Codes adopted

Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/town authority under state enabling statutes (A.R.S. Title 9). The Town of Taylor independently adopts and administers its own construction codes through its own Building/Zoning Department (Development Services Department) at Taylor Town Hall; it does not defer building permitting to Navajo County. Verified independence: Taylor maintains its own Municipal Code Chapter 15.05 (Building and Construction Codes), its own Fee Schedule (effective April 5, 2025), its own Building Permit Application, and a dedicated Building Official/Zoning Administrator position reporting to the Town Manager. The Town shares only Fire/EMS (Taylor-Snowflake Fire) and Police (Snowflake-Taylor Police Department) with the adjacent Town of Snowflake — building/zoning permitting is NOT a shared program between the two towns. The Town of Taylor's own Building/Zoning Department governs on-site placement, foundation/tie-down, and zoning compliance, and imposes its own additional zoning-based requirements (see localAmendments). As of the Town's published guidance, Arizona no longer allows Owner-Builder permits for manufactured home installation — a licensed installer must apply for the permit. Verified 2026-07-07 · Source

Requirements

  • Only multi-section manufactured homes are a permitted use Town-wide; single-wide (SW) homes are allowed only on agricultural-zoned property as a Conditional Use, requiring a Conditional Use Permit (CUP) and a mandatory public hearing before the Planning and Zoning Commission

Residential/Commercial Solar Photovoltaic (PV) System Permit

Verified

Required for installation of a rooftop or ground-mounted solar photovoltaic system in the Town of Taylor. Solar PV Systems have their own dedicated, published flat fee line under the Town's current Fee Schedule (effective April 5, 2025) — $200.00, listed separately from the general $50 combined Electrical-Mechanical-Plumbing trade-permit fee — confirming solar is a real, distinct billed category rather than folded into the general electrical fee. Arizona statute A.R.S. § 9-468 independently governs solar permit standards and caps whatever fee is actually charged at the Town's actual cost of issuing the permit.

Verified 2026-07-20 · Source

Requirements

  • Building/electrical permit required for solar PV installation within Taylor town limits, submitted via the Town's Building Permit Application (Building/Zoning Department, Taylor Town Hall, 425 Papermill Road)
  • Governed by the 2015 IBC/IRC (structural mounting) and 2014 NEC (electrical interconnection) as adopted and amended by the Town — see codesAdopted
  • Per A.R.S. § 9-468(A), the Town may not require a professional engineer's stamp on a standard residential rooftop PV system absent a written, installation-specific finding of necessity
  • Per A.R.S. § 9-468(D), any fee the Town assesses for a solar PV permit 'shall not exceed the actual cost of issuing the permit' — an independent statewide statutory ceiling that applies on top of, and could in principle constrain, the Town's own published $200.00 flat fee
  • Contractor must hold a valid Arizona ROC license, or the applicant must be the bona fide property owner (owner-builder), per the same requirement documented in this file's Residential Building Permit entry

Electric Vehicle (EV) Charger / Charging Station Permit

Verified

The Town of Taylor's current Fee Schedule (effective April 5, 2025) has no dedicated EV charger/EVSE line item, unlike Solar PV Systems, which does get its own $200 flat fee. Installing a Level 2 (or greater) EV charging station is electrical work, billed under the Town's general $50.00 combined Electrical-Mechanical-Plumbing trade-permit fee documented in this file's Electrical/Mechanical/Plumbing Permit entry, using the Town's standard Building Permit Application.

  • Contractor must hold a valid Arizona ROC license, or a homeowner who owns and occupies the property may self-perform electrical work on their own residence (not intended for sale/lease/rent), per the same owner-builder allowance documented in this file's Electrical/Mechanical/Plumbing Permit entry
  • No Town of Taylor-specific EV charger application, checklist, or fee line distinct from the general Electrical-Mechanical-Plumbing trade-permit fee was found published as of 2026-07-20 — a genuine documentation gap, not an inferred figure

Demolition Permit

Verified

Required to demolish, move, or change the occupancy of a building or structure in the Town of Taylor, per the Town's Residential Accessory Structure Handout and Building Permit Application (which lists 'DEMOLITION' as a distinct Permit Type checkbox).

Verified 2026-07-07 · Source

Requirements

  • Permit required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure
  • Building Permit Application used, with 'DEMOLITION' checked under Permit Type
  • Site plan showing the structure to be demolished and its relationship to remaining structures/utilities/easements is standard Building/Zoning Department submittal practice
  • All utility disconnections must be coordinated prior to demolition (standard practice; confirm specifics directly with the Building/Zoning Department at 928-536-7366, as no Taylor-specific utility-disconnect checklist was found published separately from the general permit application)

Fee typeAmountNotes
Demolition PermitNot separately itemized in the Town's current Fee ScheduleCONFIRMED GAP: the Town of Taylor Fee Schedule, effective April 5, 2025, itemizes Building fees for Homes, Garage, Portable Sheds/Containers/Carports, Fences, Plan Review, Commercial/Industrial Buildings-Additions-Repairs, and Other Fees (Electrical-Mechanical-Plumbing, Fire Suppression, Green Tag, Re-Inspection, Solar PV) — no separate 'Demolition' fee line exists anywhere in the current schedule despite Demolition being a distinct checkbox on the Building Permit Application. Chase trail: checked the live 2025 Fee Schedule PDF (tayloraz.gov/wp-content/uploads/2025/04/2025-Fee-Schedule.pdf) in full; checked the Town of Taylor Municipal Code § 15.05 (codepublishing.com) for a demolition-specific fee cross-reference — none found; the Building Permit Application itself (both the 2014 and 2016-revised fillable versions) has no fee schedule printed on it. Given the zero-tolerance no-fabrication policy, this file does not assert a specific demolition fee; contact the Building/Zoning Department directly at 928-536-7366 to confirm the exact charge, which most likely defaults to the general valuation-based Building Permit Fee structure (75% modifier) applied to demolition work, but this has not been independently confirmed in writing by the Town.
