Codes adopted

2024 International Building Code (IBC) series with local amendments — Summit County Building Inspection Department completed adoption of the 2024 I-Code series; per the department's live announcement, all plans submitted on or after July 1, 2026 must comply with the 2024 I-Codes2024 International Residential Code (IRC) with local amendments — part of the same 2024 I-Code series adoption2024 International Energy Conservation Code (IECC) with amendments — replaces the former 'Summit County Sustainable Code' option for single-family homes; the Sustainable Code is no longer an energy-compliance pathway as of this adoption, per the department's own announcementAppendix REMP (Renewable Energy Mitigation Program) — added with the 2024 code adoption, per Summit County Building Inspection Department announcementAppendix BC (Accessory Dwelling Units for existing construction) — added with the 2024 code adoption, per Summit County Building Inspection Department announcementColorado Wildfire Resiliency Code — any permit applied for on or after May 4, 2026 is subject to the newly adopted fire codes, including the updated sprinkler square-footage threshold; the full code is published by the Colorado Division of Fire Prevention & Control (dfpc.colorado.gov/colorado-wildfire-resiliency-code)Sprinkler requirement: all new residential structures 4,500 sq ft or greater must have fire sprinkler systems installed, per the Colorado Wildfire Resiliency Code as adopted by Summit CountyTown of Dillon Municipal Code, Chapter 18 — the Town has, 'in conjunction with Summit County... in general adopted the 2018 series of Building Codes with amendments' at the town-code level; however, the Summit County Building Inspection Department (which actually performs plan review/inspection for Dillon) has since moved forward to the 2024 I-Code series described above — this is a genuine, honestly-flagged discrepancy between the Dillon Municipal Code's own text (last referencing 2018) and the county department's current live practice (2024, effective July 1, 2026); applicants should confirm the currently-enforced edition directly with Summit County Building Inspection at time of submittal

Electrical Permit

Verified

Required for installation of wiring, receptacles, switches, light fixtures, electrical equipment, fixed-in-place appliances, and their connection to utility service in Dillon. Issued and inspected by the Summit County Building Inspection Department; a Town of Dillon Development Permit is required first only if the electrical work is part of a broader project that itself triggers a Development Permit (e.g., new structure, addition, solar panels) — confirm with the Dillon Town Planner if unsure.

EV Charger / EVSE Permit (Standard Electrical Permit)

Verified

Installation of an electric vehicle charging station in Dillon is not a distinct permit type — it is billed and processed as ordinary electrical work through the Summit County Building Inspection Department's standard Technical Permit Application, the same process and fee schedule as the Electrical Permit entry. Summit County's published Building Permit Fee Schedule has NO distinct 'EV charger,' 'electric vehicle,' or 'EVSE' line item; a dedicated Level 2 charger circuit is billed under the same unit-area or valuation-based standalone electrical fee tiers used for any other electrical work. Summit County's Sustainability/Electric Vehicles page (which covers the County's own public charging infrastructure) likewise describes no dedicated EV-charger permitting process, fee, or land-use code, and does not reference Colorado's HB24-1173 (Electric Vehicle Charging System Permits, 2024) despite Summit County's population exceeding that law's 20,000-resident county threshold — the County has published no HB24-1173-driven adoption of streamlined EV-charging land-use permitting.

Requirements

  • Confirm with Dillon Town Planner Ned West, (970) 262-3421, whether the specific EV charger installation also requires a Town Development Permit (e.g., if bundled with a larger project) — the same check as for the Electrical Permit
  • Submit the Technical Permit Application in person at the Summit County Building Inspection Department Frisco office, the same form used for all standalone electrical work
  • The Summit County Building Permit Fee Schedule has no distinct EV-charger/EVSE fee line; a dedicated charger circuit is billed under the standard unit-area tier (where it is part of a larger area calculation) or under the valuation-based 'All other electrical work' tiers
  • Work must comply with the 2024 National Electrical Code series as adopted by Summit County (same code as the Electrical Permit entry)

Demolition Permit

Verified

Required for the removal of structures and safe disconnection of utility services in Dillon. Issued by the Summit County Building Inspection Department. A Town of Dillon Development Permit is not explicitly listed among the Town's named Development Permit project types, but applicants should confirm with the Dillon Town Planner whether a demolition triggers Town-level review given the scope of the specific project.

Commercial Building Permit (including Tenant Improvement / Tenant Finish)

Verified

Required for new commercial construction, commercial remodels, and tenant finish/tenant improvement work in Dillon. Same two-agency process as all Dillon building work: a Town of Dillon Development Permit must be issued FIRST by the Dillon Planning & Zoning Department, then the building permit itself is issued and inspected by the Summit County Building Inspection Department (the Town has no building department of its own). Summit County publishes NO separate commercial building permit type — its Building Permits page lists a single 'Building Permit' and its fee schedule applies one valuation-based fee table to all occupancies. Tenant improvement is likewise NOT a distinct county permit type or fee line; 'tenant finish' appears only at the Town level, as one of the named project types requiring a Dillon Development Permit. What IS commercially distinct in Dillon: all commercial and multi-family developments (new or remodel) must be designed in conformance with the Town's adopted Architectural Design Guidelines (2017), which adds a paid design-review step at the Town stage (see fees).

Verified 2026-08-02 · Source

Requirements

  • STEP 1 (prerequisite): Obtain a Town of Dillon Development Permit via the Town's online Development Application Form — 'tenant finish,' 'remodels,' 'new structures,' and 'buildings' are all explicitly named on the Town's list of projects requiring a Development Permit; Town Staff reviews the application and responds by email with the required Development Permit fee and next steps (contact Ned West, Sr. Town Planner, (970) 262-3421, nwest@townofdillon.com)
  • Architectural Design Guidelines conformance (commercial-specific): all commercial and multi-family residential developments, new OR remodel, must be designed in conformance with the Town of Dillon Design Guidelines (2017); the applicant must submit the guideline checklists with a site plan, building elevations, roof plan, and floor plans, and must enter into a cost reimbursement agreement with the Town covering a minimum of one meeting with the Town's architectural consultant
  • STEP 2: Submit the building permit application, plans, and all hard-copy materials IN PERSON to Summit County Building Inspection Department, County Commons, 0037 Peak One Drive, Frisco, CO 80443 — electronic, mailed, or couriered submittals are not accepted; submittals not accepted after 4:30 p.m.
  • Plans submitted on or after July 1, 2026 must comply with the 2024 I-Code series with Summit County amendments (2024 IBC/IECC et al.); any permit applied for on or after May 4, 2026 is also subject to the Colorado Wildfire Resiliency Code as adopted by Summit County
  • Plan review fee (65% of the building permit fee) is due at time of submittal; county plan review is routed through Planning, Engineering, Building Inspection, Environmental Health, and Housing departments
  • Affordable Housing Development Impact Fee applies to commercial/industrial structures at a flat $2.00 per square foot (Copper Mountain and Keystone PUD are exempt; Dillon is not listed as exempt)

Sign Permit (Class 1 or Class 2)

Verified

Required for most permanent and several temporary signs in Dillon, administered by the Town's own Planning Department under Dillon Municipal Code Chapter 16, Article XI (Sign Regulations) — NOT by Summit County Building Inspection Department, since sign review is a zoning/land-use function the Town retains directly even though it contracts building-code plan review to the County. Signs requiring a permit are split into two tiers: Class 1 (individual permanent signs, master sign plans, PUD sign plans — reviewed by the Planning Commission) and Class 2 (temporary banners, directional signs, menu display boxes larger than 4 sq ft, sandwich boards, and individual tenant signs within an already-approved master sign plan — reviewed administratively by the Town Manager). Multi-tenant buildings must first obtain Planning Commission approval of a Master Sign Plan before individual tenant sign permits can be issued by Town Staff.

Verified 2026-08-13 · Source

Requirements

  • Determine whether the proposed sign is Class 1 (awnings, business area directory signs, directory signs, freestanding signs, official signs, projecting/hanging signs, subdivision entrance signs, wall signs, residential complex signs, property management signs, directory way-finding signs, master sign plans, PUD sign plans) or Class 2 (each individual sign within an approved master/PUD sign plan, menu display boxes over 4 sq ft, civic event banners in Town right-of-way) per Sec. 16-11-200
  • For single-tenant buildings, an individual Class 1 sign permit must be approved by the Planning and Zoning Commission for each sign; for multi-tenant buildings, the property owner must first obtain Planning Commission approval of a Master Sign Plan (sizes, numbers, locations, shapes, materials of every sign on the building) before Town Staff can issue individual Class 2 tenant sign permits
  • A preapplication conference with Town staff is required before submittal, unless waived in writing by the Town Manager (Sec. 16-11-210(b), 16-11-220(b))
  • Class 1 application: submit the application, all required materials, and the nonrefundable fee at least fourteen (14) calendar days before the Planning Commission meeting (Sec. 16-11-210(d)(1)); the Commission meets the first Wednesday of each month at 5:30 p.m.
  • Class 2 application: submit to the Town Manager, who determines completeness and schedules review within ten (10) days if complete (Sec. 16-11-220(d)(1))
  • The mere act of applying does not guarantee issuance — the Town explicitly advises against fabricating, constructing, or purchasing a sign before permit issuance (Sec. 16-11-200(c))
  • Temporary banners and temporary signs must be professionally printed on durable waterproof material with grommets — hand-drawn banners on bedsheets, fabric, canvas, or poster board are not permitted
  • Sandwich board (A-frame) signs require an annual permit and may only be displayed during business hours, on private property only — never in Town rights-of-way or on Town sidewalks/roads
  • Attention-getting devices (balloons, costumed characters, animated air dancers, strings of flags/pennants) are specifically prohibited by Town Code regardless of permit
  • Signs for which approval has been granted must be erected within ninety (90) days of approval (freestanding signs: one hundred eighty (180) days), or the approval expires and a new application is required (Sec. 16-11-230)
  • Variances from the Sign Code's literal requirements may be sought under Article X of Chapter 16

Fire Sprinkler and Fire Alarm System Permit (Summit Fire & EMS District)

Verified

Required for installation, modification, or replacement of an automatic fire-extinguishing (sprinkler) system or a monitored fire-alarm/detection system anywhere in Dillon. This permit is issued, plan-reviewed, and inspected by Summit Fire & EMS District — a special fire protection district (not the Town of Dillon, and not Summit County Building Inspection Department, which handles Dillon's building/electrical/plumbing/mechanical permits under contract). Summit Fire & EMS's own live service-area description confirms it 'serves the communities of Copper Mountain, Dillon, Frisco, Keystone and Silverthorne and the surrounding areas,' with a dedicated Dillon station (Station 8, 225 Lake Dillon Drive, Dillon, CO 80435). This is the same general two-agency pattern as in Breckenridge and Blue River (served there by the Red, White & Blue Fire Protection District), but Dillon is served by a genuinely different, separately governed fire district with its own fee schedule and code adoption.

Requirements

  • Issued and inspected by Summit Fire & EMS District, not the Town of Dillon or Summit County Building Inspection Department — apply online through the District's AccessGov portal ('Apply for a Permit' at co.accessgov.com/summit-fire)
  • A fire-department permit is required for all Life Safety Systems (sprinklers, fire alarms) as well as Tenant Finishes/Remodels, New Construction, and other permits required by the currently adopted fire code, per the District's own live Permits page
  • Governed by the District's adopted International Fire Code (2018 edition, re-adopted by District Resolution in 2021) plus the current editions of NFPA 13/13R/13D (building fire sprinklers) and NFPA 72 (fire alarms), and the District's own Life Safety Policy (SOG 1407, 2024)
  • Permit fees are due at time of application, payable by electronic check or credit card (3% surcharge applies to card payments); if work starts before a permit is obtained, the permit fee is doubled
  • Plan submittal: one digital PDF copy at minimum 1/8-inch-to-the-foot scale, with owner/contractor contact information and contractor license number, equipment data sheets with relevant information highlighted, ceiling heights and detail, square footage, and NFPA 170-compliant symbols — incomplete or inaccurate submittals may be rejected and incur a resubmittal fee
  • No work may be performed without an approved set of plans, and all fire-system piping and wiring must remain visible for inspection
  • Inspections must be requested at least two business days in advance by calling (970) 262-5215 or using the District's online inspection-request tool; each permitted contractor must request inspections for that contractor's own scope of work
  • Fire sprinkler and fire alarm final inspections must be coordinated and scheduled for the same time; certification letters are required before a system receives final approval
  • Incomplete inspections and cancellations within 24 hours of a scheduled inspection may incur a re-inspection fee
  • Approved permits must be maintained on the site of the permitted work (may be kept electronically)

Change of Use / Conditional Use Permit

Verified

Dillon has no standalone 'change of use permit' by that name. A change of use is instead handled through whichever mechanism actually governs the specific situation: (1) a Conditional Use Permit ($525.00, Dillon Municipal Code Sec. 16-4-120) is required when the proposed use is listed as a conditional use within the applicable zoning district, requiring Planning Commission approval after at least one public hearing; (2) Sec. 16-4-80(1) separately allows a nonconforming use to be changed to any conforming use, or to any use of a more restrictive classification, without triggering the conditional-use track; and (3) whichever Level I-IV Development Permit matches any accompanying physical construction still applies on its own terms (e.g., 'Tenant finish or remodel of one (1) unit in a commercial, office, and/or industrial structure' is a Level I Development Application, $85.00, Sec. 16-2-30(a) — the same Level I/II/III/IV classification system, current per Chapter 19 Appendix 19-A as amended by Ord. 10-25 (adopted Nov. 4, 2025), that governs Dillon's other Development Permit applications). Separately and additionally, Summit Fire & EMS District's own Permits page lists 'Change of use in business establishments' among its own required fire-department permit categories — a genuinely distinct agency-level touchpoint from the Town's zoning process (see the Fire Sprinkler/Alarm Permit entry for that District's general contact and fee-schedule information).

Requirements

  • No standalone 'change of use permit' application exists in Dillon — a preapplication conference with the Town Planner (unless waived) determines which mechanism actually governs: a Conditional Use Permit, a Level I-IV Development Permit for any accompanying construction, or neither (per Sec. 16-4-80(1))
  • Conditional Use Permit ($525.00, Sec. 16-4-120) required when the proposed use is listed as a conditional use within the applicable zoning district; approved by the Planning Commission (meets the first Wednesday of each month) after at least one (1) public hearing
  • Public hearing notice must be mailed, published in a newspaper of general circulation, and posted on the property at least seven (7) but not more than fourteen (14) calendar days before the hearing (Sec. 16-2-300)
  • Sec. 16-4-80(1): 'A nonconforming use may be changed to any conforming use or to any use of a more restrictive classification' — this specific scenario is not itself described as requiring a Conditional Use Permit
  • Conditional use approval criteria (Sec. 16-4-130) include consistency with the Comprehensive Plan and applicable zoning district, parcel suitability, no significant adverse air/water-quality impacts, no substantial impairment of surrounding permitted uses, and availability of adequate public utilities/services
  • If tenant finish or remodel work accompanies the use change within a single commercial, office, or industrial unit, a Level I Development Permit ($85.00, Sec. 16-2-30(a)) governs that physical work; larger-scope construction is classified Level II, III, or IV per Sec. 16-2-30
  • A Conditional Use Permit runs with the land and transfers automatically to a new owner or occupant (Sec. 16-4-160), but expires if the applicant fails to obtain a building permit to construct the conditional use within one (1) year of issuance, unless it is tied to the concurrent duration of an approved development permit (Sec. 16-4-170)
  • Separately, confirm with Summit Fire & EMS District (permits@summitfire.org) whether the specific change of use also requires a District permit — the District's own live Permits page lists 'Change of use in business establishments' as one of its required fire-department permit categories, distinct from and in addition to the Town's zoning process

Required documents

  • OptionalConditional Use Permit ApplicationTown of Dillon standard form for uses listed as conditional within the applicable zoning district, per Sec. 16-4-120
  • OptionalLevel I, II, III, or IV Development Permit ApplicationWhichever level matches the physical scope of any accompanying construction/tenant-finish work; not required if the change of use involves no construction
  • OptionalPreapplication Conference MaterialsConcept plan/drawing and other information pertinent to the proposal, encouraged (not strictly required) ahead of the mandatory preapplication conference with the Town Planner
