Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.
- Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The City of Avondale independently adopts and administers its own construction codes through its Development Services Department / Building Services Division; it does not defer permitting to Maricopa County. Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family and two-family dwelling construction in the City of Avondale. Reviewed against the 2024 IRC and City of Avondale amendments (effective January 1, 2026). Applications are submitted electronically via the Avondale Citizen Portal (Accela Citizen Access).
Residential Addition / Remodel / ADU Permit
Required for room additions, remodels, alterations, and Accessory Dwelling Units (ADUs) on existing single-family residential property in Avondale. Reviewed against the 2024 IRC as adopted and amended by the City, plus Zoning Ordinance Section 28-33(a) for ADUs specifically.
Electrical Permit
Required for electrical installation, alteration, or repair work in Avondale, governed by the 2023 National Electrical Code (NEC) as adopted and amended by the City of Avondale.
Plumbing Permit
Required for plumbing installation, alteration, or repair work in Avondale, governed by the 2024 International Plumbing Code (IPC) as adopted and amended by the City of Avondale, including a stricter gas-piping minimum burial depth and added push-to-connect-valve restrictions.
Mechanical / HVAC Permit
Required for heating, ventilation, and air conditioning installations in Avondale, governed by the 2024 International Mechanical Code (IMC) as adopted and amended by the City of Avondale, and subject to the City's required minimum/maximum indoor temperature standard (IBC 1203.1).
Re-Roofing Permit
Required for residential and commercial re-roofing/roof replacement in Avondale. Unlike some neighboring Maricopa County cities, Avondale's adopted 2024 IBC/IRC amendments do not include a same-material/single-layer re-roofing permit exemption — a building permit is required for reroofing work, billed under the standard Building Permit valuation tiers.
Residential Solar Photovoltaic (PV) Permit
Required for installation of rooftop residential solar photovoltaic systems in Avondale. Governed by the City's dedicated Solar Plan Review Checklist (rev. 12/23/25), A.R.S. § 9-468 (solar construction permit standards), and the 2023 NEC as adopted and amended by the City of Avondale. Applications are submitted via the Avondale Citizen Portal under Application Type 'Solar'.
EV Charger / EVSE Installation Permit
Avondale has no separate permit type, fee line, or application category for electric vehicle charging station (EVSE) installation. Installing a Level 2 (240V) home or commercial EV charger requires a standard Electrical Permit, governed by the 2023 NEC as adopted and amended by the City of Avondale, the same as any other new dedicated circuit or panel work.
Demolition Permit
Required for demolition of any residential or commercial structure in Avondale. Requires coordination with Maricopa County Air Quality Department (MCAQD) NESHAP asbestos notification at least 10 business days before demolition begins.
Swimming Pool / Spa Permit
Required for in-ground and non-exempt above-ground swimming pools and spas in Avondale, governed by the 2024 International Swimming Pool and Spa Code (ISPSC) as adopted and amended by the City, with a stricter barrier-height requirement than the model code.
Sign Permit (Permanent / Temporary)
Required for the installation of permanent freestanding signs, permanent wall-mounted signs, and temporary signs/banners for commercial and business uses in the City of Avondale. Administered by the Development Services Department's Planning Division under the Avondale Zoning Ordinance sign regulations (Section 907); master-planned developments and multi-tenant centers with an approved Comprehensive Sign Plan on file follow that plan instead of case-by-case Zoning Ordinance review.
Automatic Fire Sprinkler System Permit
Required for the installation or modification of automatic fire sprinkler systems in new and existing buildings in Avondale. Avondale operates its own municipal fire department — Avondale Fire & Medical's Fire Prevention Division (Fire Marshal) — which conducts fire construction-permit plan review and inspections directly; it does not contract this function out to a regional or county fire authority. (The sole confirmed exception is school and government-facility fire plans, which are reviewed under an intergovernmental agreement with the Arizona State Fire Marshal's Office.) Governed by the currently adopted International Fire Code (IFC) and City amendments; the City's newly adopted 2024 IFC and Avondale Amendments (dated July 6, 2026) become effective August 5, 2026, superseding the previously adopted edition.
Fire Alarm, Detection & Notification System Permit
Required for the installation or modification of fire alarm, detection, and notification systems in Avondale. As with fire sprinkler systems, plan review and inspection are conducted directly by Avondale Fire & Medical's own Fire Prevention Division (Fire Marshal), not by a contracted or regional authority, and are billed and scheduled as a genuinely separate fee/permit product from the Automatic Fire Sprinkler System Permit on the City's own fee schedule.
Certificate of Occupancy / Change of Occupancy Permit
Avondale's mechanism for both (a) the final Certificate of Occupancy (C of O) required before any new-construction or tenant-improvement space may be occupied, and (b) a genuine change of tenant, business, or use in an existing commercial building with no construction work proposed — what many Arizona jurisdictions and this corpus label a stand-alone 'change of use' permit. Avondale does not have a separately named 'Change of Use Permit'; instead, both scenarios are processed as Building Division permit applications under the City's amended 2024 IBC Section 111 / IRC R110 (Certificate of Occupancy) and 2024 IEBC Chapter 6 (classification of work for existing buildings, including change of occupancy), with a dedicated 'no-work' Certificate of Occupancy valuation category for the no-construction case.

Tips & gotchas
- Arizona has no statewide mandatory building code — the City of Avondale independently adopts and amends its own construction codes and runs its own Development Services/Building Services Division program; it does not defer to Maricopa County for permitting within city limits.
- The City of Avondale adopted the 2024 ICC code suite (IBC, IRC, IEBC, IMC, IPC, IFGC, IECC, IPMC, ISPSC) plus the 2023 NEC, all effective January 1, 2026, per the City's Building Services Division page and its Building Code Adoption ordinance document.
- Unlike Buckeye, AZ (a neighboring Maricopa County city that publishes a same-material/single-layer re-roof permit exemption), Avondale's own adopted code amendments contain NO re-roofing permit exemption — reroofing always requires a building permit in Avondale, billed under the general valuation-based Building Permit Fee tiers.
- Automatic fire sprinklers are OPTIONAL (not mandatory) for one- and two-family dwellings and townhouses in Avondale (amended IRC R309.1/R309.2 use 'may' rather than 'shall') — a notable contrast with cities that mandate sprinklers via a cross-reference to the Fire Code.
- Avondale's required heating/cooling standard (amended IBC 1203.1) permits evaporative cooling alone to satisfy the requirement (max 88°F), unlike jurisdictions that mandate true refrigerated air conditioning.
- Climatic/geographic design criteria: 105 mph wind speed, Exposure B; Seismic Design Category B; 0 ground snow load; moderate-to-heavy termite potential; frost line depth 0 inches.
- The City's A.R.S. § 9-835 Development Services Review Timelines document (revised 10/31/2024, effective 06/10/2024) sets a SINGLE flat Building Division timeline of 16 business days for 1st review and 8 business days for each subsequent review — Avondale does not publish the tiered 'Residential Standard vs. Residential Misc.' timeline categories seen in some neighboring cities' guideline documents. The City's business week for this calculation is Monday–Thursday, and applications received after 3 p.m. start the clock the next business day.
- Construction work hours are restricted by Avondale City Code §§ 4-164/4-165: weekdays 5 a.m.–7 p.m. (summer, May 1–Oct 15) or 6 a.m.–7 p.m. (non-summer), and 7 a.m.–7 p.m. on weekends/holidays; an Extended Construction Hours Application is available to request exceptions.
- Demolition and qualifying renovation projects require a Maricopa County Air Quality Department (MCAQD) asbestos NESHAP notification submitted through the AQD Online Portal at least 10 business days before work begins — this requirement is stated directly on the City's own Building Permit Application, not just referred out to the County.
- Swimming pool barrier height is amended up to 60 inches (5 feet) in Avondale versus the 48-inch ISPSC model-code baseline; front-yard pools are categorically disallowed.
- A dedicated public-facing ADU guide ('Permitting an Accessory Dwelling Unit in Avondale') confirms ADUs go through the standard Residential Building Permit process (selectable as an Application Type on the Accela Citizen Access portal) plus a zoning compliance check under Zoning Ordinance § 28-33(a) — unpermitted ADU work is a compliance liability that transfers to the current property owner regardless of who built it.
- The City noticed a public hearing for July 13, 2026 to consider a new citywide user-fee resolution — the FY2026 Rates and Fees Schedule (effective 9/1/2025) used throughout this record is the most recent one confirmed live at time of research (July 2026); fee dollar amounts should be reconfirmed against the live Fee Schedule PDF if querying after that City Council date.
- The City's own Municode Code of Ordinances (Chapter 4, Buildings and Building Regulations) could not be directly retrieved — library.municode.com serves a JavaScript single-page app that does not render its ordinance text via a plain HTTP fetch (with or without browser headers); all code-adoption and amendment facts in this record are instead sourced directly from the City's own 'Building-Code-Adoption-Final.pdf' ordinance document (fetched successfully with a browser User-Agent header) and the City's Building Services Division web page, which is considered an equally authoritative first-party source.
- A dedicated 'Building Code Adoption' informational web page (avondaleaz.gov/.../building-code-adoption) is linked from Google's search index but currently 404s on the live site (confirmed via direct fetch and via a 301-redirect-to-itself); the underlying PDF it presumably described ('Building-Code-Adoption-Final.pdf') remains live and directly linked from the Building Services Division page, and was used as the primary amendment source in place of the missing HTML page.
