Both are official City-published documents; confirm the currently-enforced IBC edition directly with the Building Department (970-874-7909) before relying on either figure for design compliance.

Electrical Permit

Verified

Required for electrical work within Delta city limits. Unlike several peer Colorado home-rule cities, the City of Delta itself handles ALL electrical permitting and inspection in-city (not the State) — governed by the 2023 National Electrical Code as locally adopted. Applied for via the shared 'Technical Permit Application' (also used for mechanical, fireplace/stove, and temporary power).

Verified 2026-07-13 · Source

Requirements

  • Technical Permit Application with 'Electrical' checked as type of work
  • If new construction, the associated Building Permit must be issued before the Technical (electrical) Permit can be issued
  • Square footage of residence/garage/basement/other required on the application for electrical permits specifically
  • Homeowner Clause: a property owner may personally perform electrical work on their sole residence (not for sale/resale/rental) if they have reasonable working knowledge of the electrical code, per the Technical Permit Application
  • If a permit is not filed in advance of the commencement of installation, the inspection fee is doubled pursuant to C.R.S. § 12-115-121(3)
  • Temporary construction meters require a separate permit application from any other electrical activity
  • Emergency Power Release: for outage-related emergency repairs (vehicular/storm/fire/equipment/meter damage), a licensed Colorado electrical contractor may begin work before permit issuance if the electrical permit application and Emergency Power Release form are received by the Building Department by the end of the first working day following the day work commenced

Plumbing Permit (Issued by the State of Colorado, Not the City)

Verified

Plumbing work within Delta city limits is NOT permitted or inspected by the City of Delta at all. Per the City's own Building Department page, Building Procedures Booklet, and its permit application forms, plumbing permits and inspections are handled exclusively by the State of Colorado Division of Professions and Occupations (DORA) Plumbing Board.

Re-Roof Permit

Verified

Required for re-roofing work over 100 square feet on both residential and commercial buildings in Delta, per the City's Work Exempt from Permits bulletin and 2026 Fee Schedule. Uses the same Building Permit Application as new construction, with 'Re-Roof' checked as the type of work.

Verified 2026-07-13 · Source

Requirements

  • Re-roofing over 100 sq ft in area requires a permit for BOTH residential and commercial projects, per the City's 'Work Exempt from Permits' bulletin — this is a lower/stricter threshold than the general small-project exemptions
  • Same Building Permit Application used for new construction, with 'Re-Roof' selected as type of work

Demolition Permit

Verified

Required for demolishing structures over 600 sq ft within Delta city limits (fences, carports, exterior porches, and similar appurtenances or buildings under 600 sq ft do not require this demolition permit), per the City's Application for Demolition Permit. Requires prior notification and approval from multiple utility providers before issuance.

Solar Permit

Verified

Required for installation of roof-mounted or ground-mounted solar photovoltaic systems in Delta. The City of Delta maintains a dedicated Solar Permit Application, a Technical Permit Application (with explicit 'PHOTO VOLTAIC - AC' and 'PHOTO VOLTAIC - DC' work-type checkboxes), and a Solar Photovoltaic System Checklist — distinct forms from the generic building/electrical permit applications. Fees are calculated on the City's standard valuation-based Table 1A Building Permit fee schedule, but are capped by the City's own Table 2C Solar Permit Fees at $500 maximum total for residential and $1,000 maximum total for commercial (or actual City cost if greater), directly implementing Colorado's statewide Fair Permit Act cap (C.R.S. 24-48.5-113 / HB21-1284) at the local fee-table level.

Verified 2026-07-20 · Source

Requirements

  • Submit a Solar Permit Application (City of Delta Community Development form): job address, owner/contractor info, residential or commercial, roof-mount or ground-mount, system size (kW), contractor valuation and cost of materials
  • For new construction, a Building Permit must be issued prior to issuing the Solar Permit
  • Submit a Technical Permit Application selecting 'PHOTO VOLTAIC - AC' and/or 'PHOTO VOLTAIC - DC' as the type of work, for the electrical/interconnection portion
  • Complete the Solar Photovoltaic System Checklist: written approval from Delta Municipal Light & Power (ML&P) or Delta-Montrose Electric Association (DMEA) for electrical service; engineer analysis and approval for structural installation; roof plan showing system components/layout/code-required access pathways (or site plan with setbacks for a ground-mounted system); and a one-line electrical diagram showing module count/wattage, system type, conductor sizing, grounding, conduit, AC/DC disconnects, rapid shutdown control (NEC Article 690.12), and panel bus bar rating
  • All photovoltaic systems must be designed and installed in accordance with the 2018 IRC, NFPA 70 (National Electrical Code), and manufacturer specifications
  • If lot is within a floodplain, a separate Flood Plain Permit Application must also be submitted
  • The permit becomes null and void if work is not commenced within 180 days, or is suspended/abandoned for 180 days after commencing
  • Homeowners may perform their own electrical installation under the Colorado homeowner exemption if the property is their sole residence and not for sale/rental

EV Charger / EVSE Permit (Electrical Permit)

Verified

Installation of an electric vehicle charging station in Delta is not a standalone permit type: it is processed as ordinary electrical work through the same Technical Permit Application used for the City's electrical-permit entry, with 'Electrical' checked as the type of work. The City's 2026 Schedule of City Fees and Charges (Table 3C) has no distinct EV-charger or EVSE fee line, so a dedicated EV charging circuit or wall-mounted Level 2 unit is billed under the existing 'Service Change / Other Minor Electrical Installation' flat fee ($100.00), the same line item any other minor electrical addition uses. The City of Delta issues and inspects electrical permits in-city, per the Technical Permit Application form and Table 3C of the Fee Schedule — worth confirming if you work in Colorado cities where the State handles electrical instead. No page, form or fee table mentions EV chargers, EVSE or electric vehicles by name.

Verified 2026-07-20 · Source

Requirements

  • Technical Permit Application with 'Electrical' checked as type of work — the same shared form used for mechanical, fireplace/stove, temporary power, and photovoltaic work
  • If installing at a new structure, the associated Building Permit must be issued before the Technical (electrical) Permit can be issued
  • Work must be performed by a licensed Colorado electrical contractor, or by the homeowner personally on their own sole/owner-occupied residence under the Homeowner Clause
  • If the electrical permit is not filed in advance of work commencing, the inspection fee is doubled pursuant to C.R.S. § 12-115-121(3), per the City's own fee-schedule language (see the electrical-permit entry)
  • Colorado HB24-1173 (Electric Vehicle Charging System Permits, 2024) requires municipalities of 10,000+ population (per 2020 Census) to adopt streamlined EV-charging land-use permitting by December 31, 2025; Delta's 2020 Census population (~9,000) is below that statutory threshold, and the City publishes no ordinance, land-use code amendment, or adoption of the state's EV Charging Model Land Use Code on its site — so the City's generic electrical-permit process (not a HB24-1173-specific streamlined process) is what currently governs an EV charger installation there

Commercial Building Permit

Verified

Required for new commercial construction and commercial alterations/remodels/changes of use within Delta city limits, issued by the City of Delta Building Department (Community Development, 360 Main Street) — the City itself, not Delta County, administers building permits inside city limits. The City publishes a dedicated Commercial Building Permit Checklist (in its Building Procedures Booklet) that is distinct from the Residential checklist: commercial submittals must be stamped by a Colorado licensed architect and engineer, include a code analysis by the Architect of Record, and list IBC-required special inspections. Reviewed under the City-adopted I-Codes (2018 IBC named on the Building Department page; the 2026 Fee Schedule's Table 3A valuation table is headed '2024 International Building Code' — see codesAdopted for this surfaced discrepancy). Substantial plans are reviewed by SAFEbuilt on the City's behalf. Plumbing is permitted and inspected exclusively by the State of Colorado, not the City; electrical is permitted by the City.

Per the 2026 Fee Schedule, Section 3-I, Table 3E. This 'Tenant Finish/Remodel' line is a fire-code plan-review fee tier, not a standalone City permit type — the building permit itself for a tenant improvement is the standard Building Permit Application (Remodel/Change of Use) billed on Table 3B valuation.

Sign Permit

Verified

Required to erect, construct, reconstruct, alter, or change the use of most signs within Delta city limits, per Delta Municipal Code Chapter 17.68 (Sign Regulations). Administered by the same City of Delta Community Development / Building Department (360 Main Street) that handles all other Delta permit types — City Planner Mike Markus and Planning and Building Technician Lindsay Reed review sign applications — rather than a separate zoning office. Unlike Delta's valuation-based building permit fee schedule, the sign permit is a flat $25.00 fee billed under the City's Land Development fee schedule (Section 6), not the Section 3 Building Permit tables.

Requirements

  • A sign permit is required for all signs exceeding six (6) square feet in area, per DMC Sec. 17.68.030, unless specifically exempted under Sec. 17.68.040
  • A permit is also required whenever a sign face is changed (e.g., change in business name or ownership) or a permitted sign's area is increased, per Sec. 17.68.030
  • Exempt without any permit (Sec. 17.68.040): official/legal notice signs; signs with de minimis area (≤1 sq ft on a building elevation, or <0.75 sq ft on machines/fences/gates/utility cabinets); flags ≤30 sq ft on flagpoles; signs carried by people; bumper stickers ≤4"x18"; interior window displays; traffic-control signs; holiday decorations displayed ≤30 days; balloons <24" diameter; pennants with a dimension <24"; and banners/wave flags ≤25 sq ft (max 2 per lot)
  • Off-premise signs are prohibited outright under Sec. 17.68.090.E — a sign may identify only the activity/use conducted on the premises where it is located; Delta's code has no separate permitted 'billboard' category the way some peer Colorado jurisdictions do
  • Sign area limits by commercial district (Table 17.68.130.A): B-1 — 50 sq ft or 1 sq ft per linear foot of lot frontage, max 300 sq ft per parcel; B-2/B-3/I — 100 sq ft or 1 sq ft per linear foot of frontage; I-R — 100 sq ft or 1 sq ft per linear foot of frontage, max 300 sq ft per parcel; residential use districts (not counting home-based businesses) — 100 sq ft or 1 sq ft per linear foot of frontage, max 300 sq ft per parcel. Maximum sign area per sign face is 150 sq ft in all commercial districts; maximum sign height is 35 feet
  • Neon signs: one per business, in a window, max 6 sq ft, counted toward the total signage limit, may not blink/animate (Sec. 17.68.090.A.3)
  • Electronic Message Centers (EMC): one per business, max 10 sq ft counted toward the allowable signage before it starts counting against total signage; must be static/scrolling with no transitions, frame effects, blinking, or flashing, and may change no more than once per day
  • Roof signs are allowed in all commercial districts, but no part of a sign attached to or within six feet of a building may rise higher than the building's ridgeline or parapet
  • Site Plan and Diagrams of Signs (with dimensions) must be attached to the Sign Permit Application
  • Applicant must acknowledge having read DMC Chapter 17.68 and, if the property abuts a state highway, must also comply with CDOT's Rules Governing Outdoor Advertising (2 CCR 601-3)
  • Permit becomes null and void if work is not commenced within 180 days of issuance, or is suspended/abandoned for 180 consecutive days thereafter — same standard 180-day rule used across Delta's other permit types
  • The Building Department's general review-timeline sentence explicitly places 'signs' (alongside single-family homes, solar, and commercial) in its 'may take longer' bucket, distinct from the ~1-day-minimum simple-permit bucket (electrical, re-roofs, mechanical)

Required documents

  • RequiredSign Permit ApplicationTo be filled out by the owner of the business where the sign(s) will be installed; captures property zoning, lot frontage, sign type(s) (ground/wall/window/other), illumination, EMC status, neon, freestanding height, and existing signage on the property
  • RequiredSite Plan and Diagrams of Signs with DimensionsAttached to the Sign Permit Application; shows sign placement and dimensions on the site

Fire Sprinkler / Fire Alarm System Permit

Verified

Fire sprinkler and fire alarm system plan review, permitting, and inspection within Delta city limits are handled directly by the City of Delta's own Building Department — through its 'fire code official' function under the locally-amended 2018 International Fire Code (DMC Sec. 15.04.030.J) — not by the separately-governed Delta County Fire Protection District #1 (deltafire.colorado.gov), a volunteer fire-suppression agency whose own website publishes only Burn Regulations, a Burn Line, and a CWRC self-inspection checklist, with no fire-plan-review or permit-application content of any kind. The City maintains THREE distinct, near-identical application forms — the Fire Clearance Application, Fire Sprinkler Application, and Fire Alarm Application — each referencing DMC Sec. 15.04.030.J and the 2018 IFC, and a detailed itemized Table 3E 'Fire Code Fees' schedule distinct from the Building Permit Fee (Table 3B) valuation tables.

Requirements

  • Fire Clearance Permit Application is required for underground fire-line work and as the general fire-code plan-review/clearance mechanism for new buildings and tenant finishes, per the application form itself ('USE FOR FIRE CLEARANCE AND UNDERGROUND BUILDING PERMITS')
  • Fire Sprinkler Permit Application and/or Fire Alarm Permit Application are filed in addition to the Fire Clearance Application whenever a project includes a fire sprinkler and/or fire alarm system, per the City's Commercial Building Permit Checklist ('Fire Alarm Permit Application (by Subcontractor), If required' / 'Fire Sprinkler Permit Application (by Subcontractor), If required')
  • All three forms require: construction type per IBC, occupancy type per IBC, whether the structure is fully/partially/not sprinklered, fully/partially/not alarmed, and the type of work (Tenant Finish-Interior, Tenant Finish-Exterior, Building Addition, or Building-New)
  • For new construction, the associated Building Permit must be issued before a Fire Clearance/Sprinkler/Alarm Permit can be issued, per each application form
  • Plan submittal quantities specified on each form: 2 sets for a Fire Alarm System, 3 sets for a Fire Sprinkler System
  • Governed by DMC Sec. 15.04.030.J, which locally amends the 2018 IFC — notably IFC Sec. 104.2 is amended to let the fire code official require a Fire Protection Engineer with hazard-specific expertise (subject to the fire code official's approval) before a fire protection plan is submitted, and IFC Sec. 105.1.7 is added stating permit fees are set by the City's annual fee schedule
  • IFC Sec. 1101.1, as locally amended, authorizes the fire code official to apply IFC Chapter 11 (Existing Buildings) requirements when a building undergoes a change of occupancy under the 2018 IBC or 2018 IEBC, and gives the fire code official authority (with Fire Chief approval in some cases) to require compliance with emergency-responder radio coverage, smoke alarm, and carbon-monoxide-alarm provisions even without an accompanying addition, alteration, or change of use
  • Permit becomes null and void if work is not commenced within 180 days of issuance, or is suspended/abandoned for 180 consecutive days thereafter, per each application form

Two additional Miscellaneous-section line items (Miscellaneous reviews / Extra inspections, and a Hood extinguishing/spray booth/alternative fire suppression subsection) appear in the same Table 3E but the source PDF's table layout does not cleanly resolve which dollar figures pair with which line in that subsection — not itemized here to avoid mis-transcribing; confirm those specific figures directly with the Building Department (970-874-7909) if needed.

Change of Use Permit

Verified

The City of Delta's standard Building Permit Application includes a dedicated Section 7, 'CHANGE OF USE — FROM ___ TO ___', separate from the form's Type of Work checkboxes (New, Addition, Remodel, Foundation, Re-Roof, Other). A change of use is therefore processed on the same application as any other building permit, governed by the City's adopted 2018 International Existing Building Code (IEBC) and, where the fire code official determines it applies, IFC Chapter 11 (Existing Buildings) as locally amended by DMC Sec. 15.04.030.J. There is no separate change-of-use-specific fee line on the 2026 Fee Schedule; it bills on the standard valuation-based Building Permit Fee table (Table 3B) like any other Delta building permit.

Requirements

  • 'CHANGE OF USE' is Section 7 of the City of Delta Building Permit Application, with FROM/TO fields — a distinct section from the form's Type of Work checkboxes (New/Addition/Remodel/Foundation/Re-Roof/Other)
  • Governed by the City's adopted 2018 International Existing Building Code (IEBC); the locally-amended IFC Sec. 1101.1 additionally authorizes the fire code official to apply IFC Chapter 11 (Existing Buildings) requirements when a building is undergoing a change of occupancy under the 2018 IBC or IEBC
  • Total Cost of Labor & Materials (valuation) is a required field on the Building Permit Application for every submission, including a change-of-use application — the form provides no exemption from this field for a use-only change with no accompanying construction scope
  • The application's Office Use Only section includes a 'FIRE SPRINKLERS REQUIRED — YES/NO' checkbox reviewed by City staff, meaning a change of use can trigger a fire-sprinkler requirement determination as part of the same review (see the fire-sprinkler-alarm-permit entry)
  • If the new use is not permitted-by-right in the applicable zoning district, the City's Land Development fee schedule lists a 'Conditional Use/Change in Nonconforming Use' process ($200.00 fee) as the general mechanism for approving a use not allowed outright by zoning; no change-of-use-specific zoning citation beyond this general fee-schedule line item has been verified in the Delta Municipal Code's zoning chapters
  • Separate permits for electrical, solar, and mechanical work (City) and plumbing (State of Colorado) still apply if the change of use involves any construction/trade work, per the standard Building Permit Application disclosures documented elsewhere for this jurisdiction

Required documents

  • RequiredBuilding Permit ApplicationSection 7, 'CHANGE OF USE — FROM ___ TO ___,' filled in alongside the standard applicant/project fields; Total Cost of Labor & Materials is required even for a pure use-change with no construction scope

Since Change of Use is filed via the standard Building Permit Application, no separate change-of-use-specific fee line exists on the 2026 Fee Schedule. What a pure change-of-use application with a $0 declared construction value would be charged is genuinely unresolved — the form requires a valuation field but the Fee Schedule does not state a floor specific to a non-construction use change; confirm directly with Community Development (970-874-7909)
