The Town of Castle Rock is a home-rule municipality that runs its OWN Building Division — it is a separate prequalified building department from Douglas County (confirmed via the Colorado Division of Fire Prevention and Control's Prequalified Building Departments list, which shows both 'Douglas County' and 'Town of Castle Rock' as distinct entries; Joseph Montoya is the Town of Castle Rock's listed prequalified contact, jmontoya@crgov.com, 720-733-2225). Solar Photovoltaic (PV) Permit

Verified

Castle Rock's Development Services Fee Schedule (effective July 1, 2026) has no dedicated solar or photovoltaic fee line. The Building Permit Fees page itemizes air conditioner/water heater/furnace replacement ($75 each), re-roof permits (based on valuation), demolition ($100), and generators over 5kW ($75), but nothing for solar. A rooftop or ground-mount solar PV installation in Castle Rock is billed across the Town's existing valuation-based Building Permit (racking/structural) and Electrical Permit (interconnection) processes, both issued by the Town's Development Services Building Division. The Town's 2023 Colorado Model Electric-Ready and Solar-Ready Code (Municipal Code Chapter 15.15) and local amendment IRC R105.2.4.1 require the electrical rough-in inspection to verify any solar-ready conduit or prewiring to the panel. Any Town-assessed fee is also capped by Colorado's statewide solar permit fee law, C.R.S. § 24-48.5-113 (HB21-1284): $500 residential / $1,000 commercial.

Verified 2026-07-20 · Source

Requirements

  • Building Permit required for the racking/structural mounting portion, using the Town's standard valuation-based Building Permit Fee tiers (2024 IRC/IBC as locally amended)
  • Electrical Permit required separately for grid interconnection, governed by the 2026 NEC as locally administered by the Town
  • Where the property has an existing solar-ready zone, the electrical rough-in inspection must verify conduit/prewiring from that zone to the panel, per local amendment IRC R105.2.4.1 (2023 Colorado Model Electric-Ready and Solar-Ready Code, Municipal Code Chapter 15.15)
  • Contractor registration with the Town is required; homeowners may self-permit electrical work only on their own owner-occupied primary residence
  • Any fee the Town assesses is capped by Colorado's statewide solar permit fee law, C.R.S. § 24-48.5-113 (HB21-1284): $500 for a residential system, $1,000 for a commercial system
  • Submitted electronically via the eTRAKiT Development Portal, same as other Castle Rock trade/building permits

EV Charger / EVSE Permit

Verified

Castle Rock has no standalone EV-charger/EVSE permit type or fee line item. Installing electric vehicle charging equipment is electrical work and, per the electrical-permit entry, is billed under the same standalone trade-permit valuation-based fee tiers (Town of Castle Rock Development Services Fee Schedule) used for any electrical permit -- $23.50 minimum, scaling per the standard valuation table, plus a 65% plan-review surcharge (Fee Schedule effective July 1, 2026). Separately, Castle Rock adopted the 2023 Colorado Model Electric-Ready and Solar-Ready Code as part of Ordinance 2026-017 (amending Title 15, Articles 1 and 2 of the Municipal Code), which requires NEW CONSTRUCTION to include EV-ready circuit/conduit provisioning -- similar in structure to the Town's existing solar-ready-zone local amendment (R105.2.4.1) documented in the electrical-permit entry, where rough-in inspection verifies conduit/prewiring to the panel. The Town's own dedicated 'Electric Vehicle Charging' webpage (crgov.com/3358) covers only the Town's PUBLIC charging stations (Encore parking garage, Miller Activity Complex) and publishes no homeowner/business permitting process, fee, or checklist for installing a private EV charger. Separately, Colorado's HB24-1173 (C.R.S. Sec. 31-23-316) requires municipalities with population 10,000+ (Castle Rock's 2020 Census population is approximately 74,300, well over the threshold) to adopt a standardized EV-charging LAND-USE permitting process, adopt the state's model land use code, or formally opt out, by December 31, 2025. Neither the Town's Municode library, its Development Services ordinance list, nor the Colorado Energy Office's EV-charging-permitting compliance page shows an ordinance or resolution, distinct from the Electric-Ready and Solar-Ready building-code adoption (Ordinance 2026-017), that addresses the HB24-1173 land-use permitting-process requirement -- a gap in the Town's published materials rather than a stated compliance position.

  • For NEW CONSTRUCTION, the 2023 Colorado Model Electric-Ready and Solar-Ready Code (adopted via Ordinance 2026-017) requires EV-ready circuit/conduit provisioning to be verified at electrical rough-in, similar to the Town's existing solar-ready-zone amendment

Commercial Building Permit (New Construction & Additions)

Verified

Required for construction of new commercial and multifamily buildings, additions, and core-and-shell buildings within the Town of Castle Rock. Issued and inspected by the Town's own Development Services Building Division (not Douglas County) under the 2024 IBC as locally amended by Ordinance No. 2026-017 (effective June 30, 2026), the 2021 IECC, the 2026 NEC, and — depending on the property's fire intensity classification — the 2025 Colorado Wildfire Resiliency Code (effective July 1, 2026). All commercial projects require plan review; the Town's Development Procedures Manual lists 'Commercial/Multi-Family - Core and Shell' as a distinct building permit type from tenant improvement/remodel work.

Verified 2026-08-02 · Source

Requirements

  • All commercial projects require plan review; building permit applications are paperless and submitted electronically in PDF through the eTRAKiT Development Portal (etrakitt9.crgov.com), following the Town's Electronic Submittal Guidelines - Commercial

  • New commercial buildings follow the Town's Development Steps sequence before building permit: Site Development Plan approval (administrative for projects 10 acres or less not adjacent to residential; public-hearing track otherwise), then engineered construction drawings review, then building permit plan review — Town reviews are concurrent across Building, Fire, Utilities, Zoning and Plum Creek Water Reclamation Authority
  • All Fire Protection permits (suppression, alarm, commercial hood systems, tanks, hazmat) are submitted separately and directly to the Castle Rock Fire and Life Safety Division at CRFDFM.com — not through the Building Division
  • All new businesses and construction of new buildings in the Plum Creek Water Reclamation Authority service area (which includes Castle Rock) must complete and submit PCWRA's Industry Information Questionnaire
  • Building valuation is set using the Town's own Building Valuation Table (2024 IBC occupancy groups, Town-published $/sq ft rates — e.g., B Business Type VB $209.02/sq ft, M Mercantile Type VB $133.27/sq ft); shell-only buildings deduct 20%. The table is the minimum valuation the Town will accept for new construction
  • New construction, additions and certain exterior work may be subject to 2025 Colorado Wildfire Resiliency Code requirements depending on the property's low/moderate/high fire intensity classification on the Town's wildfire resiliency map

Commercial Tenant Improvement Permit

Verified

Required for interior build-out, remodel or 'white box' finish of tenant spaces in existing commercial buildings in the Town of Castle Rock. This is a genuinely distinct track from new commercial construction: the Town's Development Procedures Manual lists 'Commercial - Tenant Improvement/Remodel/White Box' as its own building permit type (separate from 'Commercial/Multi-Family - Core and Shell'), the Building Division publishes a dedicated Commercial Tenant Improvement submittal checklist (revised 9/2024) alongside a separate Commercial Remodel checklist, and TI reviews carry their own — much faster — published review timeline, including a '10 days total in our hands or it's free' guarantee for spaces under 8,000 sq ft.

Verified

Required for installation of a new permanent sign or alteration of an existing sign within the Town of Castle Rock, submitted to the Zoning Division within Development Services. Fire Sprinkler and Fire Alarm Permit

Verified

Required for installation, modification, alteration, relocation or removal of fire sprinkler systems (NFPA 13/13R/13D) and fire alarm systems within the Town of Castle Rock. Unlike Building Division permits, ALL fire-protection-system permits — sprinkler, alarm, hood suppression, tanks, and hazardous materials — are submitted, reviewed, paid for, and picked up separately and directly through the Town's own in-house Castle Rock Fire and Rescue Department (Fire and Life Safety Division / Fire Marshal's Office), not through the Building Division and not through an independent special fire protection district.

Verified 2026-08-13 · Source

Requirements

  • Fire suppression, fire alarm, commercial hood systems, LPG, UST, AST and hazardous materials inventory plan review are submitted, paid for, and picked up directly at Castle Rock Fire and Rescue Department Headquarters, 300 Perry Street — a genuinely separate process from the Building Division's eTRAKiT portal (Development Procedures Manual, Chapter X - Permits)
  • Permit required for addition, alteration, relocation, modification or removal of fire sprinkler heads on an existing system; full plan submittals with hydraulic calculations are required for NFPA 13R system work
  • New fire sprinkler and new fire alarm systems installed as part of new construction or a tenant improvement are billed together under the Town's occupancy-and-size-tiered 'Fire New Construction and Tenant Improvements' fee table, rather than the separate modification-only fee lines used for existing-system work
  • The Fire Department's own Plan Review and Construction Permit Application form has explicit checkboxes for 'Fire alarm' and 'Sprinkler (type)' project types, alongside 'New building,' 'Tenant finish,' and 'Kitchen hood'
  • Plan review takes a minimum of ten working days from the date plans are submitted, per the Plan Review and Construction Permit Application's own printed notice
  • Fire alarm plan submittals must include: 24 in. x 36 in. drawings at minimum 1/8 in. = 1 ft scale, a complete fire alarm riser diagram, voltage drop calculations, sound pressure level documentation per NFPA 72, and a sequence-of-operations matrix; a completed Fire Alarm Record of Completion is required at project closeout
  • Consultation with Castle Rock Fire and Rescue (CRFD) before initiating any sprinkler work is recommended to confirm documentation needs
  • Performing sprinkler/alarm work without a permit results in a doubled permit fee (two times the calculated permit fee)
  • Field inspection requests require 24-hour notice (303-660-1066); on large construction projects the fire inspector aims to visit the site every other day

Required documents

  • RequiredPlan Review and Construction Permit ApplicationCastle Rock Fire and Rescue Department's application form; has explicit checkboxes for Fire Alarm and Sprinkler project types; the printed 10-working-day review notice runs from the date plans are logged in

Change of Use / Change of Occupancy Permit

Verified

Required when a tenant space's use, or its IBC occupancy classification, changes with no accompanying construction work. Castle Rock prices this review on two separate tracks: the Building Division charges a flat Change of Occupancy fee when the occupancy classification itself changes, or a lower Change of Tenancy fee for a pure tenant swap with no occupancy-classification change, while Castle Rock Fire and Rescue separately assesses its own 'Change of Use' plan-check-plus-inspection fee to re-verify fire code compliance for the new use. Budget for both.

Verified 2026-08-13 · Source

Requirements

  • No construction is proposed and the occupancy classification changes: Building Division 'Change of Occupancy' review applies ($250.00)
  • No construction is proposed and the occupancy classification does NOT change (a pure tenant swap): Building Division 'Change of Tenancy' review applies instead ($200.00) — the same fee line also documented in the Commercial Tenant Improvement Permit entry
  • Separately and in addition, Castle Rock Fire and Rescue conducts its own 'Change of Use' fire-code plan check and inspection to confirm the new use complies with the current International Fire Code as locally amended — this is a distinct fee line item on the Town's own Fire and Rescue Systems and Other Fees schedule, independent of the Building Division fee
  • If actual construction, demolition, or tenant-improvement work accompanies the change of use, the project is instead reviewed under the full Commercial Tenant Improvement Permit (the commercial-tenant-improvement-permit entry) rather than this construction-free change-of-use track
  • Food-service changes of use require a separate Douglas County Health Department Retail Food Establishment Program application, independent of both the Town's Building and Fire reviews
  • Application submitted electronically via the eTRAKiT Development Portal, consistent with the Town's other Building Division permits

Required documents
