Codes adopted

Montana has a mandatory statewide building code administered by the Montana Department of Labor & Industry (DLI) Building Codes Bureau, amended by the Administrative Rules of Montana (ARM) Title 24, Chapter 301. Cities, counties, and towns may become 'certified' to locally administer permitting and inspection for all or part of the code; non-certified trades in a partially-certified jurisdiction fall under direct state administration by the DLI Building Codes Bureau. Verified directly against the DLI Building Codes Bureau's 'Montana Certified Local Government Program' roster PDF, updated 04/22/2026: 'Conrad | B | Keith Thaut | 271-5821 | City Limits'. Code Ann. Section 50-60-203 (2021), consisting of: (1) International Building Code (IBC), 2021 Edition, as described in and amended by ARM 24.301.131; (2) International Residential Code (IRC), 2021 Edition, as described in and amended by ARM 24.301.154; (3) International Energy Conservation Code (IECC), 2021 Edition, as amended by ARM 24.301.161; (4) International Existing Building Code (IEBC), 2021 Edition, as described in and amended by ARM 24.301.171. Conrad's own municipal code (Title 4-1-1) names the same 2021 IBC/IRC/IECC/IEBC editions without authoring independently amended code text, consistent with a small B-only-certified jurisdiction enforcing the state-adopted editions. Zoning and Building Permit (New Construction / Addition / Alteration / Repair)

Verified

Required for new single-family home construction, additions, alterations, and repairs within Conrad city limits. Issued by the City of Conrad under its DLI-certified local Building (B) program, using a single combined Zoning and Building Permit Application reviewed by Building Inspector Keith Thaut against the City's adopted 2021 IBC/IRC/IECC/IEBC (Municipal Code Title 4, Chapter 1).

Verified 2026-07-03 · Source

Requirements

  • Complete the Zoning and Building Permit Application (Jurisdiction of Conrad): legal description, owner, contractor and architect/engineer contact information, use of building, class of work (New/Addition/Alteration/Repair/Move/Demolition), full description of work, change of use (if any), and valuation of work
  • Complete a Plot Plan showing building/site/setback dimensions, easements, finish contours or drainage, first floor elevation, street elevation, sewer service elevation, and location of water/sewer/gas/electrical service lines and survey pins, drawn on a 5-foot grid (1 inch = 20 feet), with north indicated
  • Read and sign the Validity of Permit/Disclaimer form acknowledging the City does not control contractors/subcontractors, does not review floodplain location, property lines, or federal ADA compliance, and that issuance of a permit does not constitute approval of any code violation
  • Return the completed application, plot plan, and signed disclaimer to the City office and pay required fees
  • Read Conrad City Code Title 4, Building Regulations, Chapter 1, before construction begins
  • Plans and specifications indicating the entire scope of work must be submitted per City Code 4-1-2.B; the building inspector may require additional documents deemed relevant, or may waive requirements for work of an insubstantial nature or effect
  • Call Building Inspector Keith Thaut at (406) 271-5821 before construction begins so inspections can be scheduled; approval times may vary

Required documents

  • RequiredPlot PlanCity of Conrad graph-grid site plan form (5-foot squares, 1 inch = 20 feet) showing building location, setbacks, utilities, drainage, and survey pins; signed certification that construction will conform to dimensions/uses shown
  • RequiredValidity of Permit/DisclaimerSigned acknowledgement that the City does not control contractors, does not review floodplain/property-line/ADA compliance, and that no refund is given after 60 days of permit issuance or construction commencement, whichever occurs first

Fee schedule

Fee typeAmountNotes
Building Permit Fee (plan check fee and permit fee)City Code 4-1-7 states only: 'Building permit fees shall be set and established by the city council from time to time by appropriate resolution.' No fixed valuation-based fee table was found published on the City's Building Permits page, Building & Zoning page, or Finance page as of this review — unlike Billings, which publishes a standalone Fee Schedule PDF. The permit application's 'Office Use Only' block has blank Plan Check Fee and Permit Fee lines filled in by city staff after review. This is an honest publication gap confirmed by direct review of the City's own Building Permit Packet and Municipal Code, not an inferred or invented number. Applicants must contact City Hall at (406) 271-5821 (Building) or (406) 271-3623 (general) for a current fee quote.

Electrical Permit (State-Issued)

Verified

Because Conrad is DLI-certified for Building only, electrical work anywhere within Conrad city limits requires a Residential (or Commercial) Electrical Permit issued directly by the Montana DLI Building Codes Bureau in Helena, not by the City of Conrad, under the 2020 NEC.

Plumbing Permit (State-Issued, incl. Water Heater)

Verified

Because Conrad is DLI-certified for Building only, plumbing work anywhere within Conrad city limits — including water heater installation/replacement — requires a Plumbing Permit issued directly by the Montana DLI Building Codes Bureau in Helena, not by the City of Conrad, under the 2021 Uniform Plumbing Code.

Solar PV / Alternative Energy Permit (State-Issued)

Verified

Required for installation of grid-tied residential or commercial rooftop/ground-mounted solar photovoltaic systems in Conrad. Because Conrad is DLI-certified for Building only (no Electrical certification), the electrical/interconnection portion of any solar PV installation is issued directly by the Montana DLI Building Codes Bureau in Helena as an Application for Alternative Energy Permit — the same statewide form used for solar, wind, and hydro systems — not by the City of Conrad. Roof-mounted racking/structural attachment (residential or commercial) may separately require the City of Conrad's own Building Permit, since Conrad holds full Building certification for both project types.

Verified 2026-07-20 · Source

Requirements

  • Complete the state's Application for Alternative Energy Permit (BCP-1 series, Rev. 11/25): identify the alternative energy type as Solar and the system type (PV String System, Generator, or Micro Inverter/AC Module System)
  • If the system will produce 90 or more volts, the electrical work must be performed by a Montana-licensed electrical contractor unless the homeowner is doing the work on their own private house
  • If the project involves a grid-tied alternative energy generator (virtually all net-metered residential/commercial solar), a licensed electrical contractor must obtain an ADDITIONAL permit for the final utility interconnection — stated directly on the state application form
  • Mail the completed application and fee to Department of Labor & Industry, Building Codes Bureau, PO Box 200517, Helena, MT 59620-0517, or apply online at https://aca-prod.accela.com/bcb/
  • Because Conrad holds full DLI Building certification, a separate City of Conrad Building Permit application is likely required for the roof-mount racking/structural attachment portion of the installation — confirm with the City of Conrad building department

Electric Vehicle Charging Station Permit (State-Issued Electrical Permit)

Verified

Installing an EV charger/EVSE in Conrad is electrical work, and because Conrad is DLI-certified for Building only (no Electrical certification), it requires a permit issued directly by the Montana DLI Building Codes Bureau in Helena via the same Application for Residential Electrical Permit (or Commercial Electrical Permit) used for any other electrical work — not a separate, EV-specific permit. No dedicated EV charger/EVSE line item was found on the state's Residential Electrical Permit fee schedule (directly text-extracted from the Bureau's own fillable PDF form); a charger installation is billed under the form's general 'additional circuit or piece of equipment' or 'change of service' line items depending on scope.

Verified 2026-07-20 · Source

Requirements

  • Application must be signed and dated by the licensed electrical contractor's person in charge, or filed as a homeowner permit for owner-performed work
  • Payment must be submitted with the application; incomplete applications are returned unprocessed
  • Property address, GEOCODE/parcel/lot/block, owner information, and power company must be provided
  • Apply in accordance with Title 50, Chapter 60, Section 604, MCA and ARM 24.301.431
  • No EV-charger-specific line item exists on the state's Residential Electrical Permit form (Rev. 12/22); a Level 1/Level 2 charger installed as a single new circuit/outlet is most consistent with the form's 'Single Family Interior/Exterior Wire or Rewire' category (items E-H, scaled by number of circuits and whether a panel/service change is involved)
  • The City of Conrad's own Building Permit Application form states under NOTICE that separate permits are required for electrical work, confirming EV charger circuits are not handled by the City

Sign / Billboard Permit

Conrad has no freestanding, dedicated 'Sign Permit' application or fee schedule. Instead, signage is regulated through two documented mechanisms: (1) City Code 4-1-9 (Billboards), which requires City Council permission before erecting any billboard or other structure for advertising purposes, plus one week's written notice to owners/occupants of property within 200 feet; and (2) Zoning Code (Ordinance No. 411) 10-7-4.G, which lists 'Billboard, if fire resistive' as a permitted use in the C-1 General Commercial District only -- billboards are not a listed permitted use in the C-2 Neighborhood Commercial District. The Zoning Code separately defines 'WALL SIGN' (10-1) and lists sign location, height, area, and number among the specific elements the zoning commission/board of adjustment may condition (10-2-13.B.2.x, Conditional Uses) or vary (10-2-14.A.7, Variances). The City's own Building Permit Packet 'Validity of Permit/Disclaimer' form refers to these provisions collectively as 'the City of Conrad Zoning and Sign Code,' but no separately codified, standalone Sign Code chapter, application form, or numeric size/setback threshold for ordinary on-premise signs (wall, monument, window) was found published after reviewing the full current Title 10 Zoning Code (Ord. #411, 55 pages) and the codified Title 4 Chapter 1.

Reviewed 2026-07-22 · Source

Requirements

  • For a billboard or other structure used for advertising purposes: obtain City Council permission per City Code 4-1-9.A before erecting the sign/structure
  • Give one week's written notice, personally or by mail, to the owners, occupants, or agents of all houses and lots within two hundred feet (200') of the location where the billboard or structure is to be erected (City Code 4-1-9.A)
  • No billboard/advertising-structure application may be considered by the City Council without verified proof of service of the required notice, or the written consent of the owners/occupants/agents notified
  • Under Zoning Code 10-7-4.G, a billboard is a permitted use only in the C-1 General Commercial District, and only if of fire-resistive construction; billboards are not listed as a permitted use in the C-2 Neighborhood Commercial District (10-8-4)
  • Using a fence, barn, shed, building, or other structure as a billboard/advertising structure requires the same City Council consent and 200-foot neighbor notice process (City Code 4-1-9.B)
  • A sign proposal involving location, height, area, or number outside the district's standard parameters may require a conditional use permit (Zoning Code 10-2-13) or variance (10-2-14), both of which are filed with the city finance officer and require a public hearing before the zoning commission and/or board of adjustment

Required documents

  • RequiredWritten Notice to Adjacent Property Owners (or their written consent)Proof of one week's written notice, personally or by mail, to owners/occupants/agents of all houses and lots within 200 feet of a proposed billboard/advertising structure, or their written consent in lieu of notice -- required before City Council will consider the application (City Code 4-1-9.A)
  • OptionalZoning and Building Permit ApplicationNo dedicated sign/billboard application form was found published separately by the City; the general combined Zoning and Building Permit Application is the most consistent vehicle based on the same zoning-conformance framework the City applies to other regulated structures (e.g., fences, per Zoning Code 10-2-7.B), though this specific usage for signs/billboards was not independently confirmed in a City-published source

Fee schedule

Fee typeAmountNotes
Billboard / sign permit feeNo dedicated sign or billboard fee was found published. City Code 4-1-9 requires City Council consent but states no fee amount; general Building/Zoning permit fees are set by city council resolution 'from time to time' per City Code 4-1-7, the same unpublished-fee gap already documented for Conrad's other permit types in this file. Fire Sprinkler / Fire Alarm System Approval (Building Permit Special Approval)

Conrad has no separate, standalone Fire Sprinkler or Fire Alarm permit product. Fire protection systems are addressed as part of the City's own combined Zoning and Building Permit Application: the application's Office Use Only block includes a 'Fire Sprinklers Required? Yes / No' checkbox and a 'FIRE DEPT.' line in the Special Approvals table (alongside Zoning, Health Dept., Plans, Electrical, Plumbing, and Mechanical), each tracked as Required / Received / Not Required, directly confirmed by the City's own Building Permit Packet PDF. Because Municipal Code 4-1-1 adopts the 2021 IBC (which cross-references NFPA fire-protection-system standards in IBC Chapter 9) and Conrad holds its own DLI Building (B) certification, fire sprinkler/alarm requirements for a given project are determined and approved by Building Inspector Keith Thaut in coordination with the Conrad Volunteer Fire Department as part of the standard Building Permit plan review -- not through a separate application. Montana's DLI Building Codes Bureau permit-applications list (Boiler, Building, Electrical, Elevator, Factory Built Building, Mechanical, Plumbing) confirms there is no separate DLI fire-protection permit type. Separately and importantly: Conrad is NOT among the roughly two dozen jurisdictions on the Montana State Fire Marshal's Office's (SFMO, Dept. of Justice) official 'Fire Inspection Certified Jurisdiction' list (Belgrade, Bozeman, Great Falls, Havre, Helena, Missoula, and others are listed, updated 11/18/2025; Conrad is not) -- meaning Conrad has not been delegated independent local fire-code (IFC) inspection authority the way it has for Building. Whether SFMO retains a separate, mandatory plan-review role for Conrad projects under Title 50, Chapter 61 MCA (Fire Safety in Public Buildings) and ARM 23.7.121, in addition to the City's own Building Permit fire-sprinkler sign-off, could not be resolved from public sources despite an exhaustive search of MCA Title 50 Chapters 3 and 61, the SFMO's own Fire Prevention and Investigations page, and DLI's Building Codes Bureau permit list -- this is a genuine, documented gap rather than an inferred process.

Reviewed 2026-07-22 · Source

Requirements

  • The Zoning and Building Permit Application (Jurisdiction of Conrad) is completed and submitted, with the 'Fire Sprinklers Required Yes/No' field in the Office Use Only block filled in by city staff/the building inspector
  • Plans and specifications for any required fire protection system must be included in the plans and specifications submitted for the entire scope of work per City Code 4-1-2.B, for review by Building Inspector Keith Thaut
  • The application's Special Approvals table requires a 'FIRE DEPT.' sign-off (Required / Received / Not Required), tracked alongside Zoning, Health Dept., Plans, Electrical, Plumbing, and Mechanical approvals, before the building permit is issued
  • Because Conrad is not on the Montana State Fire Marshal's Office's list of IFC-certified local jurisdictions (list updated 11/18/2025), applicants for larger commercial or public-building projects should confirm directly with both the Conrad Volunteer Fire Department, (406) 271-3123, and the Montana SFMO, (406) 606-0778, whether a separate state plan-review submission also applies
  • A business selling, servicing, or installing fire alarm systems, special agent fire suppression systems, or fire-extinguishing systems must independently hold a Montana Fire Protection Business Entity License (MCA 50-39-101), which requires commercial general liability insurance with a minimum limit of $1,000,000 per occurrence (or $500,000 per occurrence for extinguisher-servicing-only entities) -- a contractor-licensing requirement administered by DLI's Fire Protection Licensure Program, separate from the project's own building permit

Required documents

  • RequiredZoning and Building Permit ApplicationSame combined City of Conrad form used for all building work; includes a Fire Sprinklers Required Yes/No field and a Fire Dept. special-approval line in the Office Use Only block
  • OptionalFire protection system plans and specificationsEngineered sprinkler/alarm plans, where required by IBC Chapter 9 / referenced NFPA standards, submitted as part of the overall plans and specifications for building-inspector and fire-department review

Fee schedule

Fee typeAmountNotes
Fire Dept. special-approval review (bundled with Building Permit fee)No separate fire-sprinkler/alarm permit fee line item was found; Fire Department approval is one of the Special Approvals tracked on the same Zoning and Building Permit Application, whose Plan Check Fee and Permit Fee are set by city council resolution per City Code 4-1-7 and not published as a fixed schedule -- the same honest publication gap already documented for Conrad's general Building Permit fee in this file.

Change of Use / Certificate of Occupancy (Building Permit Field)

Conrad has no standalone Change of Use Permit or separate Certificate of Occupancy application. A change of use is captured on the same combined Zoning and Building Permit Application (Jurisdiction of Conrad): item 8 on the form reads 'Change of use from' / 'Change of use to,' completed alongside the standard Class of Work, description-of-work, and valuation fields used for any other building project -- directly confirmed from the City's own Building Permit Packet PDF. The certificate of occupancy itself is not a separately issued document with its own application: City Code 4-1-4.H states the Final inspection is where the building inspector shall 'issue certificate of occupancy,' conducted in accordance with the International Building Code, at the conclusion of the same Building Permit process. Zoning Code (Ordinance No. 411) Chapter 3 (Non-Conforming Uses, 10-3-1) separately governs when an existing nonconforming use may continue, must conform to district regulations upon change, or lapses after one year of discontinuance -- relevant to whether a proposed change of use is allowed by right or requires zoning review, but this is a zoning-conformance rule, not a separate permit product. Documenting this honestly rather than inventing a freestanding 'Change of Use Permit' or 'CO Application' that does not exist for Conrad.

  • Complete item 8 ('Change of use from' / 'Change of use to') on the Zoning and Building Permit Application (Jurisdiction of Conrad), in addition to the standard class-of-work, description-of-work, and valuation fields
  • The new use must comply with the permitted-use list of the applicable zoning district (Title 10, Chapters 4 through 10, covering R-1, R-2, MH-1, C-1, C-2, LM-1, and M-I); a use not listed as permitted requires a conditional use permit under Zoning Code 10-2-13, filed with the city finance officer with public hearings before the zoning commission and city council
  • If the property carries a legal nonconforming use, Zoning Code 10-3-1 governs whether the change is allowed: a nonconforming use discontinued for one year must conform to current district regulations on any future use, and any change made must otherwise comply with all regulations governing the new use (10-3-1.D.1)
  • The building inspector issues the certificate of occupancy at the Final inspection (City Code 4-1-4.H), conducted in accordance with the International Building Code, once all other required inspections and special department approvals (zoning, health, fire, electrical, plumbing, mechanical) are complete
