Solar PV Permit

Verified

Required for installation of solar panel systems within Alamosa city limits, per the City's dedicated Solar Permit Application. Reviewed under the 2018 IBC/IRC as locally adopted; the fee schedule carries a distinct flat fee for residential photovoltaic installations. Electrical interconnection work is separately permitted by the State of Colorado, not the City.

Verified 2026-07-06 · Source

Requirements

  • Application (per the City's Application for Solar Permit form) requires: site address/parcel number, owner information, contractor information (name, address, city contractor license number), system size (kW), battery bank size, roof material, legal description (subdivision/block/lot), and cost of project

EV Charger / EVSE Permit

Alamosa has no City-run electrical permitting program — the City's own Building Department page states plainly 'electrical and plumbing inspections are not completed by our office, they are done by the state,' directing applicants to the State of Colorado DPO Electrical and Plumbing Permits system. A residential EV charger / EVSE installation is electrical work and follows this same state track; no EV-charger-specific fee line item or expedited process was found on the City's site, the City's Permit Fee Schedule 'A' & 'B' (Rev. 8/9/2023), or the State DPO's electrical permitting pages.

Reviewed 2026-07-20 · Source

Requirements

  • A valid Colorado State Electrical permit (State Electrical Board, DORA/DPO) is required prior to installing an EV charger circuit in Alamosa — obtained through the State's Electrical and Plumbing Permits system, not from the City
  • Work must comply with the National Electrical Code (NEC) as adopted by the State of Colorado
  • Consistent with the City's treatment of solar installations (electrical interconnection permitted separately by the State), an EV charger circuit is not covered by any City building-permit fee schedule line item

No EV charger/EVSE-specific fee category appears in the City of Alamosa Permit Fee Schedule 'A' & 'B' (Rev. Show full citation

No EV charger/EVSE-specific fee category appears in the City of Alamosa Permit Fee Schedule 'A' & 'B' (Rev. 8/9/2023) or on the City's Building Department page — an EV charger circuit is ordinary electrical work handled entirely by the State. Re-chased 2026-07-20: dpo.colorado.gov and the Secretary of State's CCR rule text (3 CCR 710-1) both return HTTP 403 to WebFetch and browser-header curl, same statewide block documented in this dataset's Wellington, CO rooftop-solar-pv-permit entry. The most recent public reproduction of the statewide schedule located anywhere is Douglas County's Electrical Permit Application & Fee Schedule (douglasco.gov/documents/electrical-permit-app-2025.pdf), but that document is itself footer-dated 01/12/2023, so it is not adopted here as a verified current figure, consistent with this project's treatment of the same document elsewhere in this dataset. For reference only: that document's 'ALL OTHER FEES' category (which explicitly lists 'EV Charger' as a checkbox item) ties to Colorado Revised Statute § 12-115-121.3 and reads: not more than $2,000 valuation = $57 flat; $2,001+ = $5 per $1,000 (or fraction) plus $57 base.

Demolition Permit

Verified

Required for demolition of structures within Alamosa city limits, per the City's dedicated Demolition Permit Application. An approved State of Colorado Demolition Permit must be provided at the time of application; the City's own demolition permit fee is a flat, low-cost line item, valid for only 30 days.

Verified 2026-07-06 · Source

Requirements

  • A copy of an approved State of Colorado Demolition Permit is required at the time of application, per the Application for Demolition Permit form's own stated requirement
  • Application (per the form) requires: project address, property owner and contractor information, description of demolition, description of materials being removed, occupancy group, hazardous materials testing information, list of materials being removed, and disclosure of which service utility connections (gas, plumbing, electrical) are present
  • If partial demolition, the application requires a description of the portion being demolished

Fence / Retaining Wall Permit

Verified

Fences 7 feet or under generally do not require a permit in Alamosa; taller fences and retaining walls over 4 feet high (or supporting a surcharge / impounding certain liquids regardless of height) do require one, per the City's published permit-exemption list.

Verified 2026-07-06 · Source

Requirements

  • Fences NOT over 7 feet high are explicitly exempt from permitting, per the City's Building Department page permit-exemption list
  • Retaining walls NOT over 4 feet in height (measured from the bottom of the footing to the top of the wall) are exempt from permitting UNLESS supporting a surcharge or impounding Class I, II, or III-A liquids, per the same exemption list
  • Fences over 7 feet, and retaining walls over 4 feet (or any height if supporting a surcharge/impounding those liquid classes), therefore require a permit by implication of the exemption list, though the City does not publish a standalone 'Fence/Retaining Wall Permit Application' distinct from the general Building Permit Application

Commercial Building Permit

Verified

Required for new commercial construction, additions, and alterations within City of Alamosa limits, issued by the City of Alamosa Building Department (Development Services) under the 2018 IBC, 2018 IEBC, and companion codes as locally adopted. Commercial projects use the same Building Permit & Certificate of Occupancy Application and the same valuation-based Fee Schedule 'A' as residential work, but are reviewed against the City's separate 'Commercial Plan Review General Requirements' (2024) submittal standard, which demands signed-and-sealed architectural and structural plans, a complete code analysis, a geotechnical report, and discipline-by-discipline (civil, mechanical, plumbing, electrical, fire, energy, accessibility) plan documentation. Electrical and plumbing WORK is permitted and inspected by the State of Colorado (DORA), not the City — though the City's commercial plan review still covers plumbing and electrical documents at the plan stage.

Requirements

  • Plans reviewed under the 2018 IBC, 2018 IEBC, 2018 IMC, 2018 IECC, 2018 IFC, and ICC/ANSI A117.1-2009 as adopted by the City; 2023 NEC and 2021 IPC/IFGC apply via the State of Colorado's programs
  • Two or more sets of submittal documents required per IBC 107.1 as restated in the City's Commercial Plan Review General Requirements: complete SIGNED AND SEALED architectural plans, structural plans, and material specifications — one hard copy plus one digital copy; if an electronically signed, stamped, and dated set is emailed to treynolds@ci.alamosa.co.us, only one hard copy is required
  • Complete code analysis required on the plans: applicable codes, design criteria, occupancy classification(s), occupant load, square footage and height, construction type, egress calculations, risk category, sprinkler/suppression (yes/no), alarm system (yes/no), restroom requirement, and special inspections
  • Civil site plan required showing new and existing structures, lot-line distances, street/finish grades, parking configuration with stall counts and drive-aisle dimensions, grading and drainage, landscaping/open space, water/sewer/storm lines, and outdoor lighting
  • Structural submittal must include complete design criteria, a geotechnical report, signed/dated/sealed structural calculations, foundation and superstructure details, and provisions for required special inspections
  • Energy conservation (2018 IECC commercial) and accessibility (ICC/ANSI A117.1) plan documentation required per the City's discipline-specific checklists
  • Fire alarm and suppression plans (signed and sealed) are sent by the City to a third party for review
  • Electrical and plumbing WORK is permitted and inspected by the State of Colorado (DORA/DPO), not the City — but the City's commercial plan review still reviews plumbing and electrical plan documents (floor plans, fixture counts, load calculations, panel schedules, etc.)
  • Must meet the City's published design criteria: Ground Snow Load 30 psf, Wind Design Speed 115/89 mph, Frost Line Depth 36 inches (ice) / 32 inches (damage), Seismic Design Category C, Winter Design Temperature -16°F
  • Contractor must hold a City of Alamosa contractor's license (the City publishes its own Contractor's License Application alongside the permit forms)
  • Non-compliant public sidewalks must be upgraded if construction valuation exceeds the Sec. 16-42 threshold ($80,000 per the Building Permit Application form; the City's Solar form states $20,000 for the same section — confirm with the department)
  • Applicant is responsible for scheduling all required inspections; Final Inspection must be scheduled within 10 working days of job completion
  • Occupying a building without a Certificate of Occupancy triggers a fine of 200% of the original permit fee; a Temporary Certificate of Occupancy is available for $200 (max 90 days, 50% refunded after the CO is issued)

Commercial Tenant Improvement (Tenant Finish)

Verified

Alamosa does NOT publish a distinct tenant-improvement or tenant-finish permit type: no TI-specific application form, fee line item, or process appears on the City's Building Department page, in the Permit Fee Schedule 'A' & 'B' (Rev. 8/9/2023, re-verified live 2026-08-02), or in the Commercial Plan Review General Requirements (2024) document. Interior alterations, remodels, and tenant finishes of commercial spaces are simply commercial building-permit work — the City has adopted the 2018 International Existing Building Code (IEBC), and its commercial submittal document restates IBC 104.2's scope covering 'erection, and alteration, demolition and moving of buildings and structures.' This entry exists to document that finding; apply under the commercial-building-permit process.

Verified 2026-08-02 · Source

Requirements

  • File the standard Building Permit & Certificate of Occupancy Application — there is no separate TI application form
  • Alterations to existing commercial buildings are reviewed under the 2018 IEBC (adopted by the City) alongside the 2018 IBC
  • Scaled-to-scope submittals per the City's Commercial Plan Review General Requirements: code analysis (occupancy classification, occupant load, egress, construction type), dimensioned drawings, accessibility provisions, and fire-resistive details remain the reviewable items for interior work; the 'permit is needed for everything' rule exempts only pure finish work (painting, papering, tiling, carpeting, cabinets, countertops and similar) and movable cases/counters/partitions not over 5 ft 9 in high
  • A change in use or occupancy indicated on the application form triggers review of the new occupancy classification
  • Electrical and plumbing portions of a tenant finish are permitted and inspected by the State of Colorado (DORA), not the City
  • If the space will be occupied before all work is complete, a Temporary Certificate of Occupancy ($200, max 90 days) is available; occupancy without a CO carries a 200% fine
