Solar PV Permit
VerifiedRequired for residential rooftop, pole-mount, or ground-mount solar photovoltaic (PV) installations up to 12 kW AC that interconnect with Santa Clara City's municipal electric utility. Santa Clara City is its own power provider (not Rocky Mountain Power), so this permit bundles the building permit, a dedicated Solar Permit Application, and a required Renewable Net Metering & Interconnection Agreement into one process administered jointly by the Building Department and City Power Department. Commercial solar systems are not covered under this residential net metering policy and require a separate review/system impact study.

Commercial Building Permit
Required for new commercial construction in Santa Clara, regulated by the 2024 IBC (current statewide per Utah Code § 15A-2-103, effective 7/1/2026). Santa Clara City's own 'Building Permit Fees' schedule (effective January 2026) sets Building Fees as valuation-based per current ICC rates, with a 10% Plan Review Fee and a 1% Utah State Surcharge — the schedule does not publish a separate residential/commercial split or a dedicated commercial valuation table distinct from these generic rates.

Requirements
- New commercial construction regulated by the 2024 IBC (Utah Code § 15A-2-103(1)(a))
- Application submitted through the Santa Clara City Inspect online portal (utah.cityinspect.com)
- Project valuation stated on the application, based on current ICC Building Valuation Data rates per the city's own fee schedule

Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement and tenant finish work in existing commercial buildings in Santa Clara. No dedicated tenant-improvement checklist, application category, or fee line distinct from new commercial construction was found published on santaclarautah.gov as of 2026-07-19 — the same generic 'Building Permit Fees' schedule (effective January 2026) that governs the Commercial Building Permit entry in this file is the only identified fee mechanism.

Fire Sprinkler System Permit
Required for new fire sprinkler system installations and for remodel/tenant-finish sprinkler work in Santa Clara. Plan review and inspection are handled not by the Building Department but by Santa Clara-Ivins Fire Rescue (SCIFRU) — the joint fire agency serving both Santa Clara and Ivins — under Santa Clara City Code § 2.28.140 and the fee schedule adopted by Santa Clara City Council Resolution No. 2024-01R (effective January 10, 2024).
Reviewed 2026-07-20 · Source
Requirements
- New fire sprinkler system installations are billed by sprinkler head count tier, all at the same hourly plan review rate
- Remodel or tenant-finish sprinkler work uses a separate, lower-tiered fee track based on head count
- Underground flush and hydrostatic/acceptance testing required before final sign-off
- Installation without a permit triggers double the applicable fee plus a $100.00 penalty, per the SCIFRU fee schedule
- Governed by Santa Clara City Code § 2.28.140 (adopting the SCIFRU fee schedule by resolution) and Resolution No. 2024-01R

| Plan Review, New System (100 heads or fewer) | $126.00 per hour | Santa Clara-Ivins Fire Rescue fee schedule, Resolution No. 2024-01R (effective 1/10/2024), 'Fire Sprinkler Systems Plan Review' section, confirmed via direct page-image render (page 11): 'Plan Review (100 heads or fewer) — $126.00 per hour.' The same $126.00/hour rate applies at every published head-count tier (101-199, 200-299, over 300 heads) — the schedule does not step the rate up by system size. |
| Plan Review, Remodel or Tenant Finish (fewer than 5 heads) | $65.00 flat | Resolution No. 2024-01R, 'Fire Sprinkler Systems Plan Review — Remodel or Tenant Finish' section: 'Plan Review (fewer than 5 heads) — $65.00.' Confirmed via direct page-image render (page 11). |
| Plan Review, Remodel or Tenant Finish (5-50 heads) | $126.00 flat | Resolution No. 2024-01R: 'Plan Review (5 – 50 heads) — $126.00' (flat fee, not hourly, at this tier). Systems over 50 heads revert to $126.00 per hour. Confirmed via direct page-image render (page 11). |
| Underground Flush / Hydrostatic / Acceptance Testing (first 2 tests) | $60.00 each | Resolution No. 2024-01R, 'Acceptance Testing' section: 'Underground Flush — $60.00,' 'Hydrostatic Testing for First 2 Tests — $60.00,' 'Acceptance Testing for First 2 Tests — $60.00'; further tests are $60.00 each. | Fire Sprinkler Inspection / Re-Inspection | $135.00 each | Resolution No. 2024-01R, 'Inspection and Enforcement Fees' section: 'Fire Sprinkler Inspection — $135.00' and 'Re-Inspection — $135.00.' Confirmed via direct page-image render (page 14). |
| Stop Work Order / Installation Without a Permit | Stop Work Order $100.00; Installation without a permit = double the applicable fee plus $100.00 | Resolution No. 2024-01R, 'Inspection and Enforcement Fees' section: 'Stop Work Order — $100.00' and 'Installation without a Permit — Double fee plus $100.00.' These two figures are identical everywhere they recur in the fee table. Confirmed via direct page-image render (page 14). |
| Plan Review Expedited (Alarm or Sprinkler) — figure uncertain | Published inconsistently as either $252.00 per hour or $314.00 per hour | Resolution No. 2024-01R's 'Inspection and Enforcement Fees' table (page 14, confirmed via direct page-image render) lists 'Plan Review for Sprinkler System Expedited' TWICE with two different values: $252.00 per hour in the first listing (grouped with 'Plan Review for Alarm Expedited,' also $252.00/hour), and $314.00 per hour in a second, separately-repeated block further down the same table. A parallel 'Fire Watch' line item shows the same pattern ($75.00/hour + $150.00 minimum in the first block vs. $57.00/hour + $150.00 minimum in the second block). This could not be reconciled from the published PDF alone — both figures are quoted here rather than guessing which supersedes; confirm the current expedited-review rate directly with SCIFRU before relying on either number. Re-chased 2026-07-20: re-fetched the live cdn.santaclarautah.gov PDF fresh (still the only fee document on file) and re-rendered page 14 to a 200dpi PNG independently — the same duplicate '$252.00 per hour' / '$314.00 per hour' entries are still both present, confirming this is a genuine typo/duplication in the City's own adopted resolution, not a fetch or column-alignment artifact. Checked Santa Clara Municipal Code § 2.28.140 (American Legal Publishing codelibrary.amlegal.com) for a newer superseding fee resolution — it still cites 'Ord. 2024-01' as the governing fee-schedule ordinance, with no newer 2025/2026 resolution found via direct search or web search. Genuinely unresolvable without contacting SCIFRU directly. A second re-chase on 2026-07-20 checked whether SCIFRU's own dedicated website (scifire.us, distinct from Santa Clara's city site) or the joint agency's other member city, Ivins, hosts a cleaner or corrected copy: (1) SCIFRU's live site returned a Cloudflare 520 error at the time of this check, so its 'Fees, Forms & Permits' page (scifire.us/fees-permits/), 'About > Finance' page, and 'Risk Reduction' program page were all instead fetched via Wayback Machine archives (Aug-Oct 2024 snapshots) -- none host an independent fee-schedule document; the Fees/Forms/Permits page links only to the same Santa Clara-hosted PDF, a GRAMA records-request form, and the MedUSA ambulance-billing portal, with no alternate PV of the plan-review fee table. (2) Checked whether Ivins City (SCIFRU's other member city) separately adopted or re-published the same fee schedule under its own resolution numbering -- confirmed Ivins numbers its resolutions independently from Santa Clara (Ivins' own 'Resolution 2024-01R' is an unrelated solid-waste billing-fee increase, not the fire fee schedule), and no Ivins-hosted copy of the SCIFRU fire fee table was found via its Consolidated Fee Schedule documents (2021-18R and the 2024 amending Ordinance 2024-12, neither of which contains any fire/SCIFRU line items at all -- Ivins appears to defer entirely to Santa Clara's resolution as the single governing document, with no parallel copy to cross-check against). The $252/$314 duplication remains confirmed as an error in the sole surviving copy of the governing resolution, not a fetch artifact, and is not resolvable without a direct records request to SCIFRU or the Santa Clara City Recorder for the original signed/adopted version. |
Fire Alarm System Permit
VerifiedRequired for new fire alarm system installations, remodels, and additional-floor expansions in Santa Clara. Like the Fire Sprinkler System Permit, this is reviewed by Santa Clara-Ivins Fire Rescue (SCIFRU) under Santa Clara City Code § 2.28.140, with fees set by Resolution No. 2024-01R (effective January 10, 2024) — a fully distinct fee category from sprinkler plan review in the resolution's own table structure, though the published hourly rates happen to match.

Sign Permit
VerifiedRequired for monument, wall, free-standing, and temporary signs in Santa Clara City, per the city's Sign Permit Application and City Code Chapter 17.44 (Signs). Unlike most other permit types in this file, signs carry a distinct, directly published per-square-foot fee rather than a valuation-based building fee. Signs may not be installed until the permit is issued, and Planning & Zoning approval may be required before the application can be processed.

EV Charger / EVSE Permit
VerifiedSanta Clara City's Building Permit Fees schedule (effective January 2026) has no standalone "Electrical Permit," "EV Charger," or "EVSE" line item. Building Fees are assessed purely on construction valuation ("Based on Valuation," using current ICC rates), with a Plan Review Fee of 10% of the Building Fee — meaning EV charger/EVSE installation is billed through the same valuation-based Building Fee as any other permitted work, with no distinct electrical or EV carve-out. (The schedule's "Electrical Connect" and "Electrical Impact" entries are utility meter-size connection/impact fees for new water/power service, unrelated to permitting a charger installation.)

A certificate of occupancy must also be issued whenever the character or use of any building or land is proposed to change from one use to another, even where no new construction is involved. Santa Clara does not publish a standalone Change of Use or Certificate of Occupancy application, fee line, or review-timeline figure distinct from the general Building Permit Application/final-inspection process — this was checked directly against the city's Forms and Applications page, the Building Department page, and the January 2026 Building Permit Fees schedule on 2026-07-22, none of which list a dedicated product for this permit type.

Requirements
- No land may be used or occupied, and no building structurally altered or erected may be changed in use, until a final inspection has been completed and a certificate of occupancy issued by the city, per City Code § 17.04.070
- The certificate of occupancy must state that the building, its proposed use, or the use of the land complies with Title 17 (Zoning), including the provisions governing the renewing, changing, or extending of a nonconforming use
- A certificate of occupancy is also required whenever the character or use of any building or land is proposed to be changed from one use to another use, independent of any construction scope
- Where the use change is paired with construction/tenant-finish work, the associated Building Permit Application (see commercial-building-permit and commercial-tenant-improvement-permit entries in this file) governs the construction side; the certificate of occupancy is issued at final inspection under that same permit
Required documents
- RequiredBuilding Permit Application (CityInspect)Where a use change accompanies construction or tenant-finish work, it is processed through the same online Building Permit Application (utah.cityinspect.com) as the underlying construction, with the certificate of occupancy issued at final inspection. No separate standalone 'Change of Use' or 'Certificate of Occupancy' application form was found published on santaclarautah.gov as of 2026-07-22 — confirm the correct submittal path with the Building Department for a pure use-change with no construction scope.
Fee schedule
| Fee type | Amount | Notes |
|---|---|---|
| Certificate of Occupancy / Change of Use Fee — no dedicated line item found | Not published | The January 2026 'Building Permit Fees' schedule (cdn.santaclarautah.gov) contains no 'Occupancy,' 'Certificate of Occupancy,' or 'Change of Use' fee line (confirmed via direct full-text review of the two-page PDF on 2026-07-22). Where a use change is paired with construction, the standard valuation-based Building Fee, 10% Plan Review Fee, and 1% Utah State Surcharge apply to that underlying permit (see commercial-building-permit entry). For a pure use change with no construction scope, no fee mechanism is published; confirm directly with the Building Department, (435) 656-4690. |
