THE 2021 EDITIONS, NAMED, WITH SIX IBC APPENDICES. LMC 14.04.010 adopts "that certain code, known as the International Building Code, 2021 Edition, as amended by Chapter 51-50 WAC, including the Appendix Chapters E, G, I, J, Q, and T therein, and the International Residential Code, 2021 Edition, as amended by Chapter 51-51 WAC, as the building code and standards of the city". Six appendix chapters is the most named by any city in this guide.THE CODE HAS A LOCAL NAME. IBC Section 101.1 as amended: "These regulations shall be known as the Building Code of the City of Lacey, Washington, hereinafter referred to as 'this code.'" So a reference to "the building code" in Lacey's own documents means this adopted-and-amended composite, not the model code as published.PLUMBING IS ROUTED OUT TO ITS OWN CHAPTER. IBC Section 101.4.3 as amended provides that "The provisions of the City of Lacey Plumbing Code as adopted by Lacey Municipal Code Chapter 14.06 shall apply to the installation, alteration, repair and replacement of plumbing systems", with state requirements governing private sewage disposal.RCW 19.27 - the Washington State Building Code applies statewide.

WHAT IS PUBLISHED, AND MATTERS MORE TO A BUDGET THAN THE PERMIT FEE ITSELF, IS THAT MONEY CHANGES HANDS BEFORE ISSUANCE ON SEVERAL FRONTS: "Any transportation mitigation fees are paid" is a prerequisite to issuance, as is "Public works construction improvements are completed, or a performance bond is posted with the city", and "If direct traffic mitigation is required, approved financial security is posted with the city". A project can therefore owe a bond and a mitigation fee before the building permit exists.
