Change of Use Permit
VerifiedEvanston does not maintain a separate stand-alone 'change of use' application or fee. Under City Code (Chapter 24, Zoning — Enforcement, Violations and Penalties), a building permit is valid only 'so long as the use of the building, structure or land remains the same as at the time of issuance'; a change of use therefore requires the property owner to obtain a NEW building permit through the standard Building Department process, charged under the same valuation-based fee schedule as any other building permit. A Certificate of Occupancy is issued at final inspection once the new-use permit's work and use are approved.

Requirements
- A building permit becomes void when the use of the building, structure, or land changes from what was in effect at issuance — a new building permit application is required for the new use, per City Code Chapter 24 (Zoning), Enforcement, Violations and Penalties
- Apply through the same iworq portal (portal.iworq.net/EVANSTON) and process used for the underlying building-permit type that matches the new use (e.g., commercial-tenant-improvement-permit for a commercial space use change)
- Buildings changing occupancy type are one of the explicit Wyoming State Fire Marshal plan-review triggers under W.S. § 35-9-108 — confirm whether your change of use requires State plan review in addition to the City permit
- A final Certificate of Occupancy is issued by the City once inspections for the new use are approved; builders remain responsible for correcting substantial subsidence occurring within one year of the Certificate of Occupancy's issuance or City acceptance, per the City's Technical Requirements
