Tenant Improvement (TI) Permit
Required for interior alterations to existing commercial space in Middleton — including work to finish and convert a building shell from Certificate of Completion to Certificate of Occupancy, and any project where the occupancy of record has not been previously established. Applied for through the CitizenServe online portal. A $500 Tenant Improvement Building Permit Deposit is required at application (the 65% Commercial Building Plan Review Fee applies toward the deposit, due within 30 days or the deposit is forfeited). Distinct from the City's separate $75 Commercial Occupancy Only Permit, which covers a tenant moving into an already-permitted space of the identical occupancy classification with zero proposed alterations.

Requirements
- A Tenant Improvement Permit is required for existing buildings not previously occupied and for work to finish and convert a building shell from Certificate of Completion to Certificate of Occupancy (City of Middleton Commercial Certificate of Occupancy Only Permit & New Tenant Verification form)
- Also required when occupancy of record has not been previously established, for approval of the proposed Use and Occupancy classification and issuance of a new Certificate of Occupancy

- Plan set prepared by an Idaho Registered Design Professional per the City's 2018 IBC 'Commercial - NEW or Tenant Improvement' submittal requirements (occupant load calculations, life-safety/means-of-egress analysis, structural engineering, IECC energy COMMchecks, plumbing fixture calculations, accessible-elements design per ICC/ANSI A117.1-2009, etc.) — the same plan-set requirements apply to new commercial construction and TI projects
- If the scope is limited to a tenant moving into an existing, already-occupied space of the same occupancy group/classification with NO proposed alterations, remodel, or improvements, a $75 Commercial Occupancy Only Permit may apply instead of a full TI Permit — the Building Department determines this during application review
- Fire protection systems plans submitted separately to the applicable fire district: Middleton Fire District (north-of-river) or Caldwell Fire Dept. (south-of-river)
- Building permit will not be issued until confirmation is received that Sewer & Water Connection and all applicable Impact, Civil Engineering, and Fire Department fees have been paid
