PermitBase

This is PermitBase’s published record for Price as of 2026-07-19. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. Snapshots are never edited retroactively.

Codes adopted

GOVERNING LAW: Utah Code § 15A-2-103 (le.utah.gov/xcode/Title15A/Chapter2/15A-2-S103.html), version effective 7/1/2026 (amended by Ch. 47, 2026 General Session), sets the statewide-mandatory construction code suite — Utah Code § 15A-1-204 binds 'the state and each political subdivision,' which includes Carbon County as the compliance agency serving Price City (Price has no independent building-permit authority; see localAmendments). Carbon County's own Building Permits page ('What codes are enforced?' FAQ) still displays the pre-7/1/2026 edition list; re-checked live 2026-07-16, page text is byte-identical to the 2026-07-08 fetch ('2021 International Building Code, including Appendix J 2021 International Residential Code 2021-Appendix Q of 2021 IRC 2021 IPC, 2021 IMC, 2021 IFGC, 2020 NEC'). State law governs regardless of the page's lag; each line below states current law first, then the county's as-published (stale or omitted) text.2024 International Building Code (IBC), including Appendix J — per Utah Code § 15A-2-103(1)(a), effective 7/1/2026. Carbon County's Building Permits FAQ still lists '2021 International Building Code, including Appendix J' (live re-check 2026-07-16).2021 International Residential Code (IRC), including Appendix Q — per Utah Code § 15A-2-103(1)(b)/(c); this edition did NOT change in the 7/1/2026 flip. Matches Carbon County's FAQ, which lists '2021 International Residential Code, 2021-Appendix Q of 2021 IRC' (live re-check 2026-07-16).2024 International Plumbing Code (IPC) — per Utah Code § 15A-2-103(1)(d), effective 7/1/2026. Carbon County's FAQ still lists '2021 IPC' (live re-check 2026-07-16).2024 International Mechanical Code (IMC) — per Utah Code § 15A-2-103(1)(e), effective 7/1/2026. Carbon County's FAQ still lists '2021 IMC' (live re-check 2026-07-16).2024 International Fuel Gas Code (IFGC) — per Utah Code § 15A-2-103(1)(f), effective 7/1/2026. Carbon County's FAQ still lists '2021 IFGC' (live re-check 2026-07-16).2023 National Electrical Code (NEC) — per Utah Code § 15A-2-103(1)(g); this edition did NOT change in the 7/1/2026 flip. Carbon County's FAQ still lists '2020 NEC' (live re-check 2026-07-16) — this is a PRE-EXISTING discrepancy that predates and is unrelated to the 2026-07-01 code-cycle flip (the 2023 NEC has been state law since before this project's original 2026-07-08 review); reported here as-published rather than corrected.2024 International Energy Conservation Code (IECC), one statewide edition (no residential/commercial split) — per Utah Code § 15A-2-103(1)(h), effective 7/1/2026. Not mentioned anywhere on Carbon County's Building Permits FAQ, Building Department page, or Building Information/Resources page as of live re-check 2026-07-16; added here as a statute-sourced omission (applies statewide regardless of county publication), not fabricated.2024 International Existing Building Code (IEBC) — per Utah Code § 15A-2-103(1)(i), effective 7/1/2026. Not mentioned on any Carbon County page reviewed as of live re-check 2026-07-16; added as a statute-sourced omission.Residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — per Utah Code § 15A-2-103(1)(n), effective 7/1/2026. Not mentioned on any Carbon County page reviewed as of live re-check 2026-07-16; added as a statute-sourced omission.Modular Building Institute (MBI) Standards 1200 and 1205 — per Utah Code § 15A-2-103(1)(o), statewide-mandated for modular units. Not mentioned on any Carbon County page reviewed as of live re-check 2026-07-16; added as a statute-sourced omission. No International Fire Code (IFC) entry: § 15A-2-103 does not adopt the IFC — it is separately governed under Title 15A Chapter 5, outside the scope of this section. Carbon County's FAQ does not list an IFC edition either, so there is no mis-citation to correct here.

Permit types & fees

Residential Building Permit (New Home / Cabin)

Required for new single-family home and cabin construction on property within Price City limits (as well as unincorporated Carbon County and the county's other incorporated cities/towns). Issued exclusively by Carbon County's Building & Planning Department — Price City has no independent building-permit function and instead requires proof of separate city zoning approval as a prerequisite. Reviewed under the state-mandated 2024 IBC (incl. Appendix J) and 2021 IRC (incl. Appendix Q), per Utah Code § 15A-2-103, effective 7/1/2026; plus 2024 IPC/IMC/IFGC and 2023 NEC. Carbon County's own FAQ still lists the pre-flip 2021 IBC/IPC/IMC/IFGC and 2020 NEC as of live re-check 2026-07-16 — see codesAdopted for the governing-law citations.

Commercial Tenant Improvement / Tenant Finish Permit

Required for interior tenant-improvement and tenant-finish work within existing commercial space on property within Price City limits. Carbon County does not publish a fee category or checklist distinct from new commercial construction — the same Commercial and Industrial Structures checklist and unconditional engineered-plan requirement apply, scoped to the actual work performed. Price City zoning approval is still required for the underlying property/use unless the TI is a pure interior scope not implicating zoning.

Reviewed 2026-07-19 · Source

Requirements

  • Interior tenant-improvement or tenant-finish work inside existing commercial space within Price City limits
  • Completed and signed Building Permit Application with contractor name(s) and license number(s)
  • Engineered WET-stamped plans for any structural, electrical, plumbing, or mechanical work involved in the tenant finish, sealed by a Utah-registered Architect or Professional Engineer in the relevant discipline
  • Fire sprinkler system plans, if the tenant improvement affects or requires fire suppression coverage

Required documents

  • RequiredCommercial and Industrial Structures Building Permit Information (checklist)Same official county checklist used for new commercial construction — Carbon County does not publish a distinct, scaled-down tenant-improvement checklist. Applicants should submit only the items relevant to their actual scope (e.g., floor plan and MEP plans for an interior TI rather than a full site/foundation plan).
  • OptionalProof of City Zoning ApprovalRequired if the tenant improvement changes the use/occupancy of the space in a way that implicates Price City zoning; confirm with Price City's Planning & Zoning office whether a pure interior TI still requires sign-off.

Carbon County publishes a dedicated 'PV System Building Permit' packet with its own Residential PV System Checklist, distinct from the county's general New Home/Cabin Checklist, confirming solar is treated as its own permit category rather than folded into the general building permit with no distinct process.
