Residential Building Permit (New Construction)

Required for construction of all new single-family homes, duplexes, townhomes, and other buildings/structures in the Town of Parker, regardless of size (limited exceptions apply to small detached accessory structures). Requirements

  • A permit is required for all new buildings and/or structures regardless of size, EXCEPT one-story detached accessory buildings used as tool/storage sheds, playhouses, and similar uses, provided floor area does not exceed 200 sq ft and ceiling height does not exceed 10 feet

Requirements

  • Permits are required for ALL decks regardless of height or size, all window and door replacements, structural alterations, swimming pools, retaining or block walls over 48 inches, and fences over 6 feet in height
  • Beyond cosmetic work, permits are also required for kitchen/bath remodels, loft conversions, converting a garage to living space, siding replacement, dry-walling, electrical/plumbing alterations and upgrades, and basement finishing
  • Plan submittal is required, though some projects may be exempt — call the Building Division to confirm

Requirements

  • Application must include the proposed PV system capacity in Watts and whether the system is stand-alone, grid-tied, or hybrid
  • A copy of the C.O.R.E. utility Level 1 application form with the application ID number is required
  • A separate valuation and cost breakdown is required for any additional work performed (e.g., electrical service change/upgrade, sub-panel installation, battery backup system)
  • Roof-mounted panels: an engineer's signed, sealed, and dated letter evaluating the existing roof structure's dead-load capability and its ability to support the added PV weight is required, referencing the required wind and snow load for the site; if panels project above the roof ridge line, this must also be addressed in the engineer's evaluation; the engineer must stamp all associated structural plan pages
  • Pole or ground-mounted panels: site plan showing panel location, dimensions to property lines, dimensions to other structures/easements, and an engineered footing design
  • One-line wiring diagram required: system type (stand-alone/grid-tied/hybrid), conductor sizes/insulation/material, conduit sizes/type, overcurrent protective device ratings, existing/new panel amperage ratings, PV production meter rating, AC disconnect rating, and module series/parallel configuration
  • Product listing sheets required for all equipment (modules, inverters, batteries, combiner boxes, disconnects, charge controllers, racking system), including module short-circuit current and open-circuit voltage ratings, inverter output circuit current rating and UL listing, method of grounding, and DC Arc-Fault Protection per NEC Article 690.11
  • All Solar PV inspections (rough electrical, rough frame, final electrical, final building and electrical service) must be scheduled for the same day; the contractor must be on site with Town-stamped plans and the signed Solar PV Rooftop Installation Affidavit; inspector needs attic access; a solar rapid-shutdown test is performed at this time
  • A separate Detach-Reattach Solar Photovoltaic Affidavit is required when removing/reinstalling an existing array (e.g., for a reroof)
