Building Permit
VerifiedRequired for construction, enlargement, alteration, repair, moving, demolition, or change of occupancy of a building or structure within City of Gunnison limits, per the 2021 IBC/IRC as adopted and locally amended in Municipal Code Chapter 14.10. Issued and reviewed directly by the City's own Building Office (Community Development Department) — Gunnison County has no jurisdiction within City limits and there is no joint city-county building authority. This is the City's single UNIFIED permit for both residential (IRC) and commercial/multi-family (IBC) construction, including tenant improvements: neither the City's Building & Sign Permits page, the Community Development Applications & Forms page, nor the Jan. 1, 2026 Fee Table publishes a separate commercial building permit application, commercial permit type, or tenant-improvement permit. Commercial projects use the same Building Permit application and the same valuation-based Appendix L fee brackets, differing only in fee INPUTS — a 2.30% Regional Building Valuation Multiplier per sq ft versus 1.60% residential, a 65% Plan Review Fee versus 30% under the IRC, and a $600 pre-application Site Development Review tier versus $300.

Requirements
- Property must be within City of Gunnison limits (Gunnison County's Building Office explicitly excludes all incorporated cities/towns, including Gunnison, from its jurisdiction)
- Parcel must have adequate public facilities — sewage disposal, water, electricity, drainage/water quality, fire protection, roads, transportation, pedestrian circulation, and refuse — per the Land Development Code and Building/Fire Codes
- Occupancy will not be granted until City water, sewer, and electrical utilities are in place and functional
- Work not listed under the IRC/IBC 'Building Exemptions' list (e.g., detached accessory structures under 120-200 sq ft, fences ≤8 ft, retaining walls ≤4 ft, re-roofing/re-siding without structural alteration) requires a permit
- Electrical and plumbing scopes of work are permitted and inspected separately by the State of Colorado, not the City
Required documents
- RequiredBuilding Permit ApplicationSubmitted through the City's online applications portal per the Community Development Applications & Forms page; a 'Building Permit Packet' is also referenced on the same page.

Appendix L itself is not transcribed into ecode360's codified section text (it is an attached exhibit), so it was located in the original enacting document instead: Ordinance No. 9, Series 2022, City of Gunnison, '2021 PERMIT FEE SCHEDULE APPENDIX L' table, adopted 11/08/2022 — linked from the City Clerk Ordinances page (gunnisonco.gov/departments/city_clerk/ordinances.php) at gunnisonco.gov/departments/city_clerk/ordinance.no9.series2022.pdf. This valuation-to-fee bracket table is the 'base building permit fee' that the Jan. 1, 2026 Fee Table's Plan Review Fee percentages (65%/30%) and Regional Building Valuation Multiplier are layered on top of. Also re-checked the full Jan. 1, 2026 Community Development Fee Table PDF (2 pages) and the citywide Resolution No. 3, Series 2026 fee schedule (10-page scanned PDF, OCR'd in full) — neither reproduces this bracket table; it remains solely in the 2022 ordinance exhibit, which has not been found superseded by any later ordinance (Ordinance No. 4, Series 2025 amended only the Chapter 14.10 appeals process, not fees). |
Commercial Building Permit (New Construction, Additions, Remodels & Tenant Improvement)
VerifiedReviewed under the same City of Gunnison Building Permit that covers all occupancies — the City publishes no separate commercial application, commercial permit type, or tenant-improvement permit. Commercial and multi-family projects are reviewed against the 2021 IBC as adopted and locally amended in Municipal Code Chapter 14.10 (Ordinance No. 9, Series 2022, Section 2), issued directly by the City's own Building Office; Gunnison County has no jurisdiction inside City limits. What differs from residential IRC projects is the fee inputs: a 2.30% Regional Building Valuation Multiplier per square foot versus 1.60% residential, a Plan Review Fee of 65% of the building permit fee versus 30% under the IRC, and a $600 Preliminary Site Development Review pre-application tier for 3+ unit residential and commercial projects versus $300 for 1-2 unit residential — all per the Community Development, Building and Planning Fee Table effective January 1, 2026.

- Use tax on construction materials is calculated per the City of Gunnison Use Tax Formula — project valuation times 50% times 4% — per the 2021 Permit Fee Schedule Appendix L exhibit to Ordinance No. 9, Series 2022
- Electrical and plumbing scopes are permitted and inspected separately by the State of Colorado, not the City, consistent with the City's general electrical/plumbing carve-out
- Fire protection review is provided by the Gunnison Volunteer Fire Department, a City-affiliated department rather than a separate special fire protection district; the City publishes no fire plan-review fee bundled into or itemized alongside the Building Permit fee

Colorado's factory-built-structure statutes (C.R.S. Title 24, Article 32, Part 33, the successor scheme to the 1970 Housing Act provisions cited in the ordinance) define 'manufactured home' to expressly include mobile homes. Section 109.2 routes 'buildings, structures, additions, and/or alterations requiring a permit' generally through the Appendix L fee schedule (same Ordinance No. 9, Series 2022 exhibit; see the building-permit entry), and no separate mobile-home-specific fee schedule is adopted anywhere else — mobile home placement is billed under the general valuation-based Building Permit fee structure, just with a different (actual-cost) valuation input than site-built construction. Solar Photovoltaic (PV) Permit
VerifiedRequired for installation of rooftop or ground-mount solar photovoltaic systems within Gunnison city limits, reviewed by the City's own Community Development Department, Building Office under the 2021 IBC/IRC (Chapter 14.10). No standalone solar/photovoltaic fee line exists on the City's Community Development, Building and Planning Fee Table — a solar installation is billed under the general valuation-based Base Building Permit Fee (2021 Permit Fee Schedule Appendix L, Ordinance No. 9, Series 2022) plus the applicable Plan Review Fee percentage. Electrical interconnection work is separately permitted and inspected by the State of Colorado, not the City, consistent with Gunnison's general electrical carve-out.
Verified 2026-07-20 · Source
Requirements
- Building Permit Application submitted to the City's Building Office (not Gunnison County — the County's Building Office has no jurisdiction within City limits)
- Electrical interconnection/wiring scope is permitted and inspected separately by the State of Colorado (DORA Division of Professions and Occupations, Electrical Board), not the City, consistent with the City's general electrical carve-out documented on the Building & Sign Permits page
- Colorado's statewide solar-permit fee cap (C.R.S. 24-48.5-113, enacted via HB21-1284) limits the aggregate LOCAL GOVERNMENT building-permit fees chargeable for a residential solar installation to $500 (and $1,000 for commercial), regardless of what the general valuation-based table would otherwise calculate
- Colorado HB25-1096 (Automated Permits for Clean Energy Technology) required municipalities with population over 5,000 to adopt an automated residential solar permitting platform (e.g., SolarAPP+) by July 1, 2026; Gunnison's population is approximately 6,500-7,000 (over the threshold), but no City-published confirmation of SolarAPP+ or equivalent adoption was found on the Building Department page, Building & Sign Permits page, or Fee Table as of the last verification

EV Charger / Electric Vehicle Charging Station Permit
VerifiedInstalling an EV charger circuit in Gunnison is electrical work, and under the City's general electrical carve-out, documented on the Building & Sign Permits page, electrical permits and inspections within City limits are administered directly by the State of Colorado (DORA Division of Professions and Occupations, Electrical Board) rather than the City. The City does not issue or fee-assess electrical permits at all, so there is no City fee line for EV chargers. A City of Gunnison Building Permit is required in addition only if the installation includes new structural work, such as a carport or accessory structure to house the charger, billed under the City's general valuation-based Base Building Permit Fee — the same mechanism that covers solar racking.
Verified 2026-07-20 · Source
Requirements
- The EV charger circuit itself must be permitted and inspected directly through the State of Colorado DORA Electrical Board (apply at dpo.colorado.gov/EandP/Permits) -- not through the City of Gunnison, which has no electrical permitting function
- Local State Electrical Inspector for Gunnison: Dustin Behounek, 303.869.3451, per the City's own Building Department and Building & Sign Permits pages
- A City of Gunnison Building Permit is required only if new structural work (e.g., a carport, canopy, or accessory structure) is built to house the charger -- submitted to the City's Building Office, not the County (Gunnison County's Building Office has no jurisdiction within City limits)
- Unlike solar, which is subject to Colorado's statewide $500 local-government fee cap for residential installations (C.R.S. 24-48.5-113), no equivalent statutory fee cap was found for EV charger permits
- Governed by the City's adopted 2021 IBC/IRC (Municipal Code Chapter 14.10) for any structural component, and the state-adopted NEC for the electrical scope

Fire Sprinkler / Fire Alarm System Permit
VerifiedFire protection in Gunnison is provided by the Gunnison Volunteer Fire Department (201 W Virginia Ave, 970-641-8153), whose Fire Marshal enforces fire codes, conducts fire and mechanical inspections, and investigates fires within city limits. No dedicated fire-sprinkler/alarm permit application, fee schedule, or review-timeline figure distinct from the general City Building & Sign Permits process was located on the City's website as of the last verification — the Building & Sign Permits page confirms that building occupancy is not granted until City utilities (water, sewer, electrical) are functional, but does not itemize fire-system permitting separately.

Change of Use / Change of Occupancy
Gunnison County (the surrounding jurisdiction, administratively distinct from the City) requires a building permit to change the occupancy of a building or structure, per Colorado state regulation. Within City of Gunnison limits specifically, the City publishes no standalone 'change of use' application distinct from the general Building & Sign Permits process; the City's Building & Sign Permits page confirms building occupancy is withheld until City utilities (water, sewer, electrical) are in place and functional. No City-specific adopted International Existing Building Code (IEBC) edition is confirmed for Gunnison (see codesAdopted).
