Codes adopted

Colorado is a home-rule state with NO single statewide building code — each municipality and county adopts and amends its own code edition(s). The only statewide floor requirements are energy-code related (HB22-1362, the Colorado Energy Code Board / Model Low Energy and Carbon Code process) and, for accessory dwelling units, HB24-1152 (statewide ADU standards for eligible jurisdictions). Applicants working in any other Colorado city or county must independently confirm that jurisdiction's own adopted code edition and amendments — do not assume Broomfield's editions apply elsewhere. Broomfield will begin enforcement of the 2026 NEC on August 1, 2026, per the State Electrical Board's adoption schedule. Source: City and County of Broomfield Building Code Information page.Broomfield Municipal Code (BMC) Title 15 (Building and Construction) codifies the locally-amended code editions and permit-fee authority (BMC 15-03-100); BMC Title 17 (Zoning), Chapter 17-32, governs accessory uses including fences (17-32-140) and accessory dwelling units (17-32-160 / 17-04-089). Source: City and County of Broomfield Building Code Information page; Municode library.Wildland Urban Interface (WUI) Code: a state-mandated model code (Colorado Wildfire Resiliency Code Board) that all Colorado jurisdictions must adopt by March 1, 2026 and enforce by June 1, 2026 — both deadlines appear on the City's dedicated 'Broomfield Voice' WUI project page, last updated 2026-04-15. The City's Building Division page still carries 2025-vintage text stating that Broomfield had not yet held its adoption hearing and was not expected to consider adoption until early 2026. The Broomfield Voice WUI page is more current and more explicit: the Wildfire Resilience Code 'has not been adopted by Broomfield,' hearing dates are 'not yet set,' and adoption-ordinance readings 'are not anticipated to occur until the second half of 2026.' Both the March 1, 2026 statewide adoption deadline and the June 1, 2026 enforcement deadline have passed with no adoption recorded on either page, so Broomfield's WUI code is not yet in effect. Confirm current status with the Building Division before relying on it. Verified 2026-07-23 · Source

Requirements

  • Maximum one (1) ADU per property zoned for single-unit residential use; no owner-occupancy requirement
  • ADU may be internal, attached, or detached (including new-build detached structures, Tiny Homes, and Manufactured Homes per BMC Chapter 17-04); travel trailers, RVs, and shipping/storage containers are prohibited as ADUs
  • Size limit: up to 500 sq ft by right; larger ADUs are capped at the lesser of 50% of the principal dwelling's footprint (excluding garage/porch/similar areas) or 800 sq ft
  • ADU design must be consistent with the principal dwelling; where no specific zoning design standard applies, the ADU must be clad in a material similar to the principal structure
  • ADU must tie into the principal dwelling's existing water and sewer connections — no separate water/sewer tap or license required; other utilities (electric, gas, phone, internet) arranged separately with utility providers
  • Homes on septic systems must coordinate with the Health Protection Division of Health and Human Services (publichealth@broomfield.org, 720-887-2220) to confirm septic capacity
  • ADU must meet the zone district's applicable setback requirements, except the ADU's side setback is never greater than the principal dwelling's side setback
  • No new parking required unless (a) adjacent streets disallow on-street parking AND (b) the property is outside a Parking Reduction Area — if both apply, 3 off-street spaces (2 for the principal unit, 1 for the ADU) must be demonstrated
  • A Declaration of Use must be recorded, stating the ADU's size/location and referencing ongoing BMC compliance
  • Building permit required using the Building Department's General Permit Application form; contact the Building Division to confirm supporting documents (an ADU Checklist is required as a supporting document)
  • Applicants should confirm HOA rules before submitting, since HOAs may impose additional restrictions

Tenant Finish / Commercial Remodel Permit

Verified

Required for tenant finish and commercial remodel work in existing commercial buildings in the City and County of Broomfield. A genuinely distinct process from new commercial construction: it has its own Tenant Finish / Commercial Remodel Permit Application, its own New Commercial Tenant Finish Permit Submittal Requirements document (Revised July 2026), an all-electronic submittal (no hard-copy plans, no soils report), a shorter published review timeline (5-6 weeks vs 6-7 weeks), and fewer required parallel agency submittals.

Fire Sprinkler and Fire Alarm Permit

Verified

Required for installation, alteration, or repair of fire sprinkler systems and fire alarm systems within the City and County of Broomfield. Broomfield does not have its own in-house fire marshal — the North Metro Fire Rescue District (NMFRD), an independent special fire protection district headquartered in Broomfield, is confirmed as 'the fire department serving the City and County of Broomfield' and performs fire-system plan review, permitting, and inspection. A Fire Sprinkler trade valuation line also exists on Broomfield's own General Permit Application, so most fire-suppression work is billed twice: once by the City under the standard valuation-based fee schedule, and separately by NMFRD's own Fire Prevention Division.

Verified 2026-08-13 · Source

Requirements

  • The City and County of Broomfield's own 2026 Community Development Fees document states: 'The North Metro Fire Rescue District is the fire department serving the City and County of Broomfield. They are involved in various aspects of plan review, permits, and inspection, depending on the scope of your project. Additional fees may be required for fire district reviews or permits.'
  • Fire Sprinkler is a listed trade valuation (alongside General, Electrical, HVAC, and Plumbing) on Broomfield's General Permit Application — the City collects its own trade-valuation fee for fire-sprinkler work in addition to NMFRD's separate plan review and permit fees
  • NMFRD plans must be submitted electronically in PDF format only — no paper copies accepted
  • Drawings must use a nationally accepted engineering or architectural scale, with a completed Application for Plan Review
  • Colorado-licensed Professional Engineer or fire-system-design-professional seals, signatures, and dates are required on submitted plans per Colorado regulations
  • NMFRD reviews plans on a first-in, first-out basis; turnaround time depends on construction volume in the district at the time of submittal
  • NMFRD offers 'fast-track' permits for minor alterations to existing systems: work on an existing fire sprinkler system limited to 30 or fewer sprinkler heads, or work on an existing fire alarm system limited to 10 or fewer devices, typically qualifies
  • Incomplete initial submissions may require resubmittal, which can trigger an additional review fee
  • All NMFRD fees are due before permit issuance and before inspections are scheduled
  • NMFRD inspections require a minimum of 2 business days' advance notice and are only scheduled after plans are approved and fees are paid

Required documents

  • RequiredGeneral Permit Application (City of Broomfield)Submitted by email to buildingpermits@broomfield.org, with the Fire Sprinkler trade valuation and subcontractor listed
  • RequiredNMFRD Application for Plan ReviewNorth Metro Fire Rescue District's own plan-review submittal form, filed directly with the district's Fire Prevention Division

Change of Use Permit

Verified

Required in the City and County of Broomfield whenever an existing building or tenant space changes to a different use or occupancy classification, even absent major construction. Broomfield does not publish a dedicated change-of-use application or fee category — the change is filed on the same General Permit Application used for alterations and remodels, reviewed by the Building Division under the 2024 International Existing Building Code (IEBC) as adopted by Ordinance No. 2295, and is typically paired with a Planning Division zoning/land-use compliance check and, for a new business, a Certificate of Occupancy.

Verified 2026-08-13 · Source

Requirements

  • The City and County of Broomfield's own Building Division FAQ ('Do I need a building permit for my project?') explicitly lists changes of use among the project types that require a permit: 'Alterations, garage conversions, changes of use, structural repairs, drywall, and fire or flood repairs require permits'
  • Reviewed against the 2024 International Existing Building Code (IEBC) as adopted by City and County of Broomfield Ordinance No. 2295, which governs change-of-occupancy requirements for existing buildings
  • Filed on the same General Permit Application used for residential/commercial additions, remodels, and structural repairs — Broomfield does not publish a distinct 'Change of Use' application form
  • The City's Prospective Owners & Operators guidance for new businesses recommends filing a pre-application with the Planning Division first, to confirm the intended use complies with Broomfield's land use and zoning laws, before or alongside the Building Division permit
  • A new business or new use in an existing space also needs a Certificate of Occupancy from the Building Division; a Commercial Certificate of Occupancy Checklist is published separately
  • A Food License from the Broomfield Department of Public Health and Environment is required if the new use involves food service
  • Registering the business with the State of Colorado is a separate prerequisite step recommended before applying locally
  • All General, Mechanical, Electrical, and Plumbing (and Fire Sprinkler, if applicable) trade valuations must be listed on the General Permit Application per BMC §15-03-100, even if the change of use involves no physical construction
  • All permit application documents must be emailed to buildingpermits@broomfield.org — permits cannot be submitted through the Online Portal
