EV Charger / EVSE Permit

Verified

The Town of Parker does not publish a dedicated EV charger/EVSE permit; a dedicated EV charging circuit is permitted as standalone electrical work through the Town's standard Electrical Permit, billed under the same formula-based fee structure (Table 3.2) used for all standalone residential electrical permits — no EV-specific line item exists. Parker's population is well above the 10,000-resident municipal threshold that makes it a 'covered municipality' under Colorado HB24-1173, the statewide EV Charging System Permits law requiring covered jurisdictions to notify applicants of an approval/denial decision within 3 business days by a December 31, 2025 compliance deadline; no published record was found confirming which HB24-1173 compliance path (Colorado Energy Office model code, the Town's own standards, or an opt-out resolution keeping the existing process) the Town adopted.

Requirements

  • Standalone electrical permit required for a dedicated EV charging circuit, calculated by the Table 3.2 formula rather than the general valuation-based Building Permit Fee Schedule

Verified 2026-08-02 · Source

  • A soils report and a calculations book, each complete and stamped by an engineer, are required, along with a project manual (if used) stamped by the architect
  • Elevator drawings, if applicable, must be uploaded as a separate permit application
  • An energy analysis (Com-Check) covering building envelope, electrical/lighting, and mechanical portions is required (free at energycodes.gov); fenestrations must carry an NFRC 100 label or use default values from the IECC or ASHRAE 90.1

Confirmed on the Commercial Tenant Finish/Remodel Plan Submittal Checklist (July 16, 2026) and the Building Permit Fees page ('Commercial: Half of the estimated plan check fee'). NOTE: two older Town-published sources — the 2023 combined Commercial/Multi-Family/SFD checklist and a stale 2018 'Tenant Finish' checklist still linked from the Permit Information page — instead state a flat $100.00 plan review deposit for this permit type. Given the July 2026 checklist is the most recently dated primary source and matches the Building Permit Fees webpage's current language, this entry treats 50% of the plan review fee as the current figure, but this is a genuine unresolved discrepancy between Town-published documents rather than a drift artifact — confirm directly with the Building Division (303-841-1970) before relying on either figure for budgeting.

Sign Permit

Verified

Chapter 13.09 (Sign Code) of the Town's Land Development Ordinance requires a Sign Permit for construction or installation of most permanent signs in the Town of Parker, per LDO Sec. 13.09.020(f)(1). Applications are reviewed by the Community Development Department under the administrative procedures set out in LDO Sec. 13.03.040(o), Sign permit or temporary sign registration. Temporary signs use a separate registration process rather than a permit.

Verified 2026-08-14 · Source

Requirements

  • A Sign Permit is required for construction or installation of all permanent signs allowed under Chapter 13.09, unless otherwise exempted; a new Sign Permit is also required for any change to a sign's location, size, shape, or other characteristic (except its message), per LDO Sec. 13.09.020(f)(1)
  • Temporary signs must instead be registered with the Community Development Department prior to display (an electronic registry, not a permit); registration is not required between October 1 and November 15 each calendar year, per LDO Sec. 13.03.040(o)(2)a
  • Exemptions from Sign Permit/registration include signs smaller than 2 sq ft on a residential parcel, window signs under 6 sq ft, signs not legible from any right-of-way or adjacent property, on-premises athletic field/scoreboard signs, and other categories listed in LDO Sec. 13.09.020(c)
  • Because of the potential hazard to the public from poorly constructed or installed signs, all permanent signs are inspected by the Building Division, per LDO Sec. 13.03.040(o)(2)b
  • Sign construction, erection, safety, and maintenance must comply with all Town building regulations, including Building Permit requirements where necessary; electric signs and permanent signs involving structural requirements of the building code may be installed, repaired, altered, or serviced only by a licensed contractor, per LDO Sec. 13.09.030(c)(1)
  • A general LDO provision (13.03.040(o)(2)c) requires a decision within 60 days only where federal or state law mandates a decision within a stated period — this is a narrow trigger, not a general Sign Permit turnaround guarantee

Required documents

  • RequiredSign Permit Application (eTRAKiT)Submitted online through the Town's eTRAKiT system to the Community Development Department, per LDO Sec. 13.03.040(o)
  • OptionalSign-type informational packet (Freestanding, Wall, Window, Sandwich Board, or Temporary Banner)Town of Parker packets published for each sign type, listed on the Sign Permits page

Fire Sprinkler / Fire Alarm System Permit

Verified

South Metro Fire Rescue (SMFR), a special fire protection district formed by the 2016 merger of the former Parker Fire Protection District into South Metro Fire Rescue Authority, is the Fire Code Official for the Town of Parker: Parker Municipal Code Sec. 11.04.040 defines 'Fire Code Official, wherever used in the International Fire Code' to mean the Chief of South Metro Fire Rescue Fire Protection District (or a delegate). Fire sprinkler and fire alarm system permits are therefore reviewed and issued by SMFR's Development & Construction section (9195 E Mineral Avenue, Centennial, CO 80112; 720-989-2000) through its own Accela Permit Portal, not the Town's Building Division or eTRAKiT system.

Verified 2026-08-14 · Source

Requirements

  • Plans for new or altered fire sprinkler and fire alarm systems are submitted electronically through SMFR's Accela Permit Portal, not the Town's eTRAKiT system, per SMFR's Development & Construction page
  • SMFR's plan-review turnaround goal is to return comments within 5 business days or less, 90% of the time; projects with higher complexity or submitted during heavier-than-normal volume may take longer
  • Over-the-Counter (OTC) review is available for qualifying minor work submitted by 11:00 am, with comments returned by end of that business day — e.g., alterations to existing wet-pipe sprinkler systems (light/ordinary hazard) affecting up to 50 heads with no hydraulic-design impact, or fire alarm alterations involving up to 25 device substitutions/relocations or the addition of up to 10 new devices
  • Construction inspections are scheduled via the Accela Permit Portal; requests received by 4:00 pm are conducted the next business day unless a later date (up to 5 business days out) is requested
  • All SMFR-issued permits and approved plans must remain on-site for the duration of the project — if not present when the inspector arrives, the inspection will not be performed and re-inspection fees may apply
  • SMFR does not conduct inspections that require activating fire alarm notification devices in occupied buildings; an 'After Hours Inspection' must be requested at least 2 business days in advance, with an additional fee per SMFR's current fee schedule

Change of Occupancy (Change of Use) Permit

Verified

The Town of Parker's Land Development Ordinance does not have a stand-alone 'Change of Use Permit' procedure. Instead, LDO Sec. 13.01.030(b) makes it 'unlawful to erect, construct, reconstruct, alter, add to, or change the use of any building or other structure... without first obtaining a Building Permit from the Town.' The Building Division processes this as a Building Permit sub-type — Permit Type: COMMERCIAL, Sub-Type: CHANGE OF OCCUPANCY — defined by the Town as 'a change in the occupancy classification'; a new Certificate of Occupancy is issued once approved.

Requirements

  • It is unlawful to change the use of any building or other structure without first obtaining a Building Permit from the Town, per LDO Sec. 13.01.030(b)
  • Applied for through eTRAKiT as Permit Type: COMMERCIAL, Sub-Type: CHANGE OF OCCUPANCY; the Town defines this sub-type as 'a change in the occupancy classification,' after which a Certificate of Occupancy is issued, per the Town's Change of Occupancy plan submittal guide
  • One complete, stamped plan set is required: architectural (floor, roof, schedules, sections), structural (with calculations if any revisions), mechanical stamped by a Colorado-licensed engineer, and plumbing stamped by a Colorado-licensed engineer (see C.R.S. 12-4-101 on engineer stamping requirements)
  • A Project Manual, if used, must be submitted complete and stamped
  • An energy analysis (COMcheck) covering both the electrical and mechanical portions is required; a Mechanical COMcheck is specifically required if additional HVAC units are installed
  • The Town's Obtaining Permits page groups 'Change of Occupancies' together with new buildings, tenant finishes, remodels, and multi-family projects under the same published plan-review timeline

For change-of-occupancy and other non-new-building commercial permits, valuation is the value of the permitted work as stated by the applicant — see the residential-building-permit and commercial-building-permit entries in this record for the full tier breakdown. Unlike a new commercial building, a change of occupancy does not carry the $0.68/sq ft excise tax.
