THE CITY DOES NOT NAME AN EDITION ON ITS BUILDING PAGES. The Permits page says only: "Adopted state building codes and city amendments can be searched in the Municipal Code." The Municipal Code was not opened for this record, so no edition year is asserted from the city.BUT ONE PAGE DOES CITE AN EDITION, AND IT IS SUPERSEDED. The FAQ answer on smoke detectors reads "Section R314 of the 2019 California Residential Code covers this topic in detail." The 2019 CRC has been superseded twice - by the 2022 edition and then the 2025 edition, which took effect 2026-01-01. Read on 2026-09-21 that citation is two cycles out of date. The underlying section number R314 has been stable across editions, so the guidance may still be broadly right; the EDITION named is not current.Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication." The 2025 edition was published 2025-07-01 and took effect 2026-01-01.

Requirements
- ONLINE ONLY, AND DATED: "As of January 2024, all permit applications must be submitted online through the CSS Portal. Please use the portal to apply for, track, and manage building permits."
- A NOTARISED LETTER IS REQUIRED IF ANYONE ELSE PULLS THE PERMIT, and it applies to both contractors and owners. For contractors: "If your agent or employee is obtaining the permit(s), you must furnish the City with a notarized letter naming those allowed to obtain permits for your business." For owners: "If anyone other than you or your contractor is obtaining the permits, you must furnish the City with a notarized letter naming the agent(s) allowed to obtain permits for your property."
- CONTRACTORS MUST ARRIVE WITH FOUR THINGS: "Proof of Contractor's License" and "Current City Business License & Worker's Compensation (Have name of Carrier & Policy available, unless you sign exempt.)"
- WHAT NEEDS A PERMIT IS DRAWN BROADLY: "Any building or structure that is erected, constructed, enlarged, altered repaired, moved, improved, removed, converted, or demolished requires a Building Permit prior to any work being started. There are some exemptions from permit requirements."
- FENCES AND WALLS TURN ON TWO FEET: "Fences and non-retaining masonry walls not over 2 feet in height, measured from finished grade to the top of the wall, do not require a permit. Retaining walls not over 2 feet in height... (unless supporting a surcharge/slope) do not require a permit. All other fences and walls require a building permit." HEIGHT LIMITS ARE A SEPARATE QUESTION and belong to Planning, not Building.
- A SHED IS EXEMPT UNDER 120 SQUARE FEET BUT NOT EXEMPT FROM SETBACKS: "One story detached accessory buildings used as tool or storage sheds, playhouses and similar uses are exempt from Building Permits if the floor area does not exceed 120 square feet. The shed still must comply with the Indio Municipal Code setback requirements."
- PERMIT HISTORY IS NOT A BUILDING DIVISION REQUEST. "To review permit history or request any public records for a property within the City of Indio, please visit the Public Records Center page. All public records requests are processed through the City Clerk's Office."
