Codes adopted

Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Wellton operates its own Building Safety Division within its Department of Community Development and independently adopts and administers its own construction codes; it does not defer building permitting to Yuma County. Source: Town of Wellton Building Permits page (welltonaz.gov/1226/Building-Permits).2009 International Codes (I-Codes), as published by the International Code Council — the Town of Wellton's own live Building Permits page states verbatim: 'The Town of Wellton is currently following the 2009 International Council Code (ICC).' This is independently corroborated by the 2025 AZBO (Arizona Building Officials) Directory, which lists the Town of Wellton's 'Adopted Codes' as '2009 I Codes' with no separate electrical-code edition listed. Unlike most other AZBO-directory Arizona jurisdictions (which have since moved to 2015, 2018, or 2024-cycle I-Codes and separate NEC editions), Wellton's own published information has not been updated past the 2009 cycle as of the last verification — this reflects the Town's genuinely small size (approx. 2,600-3,000 population) and correspondingly thin published code-update cadence, not a research gap. Source: Town of Wellton Building Permits page (welltonaz.gov/1226/Building-Permits, live page text); 2025 AZBO Directory (azbo.us), Town of Wellton entry, p. 21.The 2009 International Building Code (IBC), International Residential Code (IRC), International Mechanical Code (IMC), International Plumbing Code (IPC), International Fuel Gas Code (IFGC), International Fire Code (IFC), and International Existing Building Code (IEBC) are understood to be adopted as a single 2009 'I-Codes' package per the Town's own code-adoption statement; the Town's Building Permit Application form lists six permit-type categories that align with this code family: Building, Plumbing, Mechanical, Electrical, Fire Sprinkler, and Demolition. Source: Town of Wellton Building Permit Application (PDF, DocumentCenter Doc ID 312).Manufactured/mobile homes are regulated via a separate, dedicated Mobile Home Placement Permit process (distinct application form) rather than the standard Building Permit Application, reflecting the Town's substantial manufactured-housing stock. Source: Town of Wellton Mobile Home Placement page (welltonaz.gov/1225/Mobile-Home-Placement) and Mobile Home Placement Permit Application (PDF, DocumentCenter Doc ID 313).The Town of Wellton publishes no dedicated fee schedule, master fee resolution, or ICC valuation table — none appears on the Town's official website, in its DocumentCenter, or in its adopted annual budget documents (FY2024-2025, FY2025-2026). The Town's own Building Permit Application form leaves 'Valuation' and 'Permit Fees' as blank fields completed by Building Safety Division staff at intake, consistent with fees being calculated per-project from the adopted 2009 I-Codes' own valuation-based fee tables rather than a separately republished municipal fee schedule. The Town's Finance Department, Development Services, and Development Impact Fees pages likewise publish no itemized building-permit fee table, so expect your fee to be quoted at intake. Solar PV Installation (Building + Electrical Permit)

Verified

The Town of Wellton has no dedicated solar-PV application, checklist, or fee line — the prior research explicitly confirmed no re-roofing- or solar-specific procedure exists on the Town's site. A rooftop or ground-mount solar photovoltaic installation is filed on the same standard six-checkbox Building Permit Application used for all other permit types (selecting 'Building' for the racking/structural component and 'Electrical' for the interconnection), reviewed against the Town's adopted 2009 I-Codes, with fees calculated by Building Safety Division staff at intake from project valuation — the same genuine 'no published fee schedule' finding documented throughout this record for every permit type. Arizona's statewide municipal solar-permitting statute, A.R.S. § 9-468, independently constrains what the Town may require on plans and what it may charge.

Verified 2026-07-20 · Source

Requirements

  • File the standard Building Permit Application, checking 'Building' (racking/structural mounting) and 'Electrical' (interconnection) as applicable — no separate solar checkbox exists among the Town's six permit-type categories (Building, Plumbing, Mechanical, Electrical, Fire Sprinkler, Demolition)
  • Two complete sets of plans required per the Construction Plan Review Requirements Handout, including site/plot plan and structural/electrical details for the installation
  • Per A.R.S. § 9-468 (statewide, binds every Arizona municipality including Wellton): plans must show the system's location and mounting details plus an electrical diagram (one-line or three-line); the Town may satisfy documentation requirements via a qualified online automated permitting platform; the Town may not require a professional engineer's stamp on a single-family system unless it provides the applicant a written explanation of why one is necessary
  • Per A.R.S. § 9-468: any fee the Town charges for a solar permit must be attributable to and defray/cover only its actual cost of the service, may not exceed actual cost, and the Town must provide an itemized cost breakdown to the applicant on request; the method the Town uses to arrive at its assessed fee must be published and publicly available
  • Electric Contractor's Arizona ROC license number must be listed under Sub-Contractors Information for the electrical portion, per the standard application
  • Owner-occupants installing their own system (not for sale/rent) may self-certify exemption from the Arizona State Contractor's License Law (A.R.S. § 32-1121)

EV Charger Installation (Building + Electrical Permit)

The Town of Wellton has no dedicated EV-charger/EVSE application, checklist, or fee line — an EV charging station (Level 2 or DC fast charger) is filed on the same standard six-checkbox Building Permit Application used for all other permit types (checking 'Electrical' for the circuit/charger wiring, and 'Building' if a new canopy, carport, or structural mounting is involved), reviewed against the Town's adopted 2009 I-Codes, with fees calculated by Building Safety Division staff at intake from project valuation — the same genuine 'no published fee schedule' finding documented throughout this record for every permit type, including solar-pv-permit. Arizona's statewide municipal solar-permitting statute, A.R.S. § 9-468, does not extend to EV chargers, and no separate Arizona statute mandating expedited or capped-fee EV-charger permitting for towns the size of Wellton was found.

Reviewed 2026-07-20 · Source

Requirements

  • File the standard Building Permit Application, checking 'Electrical' (charger circuit/wiring) and 'Building' (if a new canopy, carport, or structural mounting is added) — no separate EV-charger checkbox exists among the Town's six permit-type categories (Building, Plumbing, Mechanical, Electrical, Fire Sprinkler, Demolition)
  • Electric Contractor's Arizona ROC license number must be listed under Sub-Contractors Information for the electrical portion, per the standard application
  • Owner-occupants installing their own charger (not for sale/rent) may self-certify exemption from the Arizona State Contractor's License Law (A.R.S. § 32-1121)
  • Two complete sets of plans required per the Construction Plan Review Requirements Handout if the scope includes new structural work (e.g., a carport-mounted charger); a standalone wall-mounted charger retrofit is expected to need only the Electrical permit application, consistent with the Town's general permit-exempt/permit-required framework for minor electrical work

The Town publishes no fee schedule document for building or electrical work — only golf course, business license, court, and sanitation fee schedules are published. No intergovernmental agreement (IGA) with Yuma County for building/electrical permitting services is confirmed: an October 2025 Town Council meeting notice references an agreement but publishes no detail, and the Building Safety landing page does not identify Yuma County as the permitting authority. No statewide Arizona electrical-permit fallback authority exists comparable to Idaho DOPL or Colorado DORA, since Arizona electrical permitting is administered locally. No numeric fee or explicit delegation mechanism is publicly available beyond Building Safety Division staff discretion at intake.

Commercial Building Permit (New Construction / Tenant Improvement)

Verified

Required for new commercial construction, and for enlargement, alteration, repair, or occupancy change of commercial buildings, in the Town of Wellton. There is no separate commercial application or commercial permit category: commercial projects file the same standard six-checkbox Building Permit Application (Building / Plumbing / Mechanical / Electrical / Fire Sprinkler / Demolition) used for residential work, and are reviewed by the Town's own Building Safety Division against its adopted 2009 I-Codes. What distinguishes commercial from residential is the required plan set — the Town's Construction Plan Review Requirements handout mandates a substantially heavier commercial submittal (complete civil, storm water, landscaping, architectural, structural, mechanical, plumbing, electrical, and fire sprinkler plans, plus supporting specifications, calculations, and reports) — and the review ceiling, which the same handout expressly sets at 30 working days for new commercial projects.

Verified 2026-08-01 · Source

Requirements

  • Permit required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure within Wellton town limits — the Town's general permit requirement applies equally to commercial work
  • Two complete sets of plans required. Commercial plans must include: complete civil plans, storm water plans, landscaping plans, architectural plans, structural plans, mechanical plans, plumbing plans, electrical plans, and fire sprinkler plans, along with supporting specifications, calculations, reports, and other requirements based on the nature of the project (per the Town's Construction Plan Review Requirements handout, fetched and read 2026-08-01)
  • Filed on the standard Town of Wellton Building Permit Application — 'Building' checkbox plus 'Plumbing'/'Mechanical'/'Electrical'/'Fire Sprinkler' as applicable; there is no separate commercial application form or commercial checkbox
  • The application's Official Use Only section has staff-completed square-footage and valuation breakouts that include commercial building categories (Warehouse, Office, Storage, Metal Building) plus Type of Construction, Occupancy Class, Occupant Load, Zoning District, and Flood Zone determinations — confirming commercial projects run through this same form and are classified at intake
  • Sub-contractors (plumbing, electrical, mechanical) must be listed with their Arizona ROC license numbers under the application's Sub-Contractors Information section; licensed contractors certify under A.R.S. § 32-1169A
  • Owner-developers building for sale or rent must contract with an Arizona-licensed general or specialty contractor and list all contractors on the application (A.R.S. § 32-1121 owner exemption does not cover for-sale/for-rent construction)
  • Applications expire by limitation if no permit is issued within 180 days of the application date; plans may thereafter be returned or destroyed by the building official
  • Per SB 1598 (A.R.S. § 9-835(G)/(I)) as printed on the Town's own application: only one comprehensive request for additional information is allowed during the Substantive Review Time Frame; after the initial submittal and one resubmittal the permit must be granted or denied (denial requires a new application, new plans, and a new plan review fee). Applicants may optionally sign the application's A.R.S. § 9-835(H) option allowing multiple information requests, each adding a 25% extension to the Overall Time Frame
  • Permit issues once plans are approved, contractor documentation is received, and permit fees are paid (per the Construction Plan Review Requirements handout)

Fire Sprinkler Permit

'Fire Sprinkler' is one of the six permit-type checkboxes printed on the Town of Wellton's own Building Permit Application, issued by the Town's Building Safety Division — the Town does not refer fire permitting to an outside fire district. Wellton operates its own municipal Wellton Fire Department (a Town department under Government > Departments, Fire Chief Mark Rivera, 29118 Los Angeles Avenue, 928-785-3340), whose published mission is to 'provide the very best fire protection, rescue, and medical care for the citizens of the Town of Wellton' across approximately 32 square miles. Fire sprinkler plans are reviewed in-house: the Town's Construction Plan Review Requirements handout lists 'fire sprinkler plans' as a required component of every commercial plan set reviewed by the Building Safety Division's own plans examiners. Note the Town's published materials name the FIRE SPRINKLER trade only — no separate fire-alarm permit category, fire-alarm application, or fire-alarm submittal requirement appears anywhere in the Town's published permit materials.

Requirements

  • File the standard Town of Wellton Building Permit Application with the 'Fire Sprinkler' permit-type box checked — it is one of six checkbox categories on the form (Building, Plumbing, Mechanical, Electrical, Fire Sprinkler, Demolition)
  • Commercial projects must include fire sprinkler plans as part of the two complete plan sets required for review, alongside civil, storm water, landscaping, architectural, structural, mechanical, plumbing, and electrical plans, plus supporting specifications, calculations, and reports based on the nature of the project
  • Reviewed by the Town of Wellton Building Safety Division's own plans examiners against the Town's adopted 2009 I-Codes (which the Town describes as a single 'I-Codes' package including the International Fire Code)
  • General permit trigger applies: a permit is required to 'erect, install, enlarge, alter, repair, remove, convert, or replace' any system regulated by the adopted building codes in the Town of Wellton
  • Contractor must certify compliance with the Arizona State Contractor's License Law (A.R.S. § 32-1169A) on the application, or the owner must self-certify exemption under A.R.S. § 32-1121

No published figure. Change of Use / Change of Occupancy Permit

The Town of Wellton's own published permit trigger expressly covers occupancy change: 'A permit is required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure.' There is no separate change-of-use application form — the change is filed on the same standard six-checkbox Building Permit Application used for every other permit type ('Building' checked), and the application's Official Use Only block is where staff record the Occupancy Class, Occupant Load, Type of Construction, and Zoning District determinations that a change of use turns on. Two separate approvals are in play: the building-side occupancy change (Building Safety Division, reviewed against the Town's adopted 2009 I-Codes, closing with a Certificate of Occupancy signed by the Town's Building Official) and the zoning-side use question (Development Services / Zoning Administrator), because the Development Code bars issuance of a building permit for a use that first requires a Zoning Amendment, Minor Modification, Variance, or Conditional Use permit.

Reviewed 2026-07-06 · Source

Requirements

  • A permit is required to change the occupancy of a building or structure — the Town's own Building Permit Exempt Requirements sheet states the trigger verbatim: 'A permit is required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure'
  • Filed on the standard Town of Wellton Building Permit Application ('Building' permit-type box), plus 'Plumbing', 'Mechanical', 'Electrical', and/or 'Fire Sprinkler' boxes for any systems altered to serve the new use — there is no separate change-of-use form
  • Two complete sets of plans are required for review by the Building Safety Division; a change of use into a commercial occupancy triggers the handout's commercial plan set (civil, storm water, landscaping, architectural, structural, mechanical, plumbing, electrical, and fire sprinkler plans, plus supporting specifications, calculations, and reports)
  • Staff determine Occupancy Class, Occupant Load, Type of Construction, Zoning District, and Flood Zone at intake — these fields are printed in the application's Official Use Only block and are the determinations a change of use is decided on
  • Zoning precondition (Development Code § 8-5.4(A)(4)): 'if a use requires a Zoning Amendment, Minor Modification, Variance, or Conditional Use permit, no building permit shall be issued until after said application has been approved in the manner described in Section 8-5.2(B) of the Development Code' — confirm with Development Services whether the proposed use is permitted outright in the parcel's zoning district before applying
  • A Conditional Use, where required, is decided by the Town Council at a public hearing following a pre-development meeting, formal submittal, staff review/resubmittal, public notification, and a staff report (Town of Wellton Conditional Use Application Process Guide)
  • Certificate of Occupancy: the Development Code defines it as 'A statement signed by the Town's Building Official, or their designee, setting forth that a building, structure, or use complies with the Development Code and that the same may be used for the purposes stated therein'
  • Permit applications expire by limitation if no permit is issued within 180 days of the application date
