Permit

Required before constructing a new sign, altering the size, shape or location of an existing sign, or displaying any sign in the City of Williams. The requirement is codified at Code of Ordinances § 158.199(A) (Zoning, Signs, General Provisions): 'A sign building permit shall be obtained from the city prior to the construction of a new sign, or alteration of the size, shape or location of an existing sign, and/or display of any sign' (Ord. 939, passed 3-27-2014). The City publishes two distinct paper application forms for this: a Sign Permit Application signed off by the Building Inspector, and a separate Temporary Sign / Banner Application/Agreement administered by a City Representative, which is one of the few Williams permit forms that prints its own fee amounts on the face of the form. Fire Sprinkler / Fire Alarm Permit

The City of Williams is its own fire authority — verified, not assumed. Code of Ordinances § 35.30 creates a City Fire Department consisting of a Fire Chief and such other personnel as the City Council sets (Ord. 808, 2001; Ord. 1004, passed 2-22-2024), and § 150.24 adopts the International Fire Code, 2024 Edition as 'the Fire Code for the City of Williams', amending IFC Section 103.1 so that 'The department of fire prevention is established within the jurisdiction under the direction of the Fire Chief or their designee... The Fire Chief or their designee shall be one in the same as the fire code official, as used throughout this code.' No outside fire district holds jurisdiction inside city limits. The Williams Fire Department (established 1912, full-time Fire Chief since 2023, one full-time fire inspector plus roughly 30 volunteers, three stations, ISO 4/4Y) runs its own fire prevention and inspection program from City Hall at 113 South 1st Street. Fire-protection system work is filed with the Building Department: the City's adopted IFC amendments set locally expanded sprinkler and standpipe thresholds, and a Life Safety plan is a required component of every commercial submittal.

Change of Use / Certificate of Occupancy Permit

A change of use in Williams runs on two tracks that must both close. On the building-code side, Code of Ordinances § 150.20 adopts the International Building Code, 2024 Edition (including Appendices C, F, I, J and K) as the Building Code for the City, amending only Section 111.3 of the certificate-of-occupancy article (by adding Section 111.3.1 on temporary occupancy) — so IBC Section 111's requirement that a building not be used or occupied and that its occupancy classification not be changed until the building official issues a certificate of occupancy applies as adopted. Requirements

  • § 150.20(A) adopts the International Building Code, 2024 Edition, including Appendices C, F, I, J and K, as the Building Code for the City of Williams, 'providing for the issuance of permits and collection of fees therefore' (Ord. 1007, passed 9-12-2024). Within the certificate-of-occupancy article the City amends only Section 111.3, adding Section 111.3.1: if required work is not completed on or before the expiration date of the Temporary Certificate of Occupancy, the Building Official may request the utility companies to de-energize the building and the building may not be occupied, with neither the City nor the utility companies liable for damages or delays
  • § 150.27(A) adopts the International Existing Building Code, 2024 Edition, including Appendix B, as the code regulating and governing the repair, alteration, change of occupancy, addition and relocation of existing buildings, including historic buildings; § 150.27(B)(2) makes the Chief Building Inspector or their designee the 'code official' under that code, and § 150.27(B)(3) routes IEBC fees to IBC Section 109.2 as amended
  • § 158.126(A): prior to the construction, remodeling or placement of any building or accessory building, a building permit and an approved plot plan are required; § 158.126(B) directs that the application be made in accordance with Chapter 154 of the code of ordinances

  • Permit term (§ 150.20 amendments): all construction permits for new, remodels, additions and alterations are valid for a maximum period of 365 days, with one written-request extension of up to an additional 365 days; after that extension a further 180-day extension requires payment of one-half the permit fee, and permits not passing final inspection after 1,000 days expire and require a new permit and all associated fees
