Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.
- Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/town/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Camp Verde's Community Development Department (Development Services) independently adopts and administers its own construction codes; it does not defer permitting to Yavapai County. - 2018 International Energy Conservation Code (IECC) — NOTE: the Town explicitly declined to advance to the 2024 IECC edition in the 2026 code update; Chief Building Official Roxanne Jasman stated 'the studies don't show that the cost of construction and different design aspects outweigh the benefits,' and no neighboring jurisdiction had adopted the 2024 IECC at the time of the Town's decision. - 2023 National Electrical Code (NEC), as published by the National Fire Protection Association, adopted by reference (Ordinance 2026-A512, effective 02-26-2026); electrical code cycle is one edition behind the 2024 ICC set, consistent with typical Arizona NEC adoption lag. A whole-house surge protector requirement was newly added for the 2024-cycle NEC adoption. Permit types & fees
Residential Building Permit (New Single-Family Home)
Required for new one- and two-family dwelling construction in the Town of Camp Verde. Reviewed against the 2024 IRC as adopted and amended by the Town via Ordinance 2026-A512 (effective February 26, 2026). Applications are submitted through the GovWell One-Stop Permitting Portal.
Residential Addition / Remodel / Accessory Structure Permit
Required for room additions, remodels, and non-habitable accessory structures on existing one- and two-family dwellings in the Town of Camp Verde, reviewed against the 2024 IRC as adopted and amended (Ordinance 2026-A512, effective February 26, 2026).
Residential Over-the-Counter (OTC) Permit — Electrical / Mechanical / Plumbing / Building
For minor residential building, electrical, mechanical, or plumbing projects (e.g., electrical service upgrades, yard gas lines, water heater installations) in the Town of Camp Verde, issued on a fast-track, minimal-plan-review basis relative to standard building permits.
Residential Solar Photovoltaic (PV) / BESS / Wind Turbine / Generator Permit
Required for installation of rooftop or ground-mounted residential solar photovoltaic systems, Battery Energy Storage Systems (BESS), wind turbines, and generators in the Town of Camp Verde. Governed by the 2018 IFC Solar Photovoltaic Requirements referenced by the Town and the 2023 NEC as adopted (Ordinance 2026-A512).
Manufactured / Modular / Factory-Built Home Installation Permit
Required for placement of Factory Built Buildings, Manufactured Homes, and Mobile Homes within the incorporated area of the Town of Camp Verde. The Town enforces installation standards for these structures under an Intergovernmental Agreement (IGA) with the Arizona Department of Fire, Building and Life Safety, Office of Manufactured Housing (OMH).
Demolition Permit
Required for demolition of any existing residential or commercial structure in the Town of Camp Verde, billed as a flat fee based on the number of structures on the same Assessor's Parcel Number.
Commercial Building Permit (New Building / Tenant Improvement)
Required for new commercial buildings, commercial accessory structures, tenant improvements, and multi-family buildings in the Town of Camp Verde. Reviewed against the 2024 IBC as adopted and amended by the Town via Ordinance 2026-A512 (effective February 26, 2026).
EV Charger / EVSE Permit
Installation of an electric vehicle charger (EVSE) at a Camp Verde property is electrical work, most likely processed under the Town's Residential Over-the-Counter (OTC) Electrical permit — the same fast-track category explicitly used for 'electrical service upgrades' — since no distinct EV-charger/EVSE line item exists in the Town of Camp Verde FY26 Fee Schedule.
Sign Permit (Commercial/Business Signage)
Required for installation of most commercial/business signage in the Town of Camp Verde, per the Sign Permit Application Checklist. Fees vary by whether the sign is illuminated, and dedicated no-fee tracks exist for flags/banners and A-frame (sandwich board) signs. Additional sign regulations are set by Section 404 (Signs) of the Town's Planning & Zoning Ordinance.
Fire Protection Systems Permit — Fire Alarm / Fire Sprinkler / Kitchen Hood Suppression / Above-Ground Storage Tank
Covers installation of fire alarm systems, fire sprinkler systems (NFPA 13/13R commercial and NFPA 13D one-and-two-family residential), commercial kitchen hood/Ansul suppression systems, and above-ground fire protection water storage tanks in the Town of Camp Verde. Submitted as a single Town 'Fire Protection Systems Permit Application' alongside the applicable system-specific application from Copper Canyon Fire & Medical District (CCFMD) — the independent special fire district that serves Camp Verde and directly reviews/fees these systems. Camp Verde does not have its own municipal fire department; it relies on CCFMD.
Change of Use / Certificate of Occupancy (processed via Commercial Tenant Improvement Permit)
The Town of Camp Verde does not publish a standalone 'change of use permit' or a standalone 'Certificate of Occupancy permit' application. A change in occupancy/use of an existing commercial building is processed through the Commercial Tenant Improvement Permit Application, whose own Town description explicitly covers 'either new or existing tenants and/or changes in occupancy.' A Certificate of Occupancy is then issued as the final step of that (or any) building permit's inspection sequence, per the Building Division's published process flow chart, at no separate charge — a distinct fee applies only if a Temporary Certificate of Occupancy is requested before full completion.

Tips & gotchas
- Arizona has no statewide mandatory building code — Camp Verde independently adopts and administers its own construction codes through its Community Development Department (Development Services), distinct from Yavapai County.
- Camp Verde adopted an entirely new 2024-cycle International Code set (IBC, IRC, IEBC, IFC, IFGC, IMC, plus 2023 NEC and a newly-adopted International Swimming Pool and Spa Code) via Ordinance 2026-A512, effective February 26, 2026 — replacing the prior 2018-cycle codes adopted under Ordinance 2019-A440. The energy code was deliberately NOT advanced and remains the 2018 IECC, per Chief Building Official Roxanne Jasman's cost-benefit rationale at the Town Council's January 2026 work session.
- Notable 2026 local amendments: wind design load reduced from 115 mph to 100 mph (Risk Category I); mandatory whole-house surge protectors; mandatory carbon monoxide detection for all occupancies with CO-producing appliances; a new tiny-house appendix to support affordable housing.
- Camp Verde publishes an unusually complete, genuinely governing set of review-timeline figures: a Building Division 'Flow Chart – Permit Application Process' gives specific business-day ranges by permit category (OTC/Demo 0-3, Solar/BESS 7-21, Non-Habitable Accessory Structures 7-14, Small Accessory Structures 14-35, Single-Family Home 21-35, Commercial 35-44, plus a 0-5 business-day initial completeness check and 1-2 business-day issuance after approval) — this is a rare and valuable degree of specificity for a small Arizona town and was the primary source for reviewTimelineDays in this file, cross-checked against the Development Permits page's broader week-based estimates.
- One confirmed gap: no published review-timeline figure exists anywhere (permits page, FY26 fee schedule, or Building Division flow chart) specifically for Manufactured/Modular/Factory-Built home installation permits — the flow chart's categories do not include a distinct line for this permit type, despite covering every other major category. This is a genuine, exhaustively-checked gap, not an assumption.
- Manufactured/factory-built home base installation fees are NOT Town-set — they follow the Arizona Office of Manufactured Housing (OMH) fee schedule directly per an intergovernmental agreement (A.A.C. §R4-34-501, §R4-34-801); only the Town's $180 plan review and $190 zoning clearance fees are locally set for this permit type.
- Fee schedule note: the FY26 Fee Schedule is effective 7/1/25, and the Development Permits page separately notes 'New fees effective 7/1/26' with an updated schedule to be posted — confirm whether a newer FY27 fee schedule has since superseded the dollar figures cited here for any time-sensitive fee calculation.
- All building permit deposits are explicitly NON-REFUNDABLE once collected, and Building Plan Review Fees become non-refundable once plan review has begun — this is a stricter refund posture than some other Arizona jurisdictions in this dataset.
- Yavapai County is also covered by cottonwood.json, prescott.json, prescott-valley.json, and sedona.json in this dataset — Camp Verde is a sixth, separate town in the same county.
