Codes adopted

2006 International Building Code (IBC) — City of Florence Building Department page states plainly: 'The City of Florence follows the 2006 International Building Code'2006 International Energy Conservation Code (IECC) — per the Building Permit Application Submittal Checklist (PDF): 'Energy Code – City of Florence adopts the 2006 Edition of the International Energy Conservation Code'Florence Municipal Code Title 15 (Buildings and Construction), Section 15.04.040: 'The requirement for obtaining building permits relative to the construction, alteration, moving, demolition, repair, maintenance, and use of any building or structure within the City of Florence shall be governed by the most recent adopted edition of the appropriate adopted codes and building standards, including amendments thereto.' Per Municode search indexing of Title 15, Chapter 15.08 (amendments) is where local amendments to the 2006 IBC are set forth (Section 15.08.010).Electrical: 2023 National Electrical Code (NEC) — administered by the State of Colorado, NOT the City (see localAmendments). Source: City of Florence Building Department page, linking to the DORA Plumbing Board page, which lists the 2021 edition. No separate local IRC, IMC, IFGC, or IFC edition is published by the City on its Building Department or Building Permits pages, or in the Building Permit Application Submittal Checklist — only the 2006 IBC (general building code) and 2006 IECC (energy code) are explicitly named by the City itself. The zero-tolerance policy governing this corpus prohibits inferring an IRC/IMC/IFGC/IFC edition the City has not itself published; note this as a gap rather than assuming a matching 2006 cycle for the unlisted codes.HB22-1362 (Colorado statewide energy code floor, effective for jurisdictions adopting/updating codes on specified triggers starting July 2023 for larger jurisdictions and July 2026 for smaller ones) does not appear reflected on the City's Building Department page or Submittal Checklist, both of which still affirmatively state the 2006 IECC as current and were the live, actively-maintained pages as of this review (2026-07-06) — checked directly, no updated energy code notice found. Flagged honestly rather than assumed; Florence's population (under the HB22-1362 tiered compliance triggers) and its home-rule status both bear on whether/when the floor applies, but the City has not published any code update reflecting it as of this review.

Mechanical / HVAC Permit

Required for mechanical (HVAC, gas-fired equipment) work as part of the City's building permit process under the 2006 IBC as adopted. Unlike electrical and plumbing, the City's Building Department page does not identify mechanical permitting as state-administered, so it is treated as part of the standard City Building Permit Application (mechanical layout requirements — exhaust systems, venting, combustion air — are explicitly listed in the Submittal Checklist's structural details section).

Re-Roof Permit

Required for re-roofing projects in Florence. The City imposes a firm advance-notice requirement: all re-roofing projects must submit the application and required documentation at least three (3) business days prior to the scheduled start date.

  • Signed copy of contract or estimate sheet with the homeowner required alongside the Building Permit Application
  • Note: the same Building Permits page also contains a second, inconsistent sentence stating 'at least two days prior to the scheduled start date' — the three-business-day requirement is stated first and in emphasis, and is treated as the governing figure in this file; the inconsistency itself is flagged rather than silently resolved

No published commercial-specific valuation fee schedule found; billed via the general Building Permit Application line items plus applicable use tax. RE-CHASED 2026-08-02, independently, via new avenues not reflected in the prior review: (1) Fetched the full text of Florence Municipal Code Title 15 directly from library.municode.com (the Angular/JS shell that likely blocked a prior an automated fetch attempt — confirmed here by rendering it in an actual browser rather than a static fetch) and read Section 15.04.050(A) verbatim: 'Building permit fees and inspection fees are established by Resolution of the City Council which is updated from time to time, and known as the composite fee schedule. The composite fee schedule is kept on file in the City Clerk's office.' This is a primary-source confirmation, from the ordinance itself, that the City has deliberately never codified a numeric building-fee table — it is delegated to a Council resolution held on file at the Clerk's office, not published online — and this delegation clause applies uniformly to all Title 15 building permits (commercial included), not just this permit type. (2) The parallel Title 17 (Zoning) fee clause, Section 17.94.010, uses the identical delegation pattern for the Off-Street Parking Plan review fee that this permit type separately requires: 'Fees for applications as described in this title shall be designated and amended from time to time by City Council resolution' — so the commercial-specific parking-plan fee is equally uncodified. (3) Checked the City's in-progress Citywide Fee Schedule consolidation (Ordinance No. 4-2026 / Resolution No. 8-2026) for a newer, since-published Building/Planning fee page: downloaded and OCR'd the City Council's July 13, 2026 meeting agenda packet (cityofflorenceco.gov/files/f6c1bf896/7.13.26.pdf, postdating this file's prior 2026-07-06 review) — its own June 15, 2026 minutes describe Resolution No. 8-2026 as 'a Resolution formally adopting the citywide Fee Schedule ("Exhibit A") to establish the municipal LIQUOR LICENSING, application, and processing fee structures' (City Clerk Huppe: 'represented the fee schedule with the newest liquor licensing fees included'). No Building or Planning fee item appears anywhere in that 91-page packet. This confirms, with a source dated after the prior chase, that the consolidated fee schedule is being rolled out by the City in phases and Building/Planning fees specifically have NOT yet been enacted into it — this is an active, in-progress administrative gap on the City's side, not a research miss. Verdict: genuinely unconfirmable as a number; the underlying reason is now sourced directly rather than inferred from absence.

EV Charger / Electric Vehicle Charging Station Permit (State-Administered)

Verified

Electrical permits within Florence city limits — including an EV charging station (Level 1/2 EVSE) circuit — are issued and scheduled entirely by the State of Colorado Department of Regulatory Agencies (DORA) Electrical Board, NOT by the City of Florence, exactly as documented in the electrical-permit entry. No EV-specific permit, provision, or fee exists at either the City or State level; EV charger wiring is simply electrical work subject to the standard state-administered process.

Sign Permit

Verified

Required for most exterior signage in Florence, per Florence Municipal Code § 17.64.190 ("The Florence sign code"), specifically § 17.64.190.03 (Sign permits and administration). A sign permit is required prior to installation of any sign or group of signs whose total aggregate square footage exceeds nine (9) square feet per property; signage at or under that threshold is exempt. Administered by the City's Planning Department (Planning Director Ashley Fox) under Title 17 (Zoning), not the Building Department's Title 15 building-permit process, though sign work with structural or electrical scope may separately require a building/electrical permit on a case-by-case basis.

Verified 2026-08-13 · Source

Requirements

  • Sign permit required prior to installation of any sign or group of signs whose total aggregate square footage exceeds nine (9) square feet per property (FMC § 17.64.190.03.B)
  • Exempt: a sign or group of signs whose total square footage is nine (9) square feet or less per property (FMC § 17.64.190.03.D); temporary signs and window signs also do not require a permit and do not count toward the total allowed area (FMC § 17.64.190.05.D.3-4)
  • In multiple-tenant nonresidential buildings/developments, a separate permit is required for each business entity's sign; if the property has no approved Comprehensive Sign Plan, one must be created at the time of application (FMC § 17.64.190.03.B, referencing § 17.64.190.10)
  • Additional permits may be required for signs located along state highways (Florence sits on U.S. Highway 50) — the applicant is solely responsible for obtaining those and providing proof of approval to City staff (FMC § 17.64.190.03.C); the sign code itself does not name the reviewing agency, so confirm with the Planning Director whether separate state coordination is needed
  • Application must include: applicant's name, mailing address, phone number; property location; sign type; a dimensioned sketch (a structural engineer's certification may be required for a pole or projecting sign); a site plan showing the proposed sign location and all other existing signs on the building/parcel; a letter of consent from the property owner if the applicant is not the owner; any other information required by the Administrator; and a nonrefundable permit fee (FMC § 17.64.190.03.E)
  • The Administrator must determine whether the application is complete within three (3) business days of receipt; if incomplete, no further action is taken until deficiencies are remedied (FMC § 17.64.190.03.F)
  • If complete, the Administrator reviews the application against the chapter's standards and sends notice of issuance, conditional issuance, or denial within ten (10) business days from the date the application was deemed complete (FMC § 17.64.190.03.G.1-2)
  • Permit expires, with no further force or effect, if sign construction is not completed within one hundred eighty (180) days after approval (FMC § 17.64.190.03.H)
  • Allowed sign area/height/illumination varies by zone district under Table 1 and Table 2 of FMC § 17.64.190.05 — e.g., 9 sq ft per dwelling unit in residential zones (pole/ground signs capped at 5 ft height, no illumination except by special use permit); Commercial Historic Business (CHB) district capped at 1 sq ft per linear ft of building frontage up to 50 sq ft, with new pole/ground signs requiring a special use permit; other Commercial/Industrial zones allow up to 1.0 sq ft per linear ft of lot frontage (max 100 sq ft per frontage, 200 sq ft total per property), plus 0.5 sq ft per linear ft of building frontage for additional floors
  • Prohibited in all zone districts: off-premises signs (with a limited resale/lease exception up to 40 sq ft, or City Council approval by resolution), unapproved signs on public property/right-of-way, moving/flashing/animated signs, hazardous or dangerous signs, decrepit signs, roof signs, obsolete signs not removed within 90 days of the advertised business/product leaving the premises, and uncivil signs (FMC § 17.64.190.06)

Required documents

  • RequiredSign Permit ApplicationPer FMC § 17.64.190.03.E: applicant/property information, sign type, dimensioned sketch, site plan, owner consent letter (if applicant is not the owner), and nonrefundable fee
  • RequiredDimensioned Sign SketchShows proposed sign dimensions, height, and illumination type; structural engineer certification may be required for pole or projecting signs

Fire Sprinkler / Fire Alarm System Permit

Verified

Fire protection within Florence city limits is provided by the Florence Fire Protection District (FFPD, formed 1953, 300 W. Main Street, Florence, CO 81226) — a special district that is SEPARATE from the Cañon City Area Fire Protection District already documented elsewhere in this corpus (the community of Brookside left FFPD for Cañon City's district in 2007; the two districts have never covered the same territory since). Unlike Cañon City Area Fire Protection District, FFPD's own website (florencefire.colorado.gov) does not publish a dedicated fire-suppression or fire-alarm permit application, plan-review process, or fee schedule — its published pages (Home, Fire Services, About, Board of Directors, Contact, EMS, Get Involved) cover only general fire/EMS response information and open-burn permits. The City of Florence's own Building Permit Application includes a "Fire Sprinklers Required: Yes / No" field and lists "Fire Department" as one of five items in its "Special Approvals" routing table (alongside Water Source, Sewage Disposal, Special Use, and Other), each marked Required/Received/Not Required on a per-project basis — meaning FFPD review is routed through the City's standard building permit process rather than a standalone District-administered permit.

Verified 2026-08-13 · Source

Requirements

  • The City's Building Permit Application includes a "Fire Sprinklers Required: Yes / No" checkbox — when marked Yes, fire-sprinkler scope is documented as part of the standard City building permit rather than through a separate District-issued permit
  • The same application's "Special Approvals" table lists "Fire Department" (alongside Water Source, Sewage Disposal, Special Use, and Other) as Required / Received / Not Required, confirming Florence Fire Protection District sign-off is a per-project routing item on the City's own building permit, not a standalone District permit process
  • No dedicated Fire Suppression System Permit Application, Fire Alarm System Permit Application, or numeric plan-review/inspection fee schedule is published by the Florence Fire Protection District — checked the District's Home, Fire Services, About the District, Board of Directors, Contact, EMS, and Get Involved pages directly (florencefire.colorado.gov), all fetched and reviewed this review
  • Florence Municipal Code Title 15 (Buildings and Construction) — read in full, Chapters 15.04 through 15.60 — does not adopt an International Fire Code (IFC) or reference NFPA 13 (sprinkler) or NFPA 72 (alarm) standards by name anywhere in the code; Chapter 15.08's amendments to the City's adopted 2006 IBC and 2006 IEBC do not add a separate fire-suppression/alarm permit track
  • Florence Municipal Code Chapter 8.24 (Fire Prevention, Title 8 Health and Safety), a 1938-era ordinance, grants the Fire Chief general fire-hazard inspection and enforcement authority (unlawful acts re: open burning and combustible storage, explosives-storage permits, fireworks sale/use/possession, biannual-to-quarterly building inspections) but contains no fire-sprinkler or fire-alarm permit, plan-review, or fee provision

Change of Use / Change of Occupancy

Verified

Florence does not publish a standalone "Change of Use" or "Change of Occupancy" permit application — confirmed directly against the Building Permits page (which lists only the Building Permit Application, Submittal Checklist, and two structural-detail reference documents) and the Building Department page. A change of use or occupancy classification is instead governed by the City's own adopted 2006 International Existing Building Code (IEBC), per Florence Municipal Code § 15.08.050 (Amendments to the 2006 Edition, International Existing Building Code) — read in full via Municode, this local amendment section does NOT modify IEBC Chapter 10 (Change of Occupancy), so that chapter applies as published by the ICC. Florence's own § 15.08.050 amendments separately add Section 101.9 (Public Toilet Facilities), which ties Certificate of Occupancy issuance directly to a use change: "No change of use shall be allowed to occur, nor Certificate of Occupancy shall be issued, for a building...where the use...includes one or more employees or the general public," unless the building has an accessible toilet room with lavatory sink available at all times it is occupied. A use/occupancy change is processed through the same general Building Permit Application used for all other Florence permit types.

Requirements

  • No standalone "Change of Use" or "Change of Occupancy" application exists — checked the Building Permits page (which lists only the Building Permit Application, Submittal Checklist, a monolithic-wall detail PDF, and a typical wall-section image) and the Building Department page directly
  • Governed by the City's own adopted 2006 International Existing Building Code (IEBC), per Florence Municipal Code § 15.08.050 — this local amendment section does not modify IEBC Chapter 10 (Change of Occupancy), so Chapter 10 governs as published by the ICC
  • Florence Municipal Code § 15.08.050(B) adds Section 101.9 (Public Toilet Facilities) to the adopted IEBC: no change of use may occur, and no Certificate of Occupancy may be issued, for a building with one or more employees or the general public unless there exists within the building an accessible toilet room with lavatory sink, open for employee/customer use at all times the building is occupied
  • Applied for using the same general Building Permit Application used for every Florence permit type — the form's "Describe Work" checkboxes (New Construction, Addition, Alteration, Repair, Move, Remove) do not include a dedicated "Change of Use" box; the form separately records "Occupancy Group/Division"
  • The Building Permit Application's "Special Approvals" routing table (Fire Department, Water Source, Sewage Disposal, Special Use, Other) applies to change-of-use projects the same as it does to any other building permit
  • Florence no longer requires a general City business license, per Colorado SB 22-0322 (effective July 1, 2022), which bars a local taxing jurisdiction from charging a general-business-license fee to a retailer holding a state standard retail license — confirmed directly on the City's own Businesses page; most use changes will not additionally require a separate City business-license application
  • Where alteration or construction work accompanies the use change, the standard Building Permit Application, Submittal Checklist requirements, and applicable fees (2.5% Fremont County + 2.5% Florence City use tax, Plan Check Fee, Building Permit Fee) apply as documented in this file's residential-addition-remodel permit-type entry
