PermitBase

This is PermitBase’s published record for Platteville as of 2026-08-14. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. Snapshots are never edited retroactively.

Sec. 18-14-30 'Amendments' further amends the IECC to replace all references to 'ICC Electrical Code' with 'National Electrical Code as adopted by the State.'National Electrical Code (NEC), 2023 Edition, exclusive of appendices — CONFIRMED 2026-07-23 via Sec. 18-5-10 'Adoption' (Chapter 18, Article V — Electrical Code): 'The National Electrical Code, 2023 Edition, exclusive of appendices, published by the National Fire Protection Association, 1 Batterymarch Park, Quincy, MA 02169, is hereby [adopted]...' This RESOLVES the gap flagged in the 2026-07-06 pass ('The NEC edition... could not be independently re-confirmed... omitted rather than guessed') — Platteville does codify its own NEC edition (2023) in Chapter 18 Article V, notwithstanding that day-to-day electrical licensing runs through DORA contemporaneous review rather than a Town trade-license program (see localAmendments). All nine code-family adoptions above were retrieved 2026-07-23 from the Town's live, current Municode Library codification (library.municode.com/co/platteville/codes/code_of_ordinances), Supplement 2, online content updated 2026-02-17, 'Codified through Ordinance No. 2025-851, enacted December 16, 2025' — via that page's own full-text search API (localapi/search, clientId=19046, scoped to Platteville only), which returns live indexed section text. This is a second, independent, more authoritative confirmation of the 2024 cycle than the SAFEbuilt guide series alone, and definitively supersedes the stale 'Photovoltaic System Submittal Requirements' PDF (last revised 10.22.2021, citing '2020 NEC, 2018 International Codes') — that PDF's code-year language is now confirmed stale against the Town's own codified ordinances, not merely inferred against a differently-dated guide series.Colorado is a home-rule state with no statewide-mandated building code edition; Platteville's own codified Chapter 18 adoption ordinances (as amended through Ord. No. 2025-851, Dec. 16, 2025) are the direct governing source, corroborated by the SAFEbuilt guide series.HB22-1362 (Colorado's statewide minimum energy code floor for the July 2023-July 2026 window, requiring at least the 2021 IECC plus electric- and solar-ready / EV-ready provisions for jurisdictions issuing residential building permits) is satisfied and directly evidenced: Platteville's 2024 IECC adoption (Sec. 18-14-10) exceeds the 2021 IECC floor AND explicitly adopts by reference the Colorado Model Electric and Solar Ready Code Appendices CK (Commercial) and RM (Residential) — the specific state-mandated electric-ready/solar-ready provisions, confirmed 2026-07-23 directly from the ordinance text rather than inferred from a generic guide-page mention.

SAFEbuilt/Town Building Permit fee (base, valuation-based) + zoning-compliance surcharge$50.00 zoning-compliance surcharge (residential applications only) is a confirmed flat figure; the underlying valuation-based base fee itself is not a Town-published number — verified-negative: it follows Chapter 18's adopted 2024 IBC fee schedule by reference, not a separately republished Town dollar table

Appendix A - Fee Schedule (Municode Library, Code of Ordinances Supp. 2, updated 2026-02-17) provides: 'Sec. 16-3-10 | Building Permit | Per Chapter 18 + $50.00 to determine compliance with zoning applied to residential applications ONLY.' No separate town-specific valuation table is published anywhere in the current Code of Ordinances (a full-text search for 'Table 1-A fee valuation' returns no hits); the base fee is calculated per the adopted 2024 IBC's own fee schedule, incorporated by reference through Chapter 18 rather than independently republished. This same 'Per Chapter 18' base fee line also governs commercial and tenant-finish (TI) building permits — Platteville has no distinct commercial-building-permit or tenant-improvement-permit fee, application, or guide; commercial/TI projects use this identical Building Permit Application and fee line, simply without the residential-only $50.00 zoning-compliance add-on. See the full sourced finding in this jurisdiction's top-level localAmendments and tipsAndGotchas. Note that this covers the building-PERMIT fee specifically: commercial/non-residential projects also separately face a genuinely distinct $500.00 Site Plan review (Chapter 16, Sec. 16-5-40) that residential (single/two-family) projects are explicitly exempt from — see the commercial-nonresidential-site-plan-review permitType entry.

Electrical Permit

Verified

Required for electrical installation, alteration, or repair in Platteville. Platteville does not run its own local electrician licensing program; the Town instead performs contemporaneous review of each electrician's Colorado State Electrical Board (DORA) license per CRS 12-23-116, as its own published guidelines describe. Separately, the Town DOES codify its own technical electrical code: Chapter 18, Article V, Sec. 18-5-10 adopts the National Electrical Code, 2023 Edition (confirmed live 2026-07-23), which governs installation standards independent of the DORA licensing question.

Requirements

  • Electrician's name and Colorado DORA electrical/contractor license number must be listed on the permit application before issuance; if not listed at application, it must be listed before the permit is processed
  • Town verifies the listed electrician's license is active via the Colorado DORA online license lookup before processing; permit will not be processed until verified
  • If the electrician performing/overseeing work changes during construction, the applicant must notify the Town of the new electrician's name and license number, triggering a new verification

Listed as a distinct line item ('Electrical') on the combined Building Permit Application fee block, separate from the general building permit fee, but Appendix A - Fee Schedule (live-checked 2026-07-23, Municode Library) carries no separate 'Electrical Permit' dollar entry — only the general 'Building Permit: Per Chapter 18 + $50.00' line and the solar-specific Resolution 2011-26 cap. A live full-text search of the entire current Code of Ordinances for a Table-1-A-style valuation schedule returned zero hits. This confirms (does not merely infer) that the electrical scope is billed under the same Chapter-18/adopted-IBC-referenced fee structure as the base building permit, with no separately codified electrical-only rate.

Plumbing Permit

Verified

Required for plumbing installation, alteration, or repair in Platteville. Like electrical, Platteville does not run its own local plumber licensing program; the Town performs contemporaneous review of each plumber's Colorado State Plumbing Board (DORA) license per CRS 12-155-120(1) and HB19-1086.

CONFIRMED 2026-07-23 directly from a Town-specific source: Appendix A - Fee Schedule (Municode Library, live), BUILDING AND CONSTRUCTION section, quotes verbatim: 'Resolution 2011-26 | Building Permit for Solar Installation | $500.00 maximum for residential installation, $1,000.00 maximum for commercial installation.' This independently corroborates (via Platteville's own adopted Resolution 2011-26) the figures previously sourced only indirectly from the statewide C.R.S. § 24-48.5-113 cap and the Larimer County/Town of Larkspur comparison tables below — those statewide sources remain useful for the underlying valuation-based FORMULA, but the $500/$1,000 CAP itself is now a direct Town citation, not an inference.

SAFEbuilt electrical/building permit fee (solar scope, valuation-based formula below the $500/$1,000 cap)Statewide electrical component follows C.R.S. § 12-23-117: base fee ~$100-$120 for job valuation up to $2,000, plus roughly $10-$11.50 per $1,000 of valuation above that, scalable up to 1.15x by the local government
Colorado electrical inspections are a matter of statewide concern under C.R.S. Show full citation

Colorado electrical inspections are a matter of statewide concern under C.R.S. § 12-23-117 — no local government, including Platteville, may charge more than 1.15x the DORA State Electrical Board's own fee schedule for the electrical scope, or impose any other electrical fee or charge. That statewide base schedule (townoflarkspur.org/media/2901, hosted live by the Town of Larkspur, CO, printed with DORA's own Denver address/phone) sets Section B "Commercial and other fees" (which Larimer County's current Table 1-E, larimer.org/sites/default/files/2020_electrical_fee_table.pdf, explicitly confirms includes solar) at $100 base for valuation up to $2,000, plus $10/thousand above. This governs the formula for whatever SAFEbuilt ultimately invoices, subject to Platteville's own $500/$1,000 Resolution 2011-26 cap above.

Demolition Permit

Verified

VERIFIED-NEGATIVE, confirmed 2026-07-23: Platteville has no dedicated demolition permit type. Not separately documented on the Town's SAFEbuilt Permits page or in any of the Town's published SAFEbuilt guide series; the Building Permit Application form's 'Type of Improvement' checklist does not include a distinct demolition category (it lists New Building/Structure, Addition, Accessory Structure, Remodel/Finish, Repair/Replacement, Mobile Structure, Sprinkler System, Fence, Water Heater, HVAC, and Other). This was further confirmed 2026-07-23 by a live full-text search of the Town's ENTIRE current Code of Ordinances (Municode Library, Code of Ordinances Supp. 2, updated 2026-02-17, codified through Ordinance No. 2025-851, Dec. 16, 2025) — searching 'demolition permit' across the whole live code returns only 2 hits, both in Chapter 7 (Health, Sanitation and Animals) listing an abandoned/partially-demolished structure as a NUISANCE condition (Sec. 7-1-30/7-1-40), not a permit requirement. Zero hits appear in Chapter 18 (Building Regulations) or Appendix A (Fee Schedule). A demolition project in Platteville would be captured under the standard Building Permit Application's 'Other' checkbox (or possibly under Chapter 18's adopted International Existing Building Code, which governs alteration/demolition of existing structures generically, without a Town-specific standalone demolition-permit process).

Accessory Structure Permit (Detached Garage, Shed, Pole Barn) & Accessory Dwelling Unit (ADU)

    Verified

Platteville's published SAFEbuilt guide series covers Accessory Structures (garages, sheds) and Pole Barns generically under the 2024 IRC, and the Town has a dedicated Accessory Dwelling Unit zoning framework — Chapter 16 (Zoning), Article III, Sec. 16-3-20 'Accessory Dwelling Units,' in the Town's Code of Ordinances (Municode Library, Supp. 2, updated 2026-02-17, codified through Ordinance No. 2025-851, Dec. 16, 2025). The code provides that each ADU 'shall comply with the principal structure standards, except that each ADU shall be subordinate to and no larger than seventy-five percent (75%) of the square feet [of the principal dwelling unit]'; and 'no portion of a structure containing an ADU may have ownership different from the ownership of the principal dwelling unit' (an ADU cannot be sold or subdivided off from the primary residence). Sec. 16-2-40 'Agricultural/Holding (A-H) District' further lists an 'Agricultural accessory dwelling unit/structure, limited to nine hundred (900) square feet per acre of land' as a permitted use in that zoning district specifically. A habitable ADU is therefore permitted by right in at least some Platteville zoning districts (subject to the 75%-of-principal-structure size cap and single-ownership rule); which OTHER zoning districts (beyond A-H) allow ADUs, and any district-specific size/setback variations, are not enumerated here — building-permit processing for an ADU is expected to follow the same combined Building Permit Application / SAFEbuilt review path as any other accessory structure or addition, under the 2024 IRC.

    Requirements

    • Site plan showing setback compliance (structures may not be built over setback lines, easements, or property lines); check with the zoning department for size/location restrictions specific to accessory structures
    • Construction details: foundation detail (Foundation Detail A or B per the guide), framing, roof covering/sheathing, insulation values, and wall/floor framing dimensions
    • Floor plan showing bracing, whether the space is heated or unheated (heated spaces must check local energy code requirements for conditioned accessory structures), door/window header sizes, and garage door opening dimensions
    • A survey from a registered land surveyor required if the project is in a protected area; an as-built survey required if proposed within 12 inches of a required minimum setback
    • For a habitable ADU specifically: Sec. 16-3-20 (Chapter 16 — Zoning) requires the ADU be no larger than 75% of the principal dwelling unit's square footage, and that the property retain single ownership across the principal dwelling and the ADU (no separate sale/subdivision) — confirmed 2026-07-23 via the Town's live Code of Ordinances
    • In the Agricultural/Holding (A-H) zoning district specifically, an agricultural ADU/structure is capped at 900 square feet per acre of land (Sec. 16-2-40) — other zoning districts' ADU allowances were not individually enumerated in this pass; confirm the applicable district's specific rule with Planning and Zoning

    EV Charger / EVSE Permit

    Verified

Platteville has no EV-charger-specific permit type or fee line. An EV charger (EVSE) circuit is electrical work and follows the Town's general Electrical Permit path: filed on the combined Building Permit Application's Electrician field, with the Town performing contemporaneous verification of the installing electrician's Colorado State Electrical Board (DORA) license per CRS 12-23-116, and billed under the Electrical line item on the SAFEbuilt-administered fee block. Appendix A of the Municipal Code IS now confirmed live and publicly reachable (2026-07-23, via a full browser session against Municode Library) and carries no EV-charger-specific or standalone electrical-only dollar line — a verified-negative that Platteville does not price EV-charger electrical work separately. Colorado's HB24-1173, which mandates EV-charger permit checklists and a 3-business-day decision timeline, only applies to municipalities with 10,000+ residents; Platteville's population (roughly 3,000) is below that threshold, so the statewide mandate does not currently bind the Town. The technical NEC edition governing EVSE circuit installation is now confirmed: 2023 NEC (Chapter 18, Article V, Sec. 18-5-10).

    • Electrician's name and Colorado DORA electrical/contractor license number must be listed on the permit application before issuance

    • If the electrician performing/overseeing the EVSE work changes during the project, the applicant must notify the Town of the new electrician's name and license number
    • No separate EV-charger checklist or expedited track is published — Colorado's HB24-1173 model-code/3-business-day-decision mandate applies only to municipalities with 10,000+ residents, and Platteville (population roughly 3,000) is below that threshold

Commercial / Non-Residential Site Plan Review (Development Review gate ahead of the Building Permit)

There is no separate SAFEbuilt-administered commercial building-permit application or fee line, but there is a genuine, codified, distinct commercial/non-residential gate. Chapter 16 (Zoning), Article V - Administration and Procedures, Sec. 16-5-40 'Site Plan' (Municode Library) requires: 'Site plan approval shall be required for any construction of a new structure or remodel or expansion of an existing structure requiring a building permit pursuant to this Code, OTHER THAN the construction, remodel or expansion of a single-family or two-family dwelling unit/structure.' In other words, Site Plan approval is required by default for essentially all commercial, industrial, institutional, and multi-family (3+ unit) construction/remodel/expansion in Platteville, and is explicitly NOT required for single-family/two-family residential work. Sec. 16-1-95(b)(10) makes this a hard prerequisite: 'No building or construction permit shall be issued prior to approval of the required plot plan or site plan, unless the property has been specifically exempted from the development process by definition or by official action of the Board of Trustees after Planning Commission review.' This is a Town Planning/Zoning approval (reviewed by the Town Manager, with Planning & Zoning application review contracted to Ayres Associates / Town Planner Lindsey Wilson per platteville.colorado.gov/planning-and-zoning) — administratively and procedurally SEPARATE from SAFEbuilt's Chapter 18 building-code plan review, and a real, distinct, additional step a commercial applicant must clear that a single-family/two-family residential applicant never encounters. Sec. 16-5-40(a)(2) allows the Town Manager to WAIVE site plan approval for a remodel/expansion that does not increase occupancy, density, employees on site, or parking — so not every small commercial tenant-finish job will trigger full site plan review, but it is the default requirement unless waived.

    Requirements

    • Required by default for any new construction, remodel, or expansion of an existing structure requiring a building permit, EXCEPT construction/remodel/expansion of a single-family or two-family dwelling unit/structure (Sec. 16-5-40(a)(1)) — this covers commercial, industrial, institutional, and multi-family (3+ unit) projects, including commercial shell/new-building/tenant-finish/remodel work
    • The Town Manager may waive site plan approval if a remodel/expansion of an existing structure will not increase occupancy, density, employees on site, or parking requirements (Sec. 16-5-40(a)(2)) — confirm applicability/waiver eligibility with the Town before assuming full review is required for a small tenant-finish scope
    • No site plan may be approved without a recorded final subdivision plat or proof the structure sits on a legal lot (Sec. 16-5-40(a)(3))
    • Application processed under the Administrative Approvals procedure, Sec. 16-5-20: applicant submits required documents 'as set forth in the Development Review Manual' (referenced by the ordinance; a copy of this manual could not be located published on the Town's own website as of 2026-08-02 — verified-negative, not invented)
    • No building or construction permit (including the SAFEbuilt-reviewed Building Permit Application) may be issued before site plan approval, absent a specific Board of Trustees exemption after Planning Commission review (Sec. 16-1-95(b)(10))
    • Approval decided by the Town Manager against criteria in Sec. 16-5-40(d): consistency with the approved subdivision plat and zoning; compliance with applicable development/design standards and county/state/federal regulations; and adequate mitigation of reasonably anticipated adverse impacts
    • An approved site plan order not acted on (structures not constructed) within six (6) months may be revoked by the Town Manager (Sec. 16-5-40(h)); a rezoning of the subject property automatically voids the site plan order unless the Town expressly reaffirms it (Sec. 16-5-40(i))

Note a likely stale internal cross-reference in Appendix A's own code-section column: this file's adu-permit entry already confirms Sec. 16-3-20 is actually 'Accessory Dwelling Units,' not Site Plan — the substantive Site Plan requirement now confirmed live is Sec. 16-5-40, so Appendix A's '16-3-20' citation for this fee line appears to be an outdated section-numbering artifact from a prior code renumbering, not evidence the fee itself is wrong or inapplicable. The $500.00 amount is not in dispute; only the cross-referenced section number is likely stale. A live search of the entire current Code of Ordinances found no separate 'Minor Site Plan' vs. 'Major Site Plan' definition elsewhere (Article VII - Defined Terms or otherwise) — Appendix A's 'Minor or Major' phrasing appears to be fee-schedule shorthand covering the single Sec. 16-5-40 process at one flat rate, not a formally two-tiered process.

    Fire Sprinkler & Alarm Permit

    Verified

Fire sprinkler and fire alarm system work within the Town of Platteville involves two distinct tracks: (1) the Town's own combined Building Permit Application, which lists 'Sprinkler System' as one of its 'Type of Improvement' checkboxes and is reviewed by SAFEbuilt under the adopted 2024 International Fire Code (Chapter 18, Article XI, confirmed elsewhere in this file); and (2) a SEPARATE, ADDITIONAL Fire Protection System Permit issued directly by the Platteville-Gilcrest Fire Protection District (PGFPD) — the fire protection district serving Platteville — for any new or modified fire alarm or fire sprinkler system, including kitchen hood systems. PGFPD's own Permits page states verbatim that its permits 'are in addition to any permits required by the municipality/County.'

    • Each PGFPD permit includes one inspection per project phase; additional inspections beyond that are billed as re-inspections, which must be paid before the third inspection and any subsequent inspections
    • The Town's own combined Building Permit Application (directly reviewed 2026-08-14) lists 'Sprinkler System' as a distinct 'Type of Improvement' checkbox alongside New Building/Structure, Addition, Remodel/Finish, etc. — meaning the Town/SAFEbuilt process separately captures sprinkler-system scope for its own building-code compliance review under the adopted 2024 IFC, independent of PGFPD's own permit
