Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. Residential Building Permit (New Construction, Addition, Remodel, Accessory Structure)
Required for new single-family dwellings, additions, remodels, and larger accessory structures in the unincorporated areas of Gila County. The Gila County Community Development Division's Building Safety Department administers construction permitting outside the incorporated cities/towns of Globe, Payson, Winkelman, Miami, Hayden, and Star Valley. Applications must be submitted in person at either the Globe or Payson Building Safety office — the county does not accept applications by fax, mail, or (as of research date) a public online portal.

Gila County has no dedicated sign-permit application or sign-permit fee line, but signs ARE permitted work in the unincorporated county: the County's Building Code Ordinance adopts the 2012 International Building Code INCLUDING Appendix H (Signs), and the Zoning Ordinance's definition of 'structure' expressly includes signs — so the adopted code's permit trigger for erecting a structure reaches them. The permit is billed as an ordinary valuation-based building permit; illuminated signs carry their own electrical unit fee.

Tips & gotchas
- Building permit applications must be made IN PERSON at either the Globe office (745 N. Rose Mofford Way, Globe, AZ 85501) or the Payson office (608 E. Hwy 260, Payson, AZ 85541). The county does not accept applications or plans by fax or mail, and no public online self-service permitting portal was found for unincorporated Gila County as of July 2026 (unlike neighboring Maricopa County's Permit Center).
- This record covers ONLY unincorporated Gila County. The incorporated cities and towns of Globe, Payson, Winkelman, Miami, Hayden, and Star Valley each adopt and enforce their own building codes independently — do not apply the codes/fees to those jurisdictions.
- Gila County's adopted code cycle (2012 I-Codes, 2011 NEC, effective October 2, 2014 per Ordinance No. 2017-02) is notably older than several incorporated cities within the same county — e.g., the City of Globe updated to the 2021 I-Codes/2020 NEC via its own Ordinance No. 889 (October 2024). Always confirm which jurisdiction (county vs. city) actually governs a given parcel before relying on a code edition.
- The department's published goal is to complete the first plan review within 15 working days, with up to an additional 5 working days of administrative review possible — a combined ~15-20 working day range for building permits specifically. No equivalent published turnaround figure exists for standalone electrical/plumbing/mechanical/pool/manufactured-home permits.
- Residential building permits bundle plumbing, electrical, and mechanical permit fees into the building permit fee at no additional charge; commercial and multi-family projects do NOT get this bundling and are billed separately for each trade.
- Properties located in unzoned areas of Gila County qualify for a simplified flat-fee permit schedule (e.g., $175 for a single-family residence vs. the standard valuation-based fee) with fewer inspections and less review — ask the department whether a specific parcel is zoned or unzoned.
- Detached one-story accessory structures under 200 sq ft (garages, carports, sheds, cargo containers, etc.) do not require a building permit, but still require a $25 site plan review fee, and zoning/floodplain/wastewater regulations still apply even to exempt structures.
- A Discharge Authorization for a property's wastewater system is a prerequisite for the electric service to be green-tagged on a manufactured home installation — coordinate wastewater approval early.
- Only HUD-approved manufactured homes are permitted in unincorporated Gila County, a restriction in place since March 22, 2007.
- Building permits are valid for 180 days from issuance and remain valid as long as inspections continue; they expire after 6 months of inactivity, though free extensions are available for documented hardship.
- Plan review fee payments can be made by credit/debit card by phone (a 3% service fee is added), cash, or check payable to Gila County.
- Fire district approval is a required part of the application in the Pine/Strawberry, Hellsgate, and Tri-City fire districts — confirm which district (if any) applies to your parcel before submitting.
