(1) The adopted FY2026-27 Consolidated Fee Schedule (Resolution 2026-1217, effective 7/1/2026) still lists 'Residential Manufactured Home - Plan Review — $180' at row 461, with no FY2026-27 change recorded against it. (2) The Town's own Development Permits page, in the 'Fees and Valuation' section immediately above the link to that same schedule, carries a bolded notice: 'Fee Update: The "Residential Manufactured Home – Plan Review" fee listed in the Town Fee Schedule is no longer charged.' The notice is specific to the residential manufactured-home line and does not extend to the Factory Built/Modular plan review fees, which remain $180. The adopted resolution is the authoritative instrument; the webpage notice is the department's statement of current practice and is the more favourable of the two for an applicant. - The base 'Residential Manufactured Home Set' and 'Factory Built/Modular Building' fees are NOT independently set by the Town — they follow the Arizona Office of Manufactured Housing (OMH) fee schedule directly, per the Town-OMH intergovernmental agreement (A.A.C. §R4-34-501, §R4-34-801). Only the Plan Review fee and the $190 Zoning Clearance fee are Town-set line items for this permit type — and the Town's Development Permits page now states that the $180 'Residential Manufactured Home – Plan Review' fee, though still printed in the adopted FY2026-27 schedule, is no longer charged.
- As of July 2026, no permit-specific plan-review turnaround (business-day figure) for manufactured/modular home installations specifically was found published on the Town's site, fee schedule, or Building Division flow chart (which covers Single-Family Home, Solar/BESS, Accessory Structures, Commercial, and OTC/Demo categories, but does not list a distinct Manufactured Home line) — this is a confirmed gap after checking the permits page, FY26 fee schedule, and flow chart PDF.
