Codes adopted

Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities, A.R.S. § 9-802 for adoption of public records by ordinance reference). The City of Coolidge independently adopts and administers its own construction codes through its Development Services Department / Building Safety Division. Fire Sprinkler & Fire Alarm System Permit

Verified

IMPORTANT JURISDICTIONAL FINDING: the City of Coolidge Development Services Department does NOT review or issue fire sprinkler/suppression or fire alarm system permits itself. Per the City's own Commercial Plan Submittal guidance, 'Fire alarm and suppression system plans are a separate submittal through the Arizona State Fire Marshal's Office with a courtesy copy to the Coolidge Fire Department.' Coolidge has its own municipal Fire Department (Chief Mark Dillon; Station 1 -- 103 W. Pinkley Avenue; Station 2 -- 1299 S. Signal Peak Road), but that department is not the plan-review Authority Having Jurisdiction for these systems -- it receives only a courtesy copy. The Arizona Department of Forestry and Fire Management (DFFM), Office of the State Fire Marshal (OSFM), confirms on its own site that Coolidge is not among the small set of Arizona cities with an enacted ordinance giving them their own jurisdictional authority over fire-system plan review, permitting, and inspection (Chandler, Gilbert, Goodyear, Glendale, Mesa, Scottsdale, Surprise, and Yuma) -- so OSFM is the actual reviewing/permitting authority for Coolidge projects.

Requirements

  • Fire alarm and automatic fire sprinkler/suppression system shop drawings/plans must be submitted directly to the Arizona Office of the State Fire Marshal (OSFM, a division of the Department of Forestry and Fire Management), NOT to City of Coolidge Development Services -- per the City's Commercial Plan Submittal guidance
  • A courtesy copy of the submitted fire alarm/suppression plans should also be provided to the Coolidge Fire Department
  • OSFM plan review applies to all occupancy types except residential dwellings of fewer than 5 units, for jurisdictions (like Coolidge) without their own enacted fire-plan-review ordinance, per A.R.S. Title 34 (state fire code plan-submittal requirements cited by OSFM as A.R.S. § 34-461(D) and § 34-462) and the state fire code incorporated at 4 A.A.C. 36, Article 2 (currently the 2012 IFC edition per R4-36-201 -- a different, earlier edition than the 2018 IFC Coolidge separately adopted by Ordinance No. 23-13 for its own local building-code administration)
  • OSFM-reviewed project types explicitly include new construction, additions, alterations/modifications affecting egress, security-gate installation/modification, and Building Change of Use / Occupancy Classification Change projects, in addition to new/modified sprinkler and alarm systems
  • All OSFM applications, permits, and payments must be processed through OSFM's online Permit and Plan portal -- paper applications are no longer accepted
  • Licensed Arizona contractor required per A.R.S. § 32-1122 for the installation work itself, unless filing an Owner/Builder Declaration under A.R.S. § 32-1121

Certificate of Occupancy / Change of Use

Verified

Coolidge's local equivalent of a 'change of use' process is its Certificate of Occupancy (CO) procedure, administered by the Development Services Office. Two paths exist: (1) a CO issued as part of an active construction permit (new building, addition, tenant improvement), where the CO fee is included in that permit's fee; and (2) a standalone CO for a new tenant, owner change, or name change involving NO building/electrical/plumbing/mechanical/structural work, via the City's dedicated 'Certificate of Occupancy Requirements' application.

Requirements

  • For an occupancy/tenant/ownership change involving NO building, electrical, plumbing, mechanical, or structural work: submit the City of Coolidge Certificate of Occupancy Requirements application, indicating the reason (Owner Change, Name Change, New Tenant, or Other), proposed occupancy use, and whether utilities are turned on (utilities must be turned on before inspections can occur)
  • The Business Name to appear on the Certificate of Occupancy must match the applicant's City of Coolidge business license
  • Submittal requirements: complete application; City of Coolidge business license; and a floor plan showing layout/equipment (if applicable), the use of each room, and dimensions for rooms, corridors, doors, and exits
  • The application itself records Occupancy Type, Type of Construction, Automatic Sprinklers, Occupant Load, and Census Category -- indicating Development Services performs a life-safety/occupancy-classification review even when no construction work is involved
  • For an occupancy change accompanied by construction work (tenant improvement, remodel, addition), the CO is issued through that construction permit's own plan review and inspection process (see this file's Residential Building Permit / Residential Addition-Remodel Permit entries); the CO fee is included in that permit's fee -- there is no separate CO charge in that scenario
  • If the project involves a fire alarm or automatic fire sprinkler/suppression system, that system's plans are reviewed separately by the Arizona Office of the State Fire Marshal, not by City of Coolidge Development Services (see this file's Fire Sprinkler & Fire Alarm System Permit entry)

Required documents

  • RequiredCertificate of Occupancy Requirements ApplicationCity of Coolidge form for new tenants/owner changes/name changes not involving construction work: business name, property address/parcel, business description, reason for the change, owner information, proposed occupancy use, utility status, and City-completed fields for Occupancy Type, Type of Construction, Automatic Sprinklers, Occupant Load, and Census Category
  • RequiredCity of Coolidge Business LicenseMust be obtained (a separate City of Coolidge Finance Department process, outside Development Services) and must match the business name requested on the Certificate of Occupancy
  • RequiredFloor PlanShowing layout and equipment (if applicable), the use of each room, and dimensions for rooms, corridors, doors, and exits

Certificate of Occupancy (issued as part of an active construction permit)Included in original permit feeCity of Coolidge Building Permit Fee Schedule, Article 11; visually verified against the published fee-schedule PDF page (2026-07-23) -- no separate charge when a CO is issued alongside a building/addition/TI permit
Standalone Certificate of Occupancy (new tenant/owner/name change, no construction work)No dedicated fee line foundThe published Building Permit Fee Schedule, Article 11, addresses only a CO 'included in original permit fee,' which presumes an underlying construction permit -- checked the Fee Schedule, the Certificate of Occupancy Requirements application itself (no fee field), the Forms & Applications page, and the Development Services page directly; none publish a standalone dollar figure for a no-construction change-of-tenant/owner/name CO. A separate City of Coolidge business-license fee (a Finance Department charge, outside this Development Services fee schedule) likely applies but was not chased here as out of scope for this permit-data file.
