Because Clinton's own code text defers to the state, and the statute (Utah Code § 15A-2-103) is the ultimate authority here, the 2024 editions of IBC/IPC/IMC/IFGC/IECC(commercial)/IEBC that took effect 2026-07-01 govern in Clinton even though the city's own Design Criteria PDF (rev. 07/03/2023) has not been confirmed updated to show them. Clinton's Design Criteria remains the authoritative source for items the statute revision did not change (IRC, 2015 IRC Ch.11, NEC, IFC, accessibility code) and for local specifics not covered by the statute.NOTE: Effective July 1, 2026 (now in force) — 2024 editions of IBC, IPC, IMC, IFGC, and IECC (commercial) replaced the 2021 editions statewide per Utah Code § 15A-2-103 (version effective 7/1/2026, superseded 1/1/2027; text independently re-verified live at le.utah.gov 2026-07-16). Clinton's Design Criteria document (last revised 07/03/2023) had not been confirmed updated to reflect this transition as of 2026-07-16 — confirm current adopted edition with the Building Division at (801) 614-0740. The 2021 IRC and 2020 NEC listed in Clinton's Design Criteria were unaffected by this statute revision (Utah's statewide NEC baseline is 2023; Clinton's Design Criteria was already one edition behind that baseline for an unrelated reason, per the NEC line above).

Electrical / Mechanical / Plumbing Permit (Utility Modifications)

Verified

Required for electrical, mechanical, and plumbing work in Clinton. Clinton's Design Criteria (rev. 07/03/2023) lists 2021 IPC, 2021 IMC, 2021 IFGC, and 2020 NEC, but the statewide-governing editions per Utah Code § 15A-2-103 are now 2024 IPC, 2024 IMC, and 2024 IFGC (effective 2026-07-01; Clinton's Design Criteria has not been confirmed updated) and 2023 NEC (unchanged by the 2026 revision, one edition ahead of what Clinton's Design Criteria lists). Simple utility-related modifications and appliance exchanges are charged a flat fee under the city's 'Other Inspection Fees' schedule rather than the valuation-based building fee table. EV charger/EVSE installation is electrical work and falls under this general permit; the FY 2026-27 Consolidated Fee Schedule does not publish an EV-specific line item — a charger circuit would be billed as an electrical service upgrade/new circuit under the valuation-based building fee table, not the flat $58.80 'Utility Related Modifications' rate (which is scoped to appliance exchanges).

EV Charger / EVSE Permit

Clinton City does not publish a distinct "EV Charger" or "EVSE" fee line item. Its Consolidated Fee Schedule (FY 2026-27) bills additions or modifications to existing electrical systems under a single valuation-based Building Permit Fee category ('Additions or Modifications to Existing Structures; Structural, Plumbing, Mechanical, and/or Electrical Systems'), assessed per Section 304 of the 1997 Uniform Administrative Code, Section 109 of the IBC, and Section R108 of the IRC — the same clause covering all trade work, not a specific EV category. A full-text search of the current fee schedule found no mention of "EV," "EVSE," "electric vehicle," or "charging station."

Change of Use / Certificate of Occupancy

Verified

Clinton does not publish a standalone, separately-fee'd "Change of Use Permit." Instead, Clinton City Zoning Ordinance Title 28, Chapter 1 requires a Certificate of Occupancy before any land is used or occupied and before any building is used or changed in use (§ 28-1-6), and separately empowers the Community Development Director to withhold "the issue of any Certificate of Occupancy for a change in the use of a structure or parcel of land" that would violate the Zoning Ordinance or any other city/state law (§ 28-1-8(1)). The Consolidated Fee Schedule (FY 2026-27, full text reviewed) has no distinct "Certificate of Occupancy" or "Change of Use" line item; § 28-1-9 authorizes the City Council to charge fees covering, among other things, "issuing Certificates of Occupancy," but no such fee is currently itemized apart from the Building Permit Fee the Certificate of Occupancy is applied for alongside. Where the change of use involves construction/conversion, it is billed under this file's residential-building-permit, commercial-building-permit, or commercial-tenant-improvement-permit entries. Where a new business simply occupies existing, unaltered space, Clinton's practical change-of-use gate is the Business License process (Clinton City Code Title 15): the Business License Official must "obtain the necessary approvals from the various City departments and divisions before issuing any business license" (§ 15-1-4(4)), and Business License Building/Fire Inspection Fees apply. For a standalone written zoning/use verification with no construction or license involved, Clinton's closest priced product is the $150.00 Zoning Compliance Inspection/Letter (Consolidated Fee Schedule, Service Fees, est. 2014).

  • A Certificate of Occupancy must be applied for coincidentally with the Building Permit application where construction or structural alteration accompanies the change of use (§ 28-1-6)
