Codes adopted

Arizona has no mandatory statewide building code — code adoption is a per-city/county authority. Electrical, Plumbing & Mechanical Permit

Required for electrical, plumbing, and mechanical installation, alteration, or repair work in unincorporated Yuma County — including new residential solar photovoltaic installation, A/C relocation/replacement, water heater replacement, and sewer line repair outside the public right-of-way — administered by the DDS Building Safety Division and often issued via the county's Over-the-Counter Permits track for qualifying minor projects.

Reviewed 2026-07-07 · Source

Requirements

  • Building Permit Fees, per the DDS Fee Schedule, expressly include plumbing, electrical, and mechanical work: 'the fee for each permit shall be as set forth and detailed in Attachments #1 through #6' (Attachment #4 Table No. 1-1 Plumbing Permit Fees; Attachment #5 Table No. 3A Electrical Permit Fees; Attachment #6 Section 106.5.2 Mechanical Permit Fees)
  • Over-the-Counter (minor project) permits are available for: Service Clearance; Water Heater Replacement; A/C Relocation/Replacement; Window Replacement; Sewer Line Repair not in public right-of-way; Utilities not in public right-of-way; Residential Solar/PV Installation — using the county's dedicated Submittal Guide & Application
  • Water heater replacement and permanently-wired light fixture additions require a permit in unincorporated Yuma County (this is a difference from some neighboring jurisdictions that exempt water heater replacement)
  • A licensed contractor must be used for any work requiring a license under the Arizona Registrar of Contractors (ROC); owners may self-perform many minor projects but must follow applicable regulations
  • Electric or gas clearance (turning utilities back on) requires a permit for the underlying work; for commercial projects a licensed contractor must be retained, and a building inspector must verify the work meets minimum standards before clearance
  • Apply online through the county's Permit Application Center (https://yumacountyaz.portal.opengov.com/) or in person using the Over-the-Counter Submittal Guide & Application

Manufactured Home Installation / Set-Up Permit

Verified

Required whenever a manufactured home is installed or reinstalled on a manufactured home park lot, an approved subdivision, or a private parcel in unincorporated Yuma County. The permit represents the county's approval of the installation and ensures the home meets minimum standards set by the Arizona Department of Housing, Office of Manufactured Housing. A licensed contractor must obtain the set-up permit; fees are set by the state's published schedule, not a county flat fee.

Residential Solar / Photovoltaic (PV) Installation Permit

Unincorporated Yuma County treats residential solar/PV installation as one of the Department of Development Services' Over-the-Counter (OTC) minor-project permit categories, alongside service clearance, water heater replacement, and A/C relocation/replacement — processed at the counter via the county's OTC Submittal Guide & Application rather than the full multi-week Residential Permit Guide review track. No distinct flat or per-watt solar fee line was found published separately from the general Building Permit Fee (Table No. 1-A, valuation-based) and Electrical Permit Fee (Table No. 3A) that this OTC permit is billed under (same fee attachments cited in the electrical-plumbing-mechanical-permit entry). Arizona's statewide solar-permitting statute, A.R.S. § 11-323, independently caps what the county may charge and constrains what the county may require on plans.

Reviewed 2026-07-20 · Source

Requirements

  • Residential Solar/PV Installation is one of the explicitly listed Over-the-Counter (OTC) minor-project permit categories in Yuma County DDS's OTC Submittal Guide & Application, alongside Service Clearance, Water Heater Replacement, A/C Relocation/Replacement, Window Replacement, and Sewer Line Repair (not in public R.O.W.)
  • Per A.R.S. § 11-323 (statewide, applies to every Arizona county including Yuma): construction plans must show the location of the photovoltaic system and mounting details; electrical diagrams (one-line or three-line) are required and may be satisfied through a qualified online/third-party platform; the county may not require a professional engineer's stamp on a single-family system's plans unless the county determines it is necessary and provides a written explanation
  • Per A.R.S. § 11-323, any building/permit fee the county assesses for a solar construction permit must be attributable to and defray/cover the actual expense of the service for which it is charged, may not exceed actual cost, and the county must provide a written itemized cost breakdown to the applicant upon request
  • A licensed contractor (Arizona Registrar of Contractors) is required for work requiring a license; a copy of the contractor's current ROC license must be on file
  • Apply online through the county's Permit Application Center (https://yumacountyaz.portal.opengov.com/) or in person using the OTC Submittal Guide & Application

Required documents

  • RequiredOver the Counter Permits — Submittal Guide & ApplicationLists Residential Solar/PV Installation as one of the OTC minor-project categories; available at https://www.yumacountyaz.gov/home/showdocument?id=26429
  • RequiredElectrical Diagram (one-line or three-line)Required per A.R.S. § 11-323; may be satisfied through a qualified online design platform rather than a custom-drafted diagram
  • OptionalArizona ROC Contractor License CopyRequired on file for licensed-contractor-performed work

Statutorily constrained by A.R.S. § 11-323: the fee must be attributable to and defray/cover only the county's actual cost of the permitting service, may not exceed actual cost, and an itemized cost breakdown must be provided to the applicant on request.

Electric Vehicle (EV) Charging Station / EVSE Permit

Unincorporated Yuma County has no distinct EV charger/EVSE permit application or fee line. EV charging station circuit installation is billed and reviewed as ordinary electrical work under the county's existing Electrical, Plumbing & Mechanical Permit (P/E/M Permit), the same permit type used for other electrical, plumbing, and mechanical work in the county, per Attachment #5 (Table No. 3A Electrical Permit Fees) of the DDS Fee Schedule. The county's own Over the Counter Permits Submittal Guide & Application (which lists its minor-project categories -- Service Clearance, Water Heater Replacement, A/C Relocation/Replacement, Window Replacement, Sewer Line Repair, Utilities, and Residential Solar/PV Installation) was checked directly and contains no electric-vehicle, EV charger, or EVSE category, confirming there is no dedicated minor-project pathway for EV chargers either.

Reviewed 2026-07-20 · Source

Requirements

  • No standalone EV charger/EVSE permit application exists; EV charging station circuit work is permitted through the county's standard Electrical, Plumbing & Mechanical Permit (P/E/M Permit)
  • Building Permit Fees, per the DDS Fee Schedule, expressly cover electrical work: 'the fee for each permit shall be as set forth and detailed in Attachments #1 through #6' (Attachment #5, Table No. 3A Electrical Permit Fees)
  • The county's Over the Counter Permits Submittal Guide & Application -- which covers Service Clearance, Water Heater Replacement, A/C Relocation/Replacement, Window Replacement, Sewer Line Repair (not in public R.O.W.), Utilities (not in public R.O.W.), and Residential Solar/PV Installation -- does NOT list EV chargers/EVSE among its minor-project categories, so a standard (not over-the-counter) electrical permit process applies unless county staff direct otherwise at intake
  • A licensed contractor under the Arizona Registrar of Contractors (ROC) must be used for licensed work; owners may self-perform many minor electrical projects but must follow applicable regulations
  • Apply online through the county's Permit Application Center (yumacountyaz.portal.opengov.com) or in person at the DDS Building Safety Division

Required documents

  • RequiredElectrical, Plumbing & Mechanical Permit ApplicationSame P/E/M application used for other electrical work; no EV-specific application exists, and the EV charger category is absent from the county's Over-the-Counter minor-project list

No EV-specific line exists within it regardless. Confirm the exact fee with DDS Building Safety Division, (928) 817-5000. Re-chased 2026-07-23: the live Fee Schedule PDF is now confirmed directly reachable (both via a real Browser-pane session, which downloaded it successfully rather than hitting a WAF block, and via an r.jina.ai proxy fetch) -- the prior 403 was transient/WAF-related, not rot. Content is unchanged from the 2017-dated document (Published Time header: Thu, 16 Feb 2017): it still references Attachment #5/Table 3A by name only and does not embed the per-item dollar figures on the page itself. Also confirmed Yuma County itself (as opposed to the City of Yuma) is not hosted on either Municode or American Legal Publishing at all, so the amlegal.com Electrical Code link cited below points to the wrong jurisdiction's code and should not be relied on for the county's fee table.
