Requirements

Commercial Building Permit (New Construction, Tenant Improvement, Remodel)

Electrical Permit

Solar PV Permit (Roof-Mounted and Ground-Mounted Photovoltaic)

Pool / Spa Permit (In-Ground and Above-Ground) and Barrier Requirements

Requirements
- Permit required for any pool/spa 18 inches or more in depth at any point and wider than 8 feet, intended for swimming
- Perimeter barrier required: minimum 60 inches above finished grade (outside); max 2-inch gap at bottom for wrought iron/chain link (4 inches over solid surfaces like concrete decks); anti-climb spacing of horizontal members no closer than 45 inches for ladder-effect designs
- Chain link barriers: openings must not allow passage of a 1-3/4-inch sphere; minimum 11-gauge wire
- Mesh barriers: must not be readily removable; bottom no more than 1 inch above deck/grade; cannot pull up more than 4 inches or down below 60 inches
- Gates: must meet 60-inch height requirement, be self-closing/self-latching, swing away from the pool, with latch mechanism located per code (no less than 3 inches below gate top if latch is under 54 inches, no opening larger than 2 inches within 18 inches of the release mechanism)
- If a house wall forms part of the perimeter barrier and has doors with direct pool access, ONE of: self-closing/self-latching device (release 54 inches above floor); UL 2017-listed door alarm (30-second minimum, 85 dBA at 10 feet, auto-reset, manual 15-second deactivation switch at 54 inches); or a 48-inch intermediate barrier that doesn't obstruct the pool view
- Above-ground pools: if used as the barrier or barrier is mounted atop the structure, access ladder/steps must be lockable/removable or surrounded by a perimeter barrier
- Spas/hot tubs ≤8 feet wide may use an approved safety cover (latchable, 100 lb static load capacity, blocks passage of a 4-inch sphere when closed) instead of a full perimeter barrier — pool covers alone are NOT an approved barrier for full-size pools
- Minimum setback requirements per county diagram: 3 feet from structure, 4 feet from sides/rear property lines; pool equipment minimum 5 feet from the pool
- Windows within 5 feet of the water's edge (and less than 5 feet above adjacent walking surface) must be tempered glass or have R308.4.5-approved safety film
- Draining: pool/spa water may only be discharged off-property if free of chlorine (≤1 ppm) and other chemicals, pH 7–8, not cloudy/discolored, and directed to a drainage channel, wash, or curb-line gutter without causing erosion; acid-washed water may not be discharged off-property (ADEQ requirements)

Sign / Monument Permit
VerifiedUnincorporated Pinal County regulates signs on two separate tracks that both apply to the same sign. (1) Building Safety issues a sign building permit under Article 9 of Building Permit Fee Schedule No. 071013-BPFS, but only when the sign meets ALL of the article's criteria (50 sq ft or more, solid material) — or independently when it exceeds 8 feet in height, or when the Building Official determines an attached sign is of significant weight/height. (2) The Planning Division charges its own flat zoning sign fees ($57.00 per sign type; $1,187 for a Comprehensive Sign Package) under the Planning Division Fee Schedule. Signs connected to commercial electrical power (neon, illuminated) require an electrical permit regardless of the size/material criteria.

Requirements
- A building permit is required for signs meeting ALL of: (a) area of 50 sq ft or more, and (b) composed of solid material such as wood, metal or similar (signs of cloth, cardboard, vinyl or other flexible, lightweight material are NOT considered solid material)
- Signs with a height greater than 8 ft measured from grade to the top of the sign, and made of solid material, require a permit regardless of area
- Signs attached to an existing building or structure that do not meet the criteria above still require a permit if they are of significant weight or height that could create a danger if displaced, as determined by the Building Official
- Exception: signs with connections to electrical power from a commercial source (e.g. neon, illuminated) require an electrical permit regardless of the criteria above; UL listing/verification applies
- Monument/Sign Permit Application must state type of sign (directional, free standing, wall mounted, flag pole, illuminated, other), height of sign, number of faces, and total square feet of sign
- Application must state existing use and proposed use of the property, plus parcel number, legal description (subdivision/unit/block/lot, section/township/range), and parcel size
- Application must identify whether sign illumination will require installation of a new meter
- Contractor license number and class required on the application
- Permits are picked up at the Florence office; applications are not accepted via mail or e-mail (submit online through the Citizen Access Portal or in person)

Change of Occupancy / Certificate of Occupancy (Change of Use)
Pinal County issues a combined C of O / Occupancy Change permit for a change in the use or occupancy classification of an existing building in unincorporated Pinal County. The county's own application form is a single sheet with three checkboxes — CHANGE OF OCCUPANCY, CERTIFICATE OF OCCUPANCY, and HOME OCCUPATION — and the applicant certifies that no alterations requiring a building permit (mechanical, plumbing, electrical, partitions, signs, etc.) are being made; work beyond that scope requires a separate building or trade permit. Unlike most Building Safety permit types, the county's published review-times table lists Change of Occupancy under the Zoning division rather than Building Safety.
