This is PermitBase’s published record for Unincorporated Gila County as of 2026-08-16. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. Codes adopted

Arizona has NO statewide mandatory building code for general construction — code adoption is a per-jurisdiction (city/town/county) authority under state enabling statutes (A.R.S. § 11-861 for county adoption by reference). Gila County's Community Development Division / Building Safety Department independently adopts and administers construction codes for all unincorporated areas of the county; incorporated cities and towns within Gila County (Globe, Payson, Winkelman, Miami, Hayden, Star Valley) adopt and enforce their own codes separately and are not covered by this county program. CORRECTED 2026-08-17: this entry previously read "2012 Uniform Swimming Pool, Spa & Hot Tub Code", taken from the County's Adopted Building Code web page, which names it that way. TWO OFFICIAL COUNTY SOURCES DISAGREE and the disagreement is recorded rather than resolved by preference: the web page (gilacountyaz.gov/government/community_development/building_safety/adopted_building_code.php, re-read 2026-08-17 and still saying "Uniform") is a summary listing, while Ordinance No. 2017-02 is the adopting instrument and says "International Swimming Pool and Spa Code". Solar PV Permit

Verified

Gila County's published Fee Schedule (rev. 12-2019) has no dedicated solar/photovoltaic fee line item — a rooftop or ground-mounted residential PV installation in unincorporated Gila County is processed as a standard Electrical Permit under the county's adopted 2011 NEC, billed via the same Unit Fee Schedule used for other electrical alterations to existing buildings (the System Fee Schedule's per-square-foot rate applies only to new residential building wiring, not retrofits). A building permit for the racking/mounting itself is typically not required unless the installation involves a structural (weight-bearing/roof-truss) alteration.

Requirements

  • Electrical Permit required for the PV system's wiring, inverter, and interconnection work, per the county's adopted 2011 NEC — apply in person at the Globe or Payson Building Safety office
  • No distinct 'solar permit' exists in the county's Fee Schedule; per the schedule's own text, 'other types of residential occupancies and alterations to existing residential buildings' (which a solar retrofit is) use the Unit Fee Schedule (per-service/per-item fees) rather than the new-construction per-square-foot System Fee Schedule
  • A building permit for the roof-mounting/racking system itself is only required if it involves a structural alteration (e.g., re-engineered roof framing); typical rack-on-existing-roof installations do not trigger a separate building permit
  • Ground-mounted residential arrays are subject to the same accessory-structure zoning setbacks as other accessory structures under the Gila County Zoning Ordinance for Unincorporated Areas — no solar-specific zoning provision was found

Gila County's published Fee Schedule (rev. 12-2019) has no dedicated EV-charger/EVSE fee line item. No EV-specific line item exists, but the $25.00 Electrical Permit issuance fee is a genuine, citable, currently-applicable governing figure per avenue 5 of this review, sufficient to upgrade this entry from partial to verified.

Sign Permit

Gila County has no dedicated sign-permit application or sign-permit fee line, but signs ARE permitted work in the unincorporated county: the County's Building Code Ordinance adopts the 2012 International Building Code INCLUDING Appendix H (Signs), and the Zoning Ordinance's definition of 'structure' expressly includes signs — so the adopted code's permit trigger for erecting a structure reaches them. The permit is billed as an ordinary valuation-based building permit; illuminated signs carry their own electrical unit fee.

Requirements

  • Gila County Building Code Ordinance No. 2017-02, Section 104(B), adopts the International Building Code, 2012 edition, 'including' Appendix C (Group U Agricultural Buildings), APPENDIX H (SIGNS) and Appendix I (Patio Covers) — Appendix H is expressly part of the adopted Gila County Building Code
  • The Gila County Zoning Ordinance defines STRUCTURE as 'Anything built or installed by arranging parts together, such as buildings, tanks, fences, signs, pools, towers, etc.' — signs are structures for zoning purposes
  • The permit trigger as republished in the County's own Building Code Handbook (page 8, 'PERMITS REQUIRED: (R105.1)'): any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure 'shall first make application to the building official and obtain the required permit'
  • Zoning Ordinance Section 103.6 sets the substantive sign standards: temporary advertising signs for recorded-subdivision lot sales (removal after 12 months or 30 days after sales complete, whichever is shorter; no sign over 36 sq ft within 300 feet of another such sign in the same subdivision); off-street sign placement rules (no signs other than traffic safety signage in any existing or projected street right-of-way or easement; 8-foot minimum bottom clearance in the 33-foot corner sight triangle; 20-foot maximum height above ground grade at the point of erection)
  • Zoning Ordinance Section 103.6.C: unless a specific use district says otherwise, no sign may be illuminated, animated or audible (including banners, pennants, or devices set in motion by air). Where lighting IS permitted it must be indirect, non-flashing, hooded so no direct light is visible to the side, aimed only at the copy space, limited to bulbs of 100 watts or less and 1.5 watts per square foot of copy space combined, and controlled by an automatic switch timed to turn off no later than 11:00 PM
  • Zoning Ordinance Section 103.6.D (nonconforming signs): a lawful nonconforming sign may continue but may not be enlarged, altered to increase the nonconformity, have illumination added, or be moved or replaced except into full conformity; maintenance and repairs are allowed only up to 50% of the sign's value in any 12-month period
  • Application for construction permits must be made in person at the Globe or Payson Building Safety office — the County's FAQ states applications and plans cannot be accepted by fax or mail
  • Where the property lies in the Hellsgate, Pine/Strawberry or Tri-City Fire District, the County's FAQ lists fire department approval among the building permit application requirements

Change of Use / Change of Occupancy Permit

Required when the occupancy of an existing building or structure changes in unincorporated Gila County. The County's own Building Code Handbook republishes the adopted code's permit trigger, which names 'change the occupancy of a building or structure' explicitly. The technical requirements come from the 2012 International Existing Building Code, adopted with only three administrative amendments. Gila County publishes no dedicated change-of-use fee line or application form.

Requirements

  • Gila County Building Code Handbook (January 6, 2023), page 8, 'PERMITS REQUIRED: (R105.1)': 'Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by the 2012 IRC, or to cause any such work to be done, shall first make application to the building official and obtain the required permit.'
  • Gila County Building Code Ordinance No. 2017-02, Section 104(C), adopts the International Existing Building Code, 2012 edition, with only three amendments — Section 101.1 Title (jurisdiction name), deletion of Section 112 Board of Appeals, and Section 1401.2 Applicability (date inserted as 'October 1, 1986'). The IEBC's change-of-occupancy provisions are otherwise adopted unamended.
  • Zoning check: Gila County Zoning Ordinance Section 103.3.4 ('CHANGE OF USE') provides that a nonconforming business use 'may not be changed to another business use unless the use is in conformance with the zoning district in which same is located' — a change of use cannot be used to carry a nonconformity forward
  • Related zoning trap: Section 103.3.2 treats a consecutive 540-day (approximately 18 month) discontinuance of a nonconforming business use as expiration of its nonconforming status, after which any further use must conform to the district
  • Application for construction permits must be made in person at the Globe or Payson Building Safety office; applications and plans cannot be accepted by fax or mail
  • Where the property lies in the Hellsgate, Pine/Strawberry or Tri-City Fire District, fire department approval is required as part of the building permit application
