VerifiedOceanside abolished paper plan submittal outright in January 2025 and routes everything through one of two electronic paths - a short list of permit types through eTRAKiT, and everything else through an emailed application followed by an invitation to a Box account. The Building Division sits on the first floor of City Hall South at 300 North Coast Highway.

Requirements
- PAPER IS GONE AND THE CITY LEAVES NO ROOM: "Commencing January 2, 2025, all applications with plan submittals must be made through our web-based process. Paper plans will no longer be accepted. Building Permit applications with plans must be made via the electronic Building Permit Application or through the eTRAKiT portal. No exceptions will be made."
- CONTRACTORS MUST USE eTRAKiT FOR THE ELIGIBLE LIST, and registration is a prerequisite: "Contractors and their representatives are required use eTRAKiT to apply for these eligible single family dwelling building permits by completing the eTRAKiT User Application."
- THE ELIGIBLE LIST IS NARROW AND FOUR OF ITS ENTRIES CARRY A SCOPE LIMIT: Residential A/C Replacement, Furnace Replacement, Water Heater Replacement and Tankless Water Heater Replacement are each qualified "(like for like and same location only)". Also eligible: Residential Water Re-Pipe, Roof Replacement, Roof Recover, Solar Photovoltaic (Typical and SolarAPP+), Energy Storage System (Typical and SolarAPP+), and Electric Vehicle Charge Station.
- EVERYTHING ELSE GOES THE LONGER WAY: submit the electronic application or email the printable one to buildingpermits@oceansideca.org; "City Staff will verify if submittal meets guidelines"; then "Applicant will be notified with an invoice, link to process payment, and invitation to a Box account to upload required documents."
- THE FILE FORMAT IS PRESCRIBED: "All documents submitted must be in pdf format and follow the Construction Coalition PDF Guidelines."
