Residential Building Permit (New Construction)
VerifiedRequired for new single-family residences, manufactured/modular homes, additions, alterations, and most other structures within the City of Donnelly. Applications are submitted to Donnelly City Hall; Valley County Building Department performs plan review support and all inspections under an interlocal service arrangement — Donnelly issues the permit and sets its own fee schedule.

Requirements
- Completed building permit application, signed by owner (or contractor acting as agent with owner's letter of authorization)
- All permits are filed and issued under the property owner's name
- Plans and structural engineering calculations must be stamped by an Idaho-licensed engineer or architect
- Contractor registration number required before construction begins if a contractor is performing the work
- Structures must be certified compliant with 2018 IRC, 2018 IBC, 2018 IECC, and Valley County Ordinances
- As of July 15, 2019, all plans must include structural calculations
- Donnelly Rural Fire Protection District (DRFPD) impact fee collected at application for new construction (effective October 2, 2023)
- Donnelly has no separate commercial-building-permit or tenant-improvement-permit product — this same Building Permit Application, plan/document set, and valuation-based fee schedule apply to commercial and community-type structures and to remodels/tenant improvements ('Remodels/additions require the same information,' per the City's Building Permit Application Information and Instructions, 2021, p.4)
- Commercial or community-type structures may additionally require an approved Conditional Use Permit (CUP) from Donnelly Planning and Zoning, and plans must be stamped by a licensed architect or engineer certifying compliance with the 2018 International Codes and City of Donnelly Ordinances
- A separate Change of Use Permit (through Planning and Zoning, not the Building Department) is required when a project converts occupancy — e.g., a tenant improvement that converts residential space to commercial use

Commercial Building Permit (New Construction, Additions, Remodels & Tenant Improvements)
VerifiedCovers new commercial construction, additions, and remodel or tenant-improvement work on commercial and community-type structures within Donnelly city limits. The City of Donnelly does not maintain a separate commercial application or fee schedule: the same Building Permit Application and the same valuation-based fee table used for the City's residential building permit apply to commercial work, per the City's own Building Permit Application Information and Instructions (2021). Commercial work is reviewed against the International Building Code rather than the International Residential Code that governs single-family homes on that same fee table; Donnelly City Code Section 15.05.050(A) adopts the International Building Code, current edition, and the City's Building Department currently identifies that edition as the 2018 IBC. Applications are submitted to Donnelly City Hall; Valley County Building Department provides plan review support and performs inspections under an interlocal service arrangement, but Valley County's own Building Department page states its office does not cover the City of Donnelly, and the County publishes its own separate building-fee structure for the area it does administer directly. The fees below are Donnelly's own.

Requirements
- Building permit required for construction, alteration, addition, or demolition of any commercial or other structure within Donnelly city limits, per Donnelly City Code Section 15.05.120 (Permits Required)
- Commercial and community-type structures are reviewed against the International Building Code, current edition, adopted by Donnelly City Code Section 15.05.050(A); the City's Building Permit Application Information and Instructions (2021) and current Forms & Permits page identify the 2018 International Building Code, alongside the 2018 International Residential Code used for single-family residential work, as the edition currently in effect
- Plans must be stamped by a licensed architect or engineer certifying compliance with the 2018 International Codes and City of Donnelly Ordinances, per the City's Building Permit Application Information and Instructions (2021)
- An approved Conditional Use Permit from Donnelly Planning and Zoning may be required for a commercial or community-type structure, per the same Instructions document
- Donnelly City Code Section 15.05.090 designates property zoned Commercial ('C') or Industrial ('D') as Fire Zone 2, and all other areas of the city as Fire Zone 3, under the fire-zone provisions of the Uniform Building Code -- a reference standard that predates the City's currently-adopted International Building Code; no more recent fire-zone amendment to this section was found
- A Donnelly Rural Fire Protection District (DRFPD) impact fee is collected by the City at building permit application for new construction, calculated at $0.52 per square foot for commercial buildings rather than the flat $1,290.00 single-family-residence rate, effective October 2, 2023 under an Intergovernmental Agreement between the City and DRFPD
- A separate Change of Use Permit, filed through Planning and Zoning rather than the Building Department, is required when a project converts occupancy -- for example, a tenant-improvement project that converts residential space to commercial use
- Electrical, plumbing, and HVAC work require separate permits from the Idaho Division of Building Safety (dbs.idaho.gov); the City's Instructions state that all commercial installations of this kind must be performed by a licensed contractor
- Valley County Building Department provides plan review support and performs inspections for Donnelly commercial permits under the same interlocal service arrangement used for residential work; Valley County's own website states that its Building Department 'does not cover the City of McCall, the City of Cascade, or the City of Donnelly,' meaning the County does not independently administer or set fees for building permits inside Donnelly city limits
- No published fee for a Donnelly Rural Fire Protection District plan review of commercial construction was found beyond the per-square-foot impact fee above; the City's Instructions describe only a Donnelly Fire sign-off on propane tank installations prior to final inspection or certificate of occupancy
- No evidence was found that the Idaho State Fire Marshal reviews privately owned commercial construction in Donnelly -- the State Fire Marshal's own Plan Reviews page describes its scope as new construction, alterations, and renovations on state-owned and state-leased buildings

Solar Panel Permit (via Valley County Building Department)
VerifiedRequired for installation of solar photovoltaic panels on an existing building in Donnelly. The City of Donnelly's own Building Department relies on the Valley County Building Department for plan review and inspections (Donnelly does not maintain its own in-house plan review/inspection staff). Valley County's own published fee schedule lists a distinct 'Solar Panel on Existing Building' fee that includes both plan review and inspection. The electrical/interconnection wiring itself requires a licensed electrical contractor holding an Idaho DOPL electrical license; Idaho's Solar Photovoltaic electrical license category specifically requires NABCEP (or equivalent) photovoltaic installer certification.
Verified 2026-07-20 · Source
Requirements
- Submit a building permit application for the solar panel installation to the City of Donnelly, which routes plan review and inspection to the Valley County Building Department
- Installation must comply with the 2018 IRC/IBC as adopted by Donnelly Municipal Code Title 15, Chapter 15.05
- Electrical/interconnection work must be performed by a contractor holding an Idaho DOPL (Division of Occupational and Professional Licenses) electrical license; the Solar Photovoltaic license category specifically requires proof of NABCEP (North American Board of Certified Energy Practitioners) photovoltaic installer certification or equivalent
- Confirm with the City of Donnelly, (208) 325-8859, and Valley County Building Department, (208) 382-7115, whether a separate state electrical permit through Idaho DOPL is required for the interconnection, since Valley County's own published fee schedule lists no separate electrical permit fee line

Valley County performs inspections for Donnelly, but Donnelly City Code 15.05.120 has City building permit fees set by City resolution and 15.05.160 has the City's building inspector collect them, and the City publishes its own valuation-based table. The City adopts a County fee in exactly one place — “Occupancy Permit: Valley County Fee + $11.00” on its 2025 fee schedule — and no adoption of the County's solar fee was found. Confirm with the City which applies inside city limits. |
EV Charger / EVSE Permit (State of Idaho Electrical Permit)
VerifiedInstallation of an electric vehicle charging station in Donnelly is electrical work and is NOT permitted by the City of Donnelly or Valley County at all — like all electrical work in Donnelly (see the residential-building-permit entry), it requires a separate State of Idaho electrical permit issued by the Division of Occupational and Professional Licenses (DOPL) / Division of Building Safety (dbs.idaho.gov). DOPL's own Contractor Electrical Permit Worksheet (Fee Schedule) has NO distinct 'EV charger,' 'electric vehicle,' or 'EVSE' line item — a dedicated Level 2 charger circuit added to an existing residence is billed under the worksheet's 'Existing Residence / Modular, Manufactured or Mobile Homes / Detached Shop' bucket: $65 base fee plus $10 per additional branch circuit beyond the one circuit included in the base fee.
Verified 2026-07-20 · Source
Requirements
- Electrical permit issued by the State of Idaho DOPL/Division of Building Safety, not the City of Donnelly or Valley County Building Department — purchased online at dbs.idaho.gov (required for all permits as of January 1, 2023)
- DOPL's own Contractor Electrical Permit Worksheet (Fee Schedule, Rev. 8/17/2022) has no distinct EV-charger/EVSE fee line; a new circuit added at an existing residence for a charger falls under the 'Existing Residence... Detached Shop' bucket ($65 + $10 per additional branch circuit)
- Work must be performed by, or under, an electrical contractor holding a current Idaho DOPL electrical license, or by the homeowner personally under Idaho's homeowner electrical permit provision for their own primary/secondary residence
- If the charger circuit is bundled into a solar/renewable-energy or larger commercial/industrial electrical scope, it may instead fall under the worksheet's 'Other Installations including Commercial/Industrial/Solar/Renewable Energy' valuation-based tier rather than the flat existing-residence fee
Required documents
- RequiredContractor Electrical Permit Application (State of Idaho DOPL)Purchased online at dbs.idaho.gov as of January 1, 2023; includes the Electrical Permit Worksheet (Fee Schedule) used to calculate the fee
- OptionalHomeowner Electrical Permit Application (State of Idaho DOPL)Alternative to the contractor application if the homeowner is personally performing the EV charger circuit installation on their own primary/secondary residence
