Residential Building Permit (New Home / Cabin)
Required for new single-family home and cabin construction on property within Price City limits (as well as unincorporated Carbon County and the county's other incorporated cities/towns). Issued exclusively by Carbon County's Building & Planning Department — Price City has no independent building-permit function and instead requires proof of separate city zoning approval as a prerequisite. Reviewed under the state-mandated 2024 IBC (incl. Appendix J) and 2021 IRC (incl. Appendix Q), per Utah Code § 15A-2-103, effective 7/1/2026; plus 2024 IPC/IMC/IFGC and 2023 NEC. Carbon County's own FAQ still lists the pre-flip 2021 IBC/IPC/IMC/IFGC and 2020 NEC as of live re-check 2026-07-16 — see codesAdopted for the governing-law citations.

Commercial Building Permit
Required for new commercial and industrial construction on property within Price City limits. Issued exclusively by Carbon County's Building & Planning Department — Price City has no independent building-permit function and requires proof of separate city zoning approval as a prerequisite (and, if the site is in an Industrial Zone, a Conditional Use Permit that can take up to 2 months). Carbon County publishes a dedicated 'Commercial and Industrial Structures' checklist distinct from its residential New Home/Cabin packet.
Reviewed 2026-08-02 · Source
Requirements
- Approval from Price City's Zoning Administrator (or the relevant zoning authority) — proof of city zoning approval is required before/alongside the county building permit
- If the property is in an Industrial Zone: all uses require a Conditional Use Permit, and the building permit cannot be approved until that process is complete; approval may take up to 2 months
- Completed and signed Building Permit Application with contractor name(s) and Utah license number(s), applied online at carbon.utah.gov/department/building/
- Site plan drawn to scale showing lot shape/dimensions, street, front of lot, setbacks to property lines, utilities, and septic system if applicable
- 2 sets of engineered WET-stamped plans (PDF, not less than 1/4" = 1'), sealed and signed by registered Utah Architects and/or Professional Engineers trained in the specific discipline (electrical, plumbing, mechanical, or structural) being sealed
- Fire sprinkler system plans, if required
- Proof of fees paid for water connection (PRWID or city water authority) and sewer hook-up (PRWID, city sewer authority, or Scofield Reservoir Special Service District), or spring/well and septic approval where unserved
Required documents
- RequiredCommercial and Industrial Structures Building Permit Information (checklist)Official Carbon County checklist: approval from Zoning Administrator or city jurisdiction; Conditional Use Permit if in an Industrial Zone (up to 2 months); completed/signed permit application; scaled site plan; 2 sets of engineered WET-stamped plans covering footing/foundation, wall framing, floor framing, roof framing/trusses, electrical, plumbing, HVAC with heat-loss calcs, gas pipe sizing, and fire sprinkler system if required; proof of water/sewer fees paid.

Commercial Tenant Improvement / Tenant Finish Permit
Required for interior tenant-improvement and tenant-finish work within existing commercial space on property within Price City limits. Carbon County does not publish a fee category or checklist distinct from new commercial construction — the same Commercial and Industrial Structures checklist and unconditional engineered-plan requirement apply, scoped to the actual work performed. Price City zoning approval is still required for the underlying property/use unless the TI is a pure interior scope not implicating zoning.
Reviewed 2026-08-02 · Source
Requirements
- Interior tenant-improvement or tenant-finish work inside existing commercial space within Price City limits
- Completed and signed Building Permit Application with contractor name(s) and license number(s)
- Engineered WET-stamped plans for any structural, electrical, plumbing, or mechanical work involved in the tenant finish, sealed by a Utah-registered Architect or Professional Engineer in the relevant discipline
- Fire sprinkler system plans, if the tenant improvement affects or requires fire suppression coverage
Required documents
- RequiredCommercial and Industrial Structures Building Permit Information (checklist)Same official county checklist used for new commercial construction — Carbon County does not publish a distinct, scaled-down tenant-improvement checklist. Applicants should submit only the items relevant to their actual scope (e.g., floor plan and MEP plans for an interior TI rather than a full site/foundation plan).
- OptionalProof of City Zoning ApprovalRequired if the tenant improvement changes the use/occupancy of the space in a way that implicates Price City zoning; confirm with Price City's Planning & Zoning office whether a pure interior TI still requires sign-off. Price City's own Land Use Development and Management Code (priceutah.gov/uploads/1/1/9/7/119716550/land_use_management_code.pdf), Chapter 16 § 16.2(1)-(2), states 'No building or structure shall be constructed, reconstructed, altered, or moved and no land shall be used except after the issuance of a Building, Use, and Occupancy Permit' and that such permits 'shall not be granted for the construction or alteration of any building or structure... if such structure, construction, alteration, moving, use, or occupancy would be in violation of any of the provisions of this Code' — 'altered' is listed as an independent permit-triggering event, not conditioned on a change of use/occupancy, which textually supports that even a pure-interior TI (an 'alteration') falls within Price City's zoning-permit trigger. However, this is Price City's own general zoning-code definition of a city-issued 'Building, Use, and Occupancy Permit' — a process Price City does NOT actually operate as a distinct standalone application (Price's official Planning & Zoning page and Carbon County's own guidance describe only a single 'proof of city zoning approval' sign-off step feeding into the COUNTY's building permit, not a separate Price-issued permit; see the other Price permit entries). No provision specifically carves out minor/cosmetic interior work from this trigger, and no published source confirms whether in practice Price's Zoning Administrator requires a fresh sign-off for every TI regardless of scope. That question remains unresolved as to real-world practice; a direct call to Price City's Planning & Zoning office (Nick Tatton, 435-636-3184) is the only way to confirm.

Solar PV Permit
Required for residential rooftop or ground-mounted solar photovoltaic (PV) system installations on property within Price City limits. Issued exclusively by Carbon County's Building & Planning Department — Price City has no independent building-permit function. Carbon County publishes a dedicated 'PV System Building Permit' packet with its own Residential PV System Checklist, distinct from the county's general New Home/Cabin Checklist, confirming solar is treated as its own permit category rather than folded into the general building permit with no distinct process.
Reviewed 2026-07-20 · Source
Requirements
- Completed and signed Building Permit Application, including contractor's name and license number, applied for online at carboncounty.cityinspect.com/login
- A signed and notarized Owner/Builder Certification Form, if the owner is completing any of the work
- All 8 items on Carbon County's Residential PV System Checklist — the county states 'NO APPLICATIONS WILL BE ACCEPTED WITHOUT ALL OF THE ITEMS THAT ARE LISTED'
- Proof of city zoning approval for property within Price City limits, per Carbon County's Building Permits FAQ (same city-zoning-approval step required for all building permits, including solar)
Required documents
- RequiredSite PlanDetailed site plan showing the location of the home, electrical meter panel, any back-fed sub-panelboards, and all PV system components on the property.
- RequiredMounting System DetailsModule mounting system and weight of all roof components; support manufacturer specs must specify required support spacing based on local wind and snow loads. Note whether roof rafters are engineered trusses (or type/size if not), and the roof covering type and number of layers.

- RequiredBack-Fed Panel DocumentationNote which home electrical panel the PV system will back-feed, its location and rating, plus photos of the service panel (including its interior label) and photos of labels on any sub-panel that will be back-fed.
- RequiredModule Spec SheetsPV module (solar panel) spec sheets showing STC rated watts (Pmp), Vmp, Imp, Voc, and Isc. Modules must be UL 1703 listed.
- RequiredInverter Spec SheetsInverter manufacturer spec sheets showing rated watts/volts and max AC output amps/voltage. Utility-tied inverters must be listed 'utility interactive' meeting UL 1741, with ground fault protection.

Sign Permit
Required for erecting, reconstructing, or remodeling most signs in Price City, per Chapter 4 (Sign Regulations / Sign Code) of the Price City Land Use Development and Management Code, § 4.9 (Sign Permit and Permit Fee Required). Applications go to the Zoning Administrator, who must issue the permit within 60 days of receipt if the proposed sign complies with the code. PermitBase could not locate the specific dollar fee amount in any Price City fee schedule published online — the code states only that the fee is 'established by resolution of the City Council' and identified in 'the approved fee schedule of Price City'; Price's own online Planning and Zoning Permit Fee Schedule (effective 1-1-2026) covers subdivision, rezoning, and conditional-use fees but does not list a sign line item, and no separate building-permit fee schedule with a sign line item was found on either priceutah.gov or Carbon County's building-permit pages (Price contracts building inspection to Carbon County).

Conditional Use Permit — Business Occupancy
VerifiedUnlike the Carbon County-administered building permit process (which folds a 'change of occupancy' into its generic building-permit definition with no separate fee), Price City's own Planning and Zoning Permit Fee Schedule publishes a genuinely distinct, separately-priced permit category specifically for occupying an existing building with a business use: the 'Conditional Use Permit — Business Occupancy' track, priced separately from the City's 'Conditional Use Permit — Development' track used for new construction/site development. This is the real change-of-use mechanism in Price: when a business (a new tenant, or an existing tenant changing its use) occupies a building, Price City Community Development Services reviews and prices that occupancy separately from any building-permit work, and ties it into the City's Business License process.

Requirements
- A business occupying an existing building within Price City limits, where the proposed use requires a Conditional Use Permit under the zoning ordinance -- reviewed by Community Development Services (Room 201, 435-636-3184)
- Completion of the Price City Business License application process (185 E. Main, Room 202) alongside or before the Conditional Use Permit, since the Business License guide states a business will be 'notified by Community Development Services' if a conditional use permit is required
- Passed building and/or fire inspection where required -- the Business License guide states 'all commercial businesses require an inspection'
- If the business is relocating from one Price City location to another, the same Business Occupancy review applies again: 'This may require a new building and/or fire inspection. A new Conditional Use Permit may also be required.'

EV Charger / EVSE Permit
EV charger installation for property within Price City limits falls under Carbon County's standard building permit process — the Carbon County Building & Planning Department issues all building permits for Price City, which has no independent building-permit function of its own. Carbon County's Building Permits page (carbon.utah.gov/service/building-permits/) lists 'Altering electrical, gas, or plumbing systems' among the reasons a permit is required, with no EV-charger or electric-vehicle mention anywhere on the county site. No dollar-amount valuation-based fee table could be located on Carbon County's website for building permits generally, let alone for electrical work specifically — the same fee-table gap that affects Price's other county-administered permit types. No fee is listed here and confidence is partial rather than borrowing a figure from a different jurisdiction.

Fire Sprinkler System Permit / Plan Review
Fire sprinkler system installation within Price City limits runs on two separate, non-substituting tracks depending on the building. For ordinary private commercial and industrial buildings, sprinkler plans are reviewed and inspected as part of Carbon County's standard commercial building-permit process — its Commercial and Industrial Structures checklist requires 'Fire sprinkler system plans, if required,' and the commercial building permit here already lists a distinct 'Fire Sprinkler' inspection — with no separate county or city fee published for that item. Separately, any building falling under the State Fire Prevention Board's jurisdiction per Utah Admin. Code R710-4 — publicly owned buildings including all public and private schools, colleges and universities; institutional occupancies such as hospitals, assisted living facilities and day care centers; and any place of assemblage where 50 or more persons may gather — requires a separate, mandatory Automatic Fire Sprinkler Plan Submittal filed directly with the Utah State Fire Marshal's Office in Sandy, UT, with its own published fee, in addition to and not instead of the local building permit. For other private buildings, Price City's own full-service Fire Department (87 North 200 East, 435-636-3187) is the Local Fire Authority under Utah Admin. Code R710-9 §8, with the State Fire Marshal stepping in only if the local authority does not complete the review; Price City's Fire Department publishes no distinct fire-sprinkler fee schedule.

Requirements
- Fire sprinkler system plans submitted as part of Carbon County's Commercial and Industrial Structures checklist for any Price City commercial/industrial building requiring sprinklers, reviewed and inspected within the standard county building-permit process (no distinct county fee published)
- For buildings under State Fire Prevention Board jurisdiction (Utah Admin. Code R710-4: publicly owned buildings, public/private schools/colleges/universities, institutional occupancies, and assembly occupancies of 50+ persons): a separate Automatic Fire Sprinkler Plan Submittal filed directly with the Utah State Fire Marshal's Office, in addition to the local building permit
- A completed Water Supply Analysis (static pressure, residual pressure, flow in gpm, source of information) per Utah Admin. Code R710-4-5, required before a State Fire Marshal submittal can even begin review
- Engineered hydraulic calculations, sprinkler drawings (number of sheets, dated), material submittals, and — where applicable — seismic calculations
- For property within Price City limits generally: proof of city zoning approval, per the same city/county split documented on this jurisdiction's other Carbon-County-administered permit types
Required documents
- RequiredAutomatic Fire Sprinkler Plan Submittal Form (Utah State Fire Marshal's Office)Official statewide form (firemarshal.utah.gov); fee is calculated directly on the form at $0.022 per square foot of the scope-of-work area, $75.00 minimum. Fire Alarm System Permit / Plan Review
Fire alarm installation inside Price City limits splits across two tracks. For an ordinary private building, alarm wiring is folded into the general Carbon County building/electrical permit under its 'Altering electrical, gas, or plumbing systems' trigger — Carbon County's Commercial and Industrial Structures checklist does not list 'fire alarm' separately (it calls for a general electrical plan and, separately, fire sprinkler plans), and no distinct city or county fire-alarm fee is published. Separately, any building under the State Fire Prevention Board's jurisdiction per Utah Admin. Code R710-4 — publicly owned buildings (including all public and private schools, colleges and universities), institutional occupancies (hospitals, assisted living facilities, day care centers and similar), and any place of assemblage where 50 or more persons may gather — requires a Fire Alarm Plan Review Submittal filed directly with the Utah State Fire Marshal's Office in Sandy, UT, carrying its own published fee, in addition to the local building permit. Price City's own full-service Fire Department (87 North 200 East, 435-636-3187) is the Local Fire Authority for other buildings under Utah Admin. Code R710-9 §8, but publishes no fire-alarm fee schedule — call them for a figure before bidding.
