Emmett building permits

Requirements

• New single-family residence, duplex, townhouse construction
• Accessory structures, attached/detached garages or carports
• Additions, remodels, and repairs
• Manufactured/mobile home placement
• Two sets of construction drawings must be included with the application
• Permit becomes null and void if not picked up within 180 days of approval, if construction is not started within 180 days of issuance, or 180 days following the last inspection date
• All current City service charges must be paid before the City will issue the Certificate of Occupancy

• Applicant must specify roofing type (asphalt shingles, built-up, fiberglass shingles, modified bitumen, wood shakes, metal, clay tile, or other) for roof-mounted systems
• A non-refundable $100 deposit is required for all solar panel applications

Requirements

• Electrical permit purchased directly from the State of Idaho Division of Occupational and Professional Licenses (DOPL) Electrical Bureau online at dbs.idaho.gov -- NOT from the City of Emmett Building Department, since Emmett/Gem County does not administer electrical permitting locally
• Governed by the National Electrical Code edition currently adopted by the Idaho Electrical Board (IDAPA 24.39.10), including NEC Article 625 (Electric Vehicle Power Transfer System)
• Licensed Idaho electrical contractor required for the installation, or a Homeowner Electrical Permit if the owner is performing the work themselves on their primary/secondary residence (DOPL Homeowner Permit Application)
• If the charger installation also involves non-electrical structural work (e.g., a new mounting canopy), a separate City of Emmett Building Permit would additionally apply for that structural portion

• Building Department site inspection required prior to installation of any fence within the city (City Code 9-7-2B)
• Fences in the front portion of a residence restricted to 3 feet in height, with an exception for a 4-foot chain link fence so long as nothing is attached that limits visibility
• Side yard fence on a corner lot within a sight triangle limited to 3 feet in height (City Code 9-17-6E)
• Property owner must establish property lines (typically via professional land survey) — the City is not responsible for errors in locating property boundaries
• Water meters must have direct access by gate or other method
• Must call DIGLINE (811) to locate underground utilities before a permit will be issued (free service, per Idaho Code Title 55)
• Fence post depth must be 2 feet minimum
• Diagram of lot with fence location required (showing residence, streets, alley, water meter, and north arrow)

• Proof of power service disconnection
• Proof of gas service disconnection, or confirmation of no gas service to the property
• DIGLINE confirmation number (two-day notice required)
• Copy of NESHAP notification requirements for demolition (EPA asbestos removal)
• Proof of a water supply (water meter from Public Works or other approved source)
• City water and sewer service charges must be paid in full prior to the City issuing a permit
• City water and sewer service must be disconnected per Department of Public Works standards
• A traffic plan must be submitted to the Superintendent of Public Works if street closures are requested or required
• All Fire Safety concerns of the Fire Department must be addressed to the Fire Chief's satisfaction
• All digging in the public right-of-way requires a separate application and permit from the Department of Public Works
• Applicant must agree to dispose of all construction waste in accordance with State and Federal guidelines

• Permanent and temporary signs greater than four square feet not exempt under Section 9-12-7 of City Code must have a sign permit to be erected, altered, or relocated
• Supporting structure must meet the current IBC as adopted by the State of Idaho and applicable City codes
• A separate State of Idaho Electrical Installation Permit is required for electrical/internally lighted or neon signs (Idaho Division of Building Safety Electrical Bureau)
• Site plan drawn to scale specifying building frontage and sign structure location required (City Code 9-12-4-2)
• Colored rendering with dimensions of all sign faces, materials, construction method, and attachment method required
• Foundation detail (height, width, depth, reinforcement) required for monument and pole signs
• Property owner's consent required (or consent letter attached) per Gem County Assessor's Office records
