Sign Permit

Certificate of Occupancy / Change of Use (Business License Route)

Pleasant View City Code Section 18.60.020(C) makes a Certificate of Occupancy a distinct legal requirement, separate from the construction-permit process: 'No land shall be used or occupied and no building hereafter structurally altered or erected shall be used or changed in use... until a certificate of occupancy shall have been issued.' The Code specifically extends this to nonconforming-use changes: 'A like certificate shall be issued for the purpose of maintaining, renewing, changing or extending a nonconforming use.' Pleasant View does not publish a standalone change-of-use application, however -- in practice, a new occupant or a changed use in an existing commercial building is verified through the City's Business License process, which requires a Fire Department inspection and, for new applicants, a Safety Inspection performed by the City's contracted building inspector (Sunrise Engineering) before the license -- and lawful occupancy -- is granted.
