Residential Accessory Structure / Detached Structure Permit

Manufactured Home Installation Permit

Sign Permit

The Town of Taylor issues sign permits through its Planning & Zoning Department, which publishes a dedicated one-page Sign Permit Application form. Sign standards are set by Taylor Town Code (TTC) Section 18.60.120, 'Signs'; billboards are separately regulated under TTC Section 18.60.121 and require their own billboard permit issued by the Zoning Administrator.   • Complete the Town of Taylor Sign Permit Application: project name, project address, parcel number, description of work, applicant name and address, property owner name and address, contractor name, address, state license number and classification, and contact person

Fire Sprinkler / Fire Suppression System Permit

The Town of Taylor adopts the International Fire Code, 2015 Edition, by reference at Taylor Town Code (TTC) Sec. 15.05.010(H), and Sec. 15.05.020 makes no amendment to the IFC. Fire suppression system work is permitted and inspected by the Town's own Building/Zoning Department at Taylor Town Hall rather than by a separate fire district: the Town Fee Schedule effective April 5, 2025 carries a 'Fire Supression System Inspection' line of $500.00 under Building, Other Fees. Fire and EMS service is provided by the Taylor-Snowflake Fire & Medical Department (TSFMD), a unified department staffing full-time 24/7 fire and EMS crews out of stations in Taylor and Snowflake and serving roughly 11,146 people across Snowflake, Taylor, Shumway and areas east of Snowflake. TSFMD is not an independent fire district that issues its own construction permits: its public site offers a burn permit and a public-education fire safety program, and publishes no construction or operational fire permits, no plan review process and no fee schedule. The Town publishes no standalone fire permit application form and no fire alarm fee line.

Change of Occupancy Permit

The Town of Taylor issues a Change of Occupancy Permit, which its own handout describes as a building permit. Per the Town's Change of Occupancy handout: 'Whenever the use of any part of a building changes from one occupancy classification to another as classified in the International Building Code, then a Change of Occupancy Permit is required', citing IBC Chapter 3 and Section 110.1. The handout gives the worked examples of using a store building (an M occupancy) as a day care center (an E-3 occupancy), or enlarging restaurant seating from fewer than 50 (a B occupancy) to 50 or more (an A-3 occupancy). When occupancy changes, the Building Code requires the building to meet all current code requirements for the new use. The handout is explicit that a change of occupancy 'applies to the use of a building only, and should not be confused with any process required by the Zoning Code to change the use of a property.' A separate, lighter path exists for a new tenant taking over a space with the same occupancy classification and no work requiring a tenant improvement permit.

Requirements

  • First check with the planning department and the fire department to find out whether the change is allowable and whether the building will meet fire department requirements — the Town's handout warns there is no use pursuing a permit if the project would not be allowed anyway
  • A Change of Occupancy Permit is a building permit. Three sets of building plans are required to process it; plans are turned in and plan check fees paid at the Development Services Center, where a case number is assigned to track the permit
  • Plans must be neatly drawn and to scale and must show existing conditions as well as proposed changes (IBC Section 106)
  • Site plan: size of the building and its location relative to property lines and streets, relative elevation dimensions showing grade changes, other structures on the property, paved driveways and parking, landscaping, and a north arrow
  • Floor plan for each level: overall building size and evidence of compliance with IBC Chapter 5 for allowable height and area; proposed use and dimensions of each room; window sizes and how windows open; size of exit doors, direction of door swing, door hardware, steps at doors and glass panels in doors; stairways and landings inside and outside; restroom sizes and fixture quantities complying with the proposed use and ADA; any electrical changes; mechanical unit sizes and outside air calculations
  • A change of occupancy resulting in any increase in demand for fossil fuel or electrical energy must comply with the International Energy Conservation Code
  • Where electrical, plumbing and/or mechanical changes are deemed significant or deficient, a specific plan sheet may be required showing how code compliance is achieved
  • Simple tenant change (new tenant, same occupancy classification, no changes requiring a tenant improvement permit): a sketch of the floor plan showing an accessible counter 34 to 38 inches high, 36 inches long and 12 inches wide, a water cooler and a fire extinguisher, plus a completed Building Permit Application
  • Building Department inspections require a minimum of 24 hours' notice and are scheduled by calling 928-536-7366
