SMC 15.05.020(A): "All city of Shoreline permit fees shall be established by Chapter 3.01 SMC." Chapter 3.01 is a different title of the same code and was not read for this entry. WHAT THIS CHAPTER DOES PUBLISH IS A REFUND SCHEDULE, WHICH FEW CITIES IN THIS SET DO. The city manager or designee may authorise refunding of "One hundred percent of any fee erroneously paid or collected"; "Up to 80 percent of the permit fee paid when no work has been done under a permit issued in accordance with this code"; and "Up to 80 percent of the plan review fee paid when an application for a permit for which a plan review fee has been paid is with-drawn or canceled before any plan reviewing is done". THERE IS A HARD DEADLINE AND IT IS EASY TO MISS: no refund may be authorised "except on written application filed by the original permittee not later than 180 days after the date of fee payment." The clock runs from PAYMENT, not from cancellation, and only the ORIGINAL PERMITTEE can file. |
