Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.

The Town of Prescott Valley runs its own Development Services Department and independently adopts and administers its own construction codes under Chapter 7 (Building Regulations) of the Town Code; it does not defer permitting to Yavapai County. Manufactured/mobile homes are regulated directly by the State of Arizona (A.R.S. § 41-4001 et seq., Arizona Department of Fire, Building and Life Safety / Office of Manufactured Housing) for construction/installation standards; the Town issues its own separate Manufactured/Mobile Home permit for placement, foundation/tie-down, and site improvements (listed among the Town's Building Permit categories). From$26.75valuation-basedEV Charger / EVSE Permit
Prescott Valley has no EV-charger-specific permit type or fee line. An EV charger (EVSE) circuit is electrical work governed by the 2017 NEC as adopted by the Town, filed on the same Miscellaneous Electrical Application used for any other electrical addition/alteration, and billed under the Town's general Electrical Permit fee. No EV charger, electric vehicle, or EVSE line item was found on the Town's Comprehensive Fee Schedule, the Electrical Application, or its Permit Center page.
$32.10Commercial Building Permit (New Construction)
Required for new commercial building construction in Prescott Valley, reviewed against the 2018 IBC and Town of Prescott Valley amendments (Chapter 7 of the Town Code, effective January 1, 2020) plus ANSI A117.1-2009/2010 ADA accessibility standards. Applications use the Town's dedicated 'New Commercial Application' (part of the New Commercial Application Checklist packet, updated 12/2024), which is genuinely distinct from the Town's separate 'Commercial T.I. Application' used for interior tenant improvements to existing commercial space (see the Commercial Tenant Improvement Permit entry) — the two use different application forms, different submittal-deposit amounts ($321.00 New Commercial vs. $107.00 T.I.), and different document checklists (New Commercial requires a prior Engineering Permit, Special Inspections Agreement, Temporary Utility Agreement, and Water Meter/Water Tap applications that T.I. does not).
From$26.75valuation-basedCommercial Tenant Improvement (T.I.) Permit
Required for interior alterations, build-outs, and upgrades to existing commercial buildings/tenant spaces in Prescott Valley. This is a genuinely distinct permit from new commercial construction: the Town publishes a separate 'Commercial T.I. Application' and 'Commercial T.I. Application Checklist' (both updated 12/2024), with its own lower $107.00 application deposit (vs. $321.00 for New Commercial) and a lighter submittal packet that omits the Engineering-Permit prerequisite, Special Inspections and Testing Agreement, Temporary Utility for Construction Agreement, and Water Meter/Water Tap applications required for ground-up new commercial construction. Reviewed against the same 2018 IBC and Town amendments as new commercial construction; the Town's 2026 Turnaround Times document has no separate 'Tenant Improvement' review row — T.I. submittals are reviewed under the same square-footage-tiered 'Commercial Building Plans' timeline table used for new construction.
From$26.75valuation-basedSign Permit
Required before displaying, installing, altering, relocating, or replacing any sign in the Town of Prescott Valley, under Town Code Sec. 13-09-120 (Sign Regulations, Chapter 13 Zoning). The sign regulations were rewritten and re-codified by Ordinance No. 2024-947 on 12/11/2024 and were previously codified at Sec. 13-23-100. Applications are made on a form furnished by the Planning and Zoning Department and submitted through the Town's GoPost ePlan portal to Development Services. The Town charges a valuation-plus-area fee and doubles it as a penalty where the sign was installed before the permit issued.
From$0.15valuation-basedFire Sprinkler and Fire Alarm System Permit
Prescott Valley has no municipal fire department and adopts no fire code of its own - Town Code Chapter 7 (Building) adopts the IBC, IRC, IMC, NEC, IPC, IPMC, IFGC and IECC, and contains no International Fire Code article. Fire protection, fire code enforcement, and fire sprinkler and fire alarm construction permitting inside Town limits are performed by the Central Arizona Fire and Medical Authority (CAFMA), an independent special district headquartered at 8603 E. Eastridge Drive, Prescott Valley, whose coverage area encompasses the municipalities of Chino Valley, Prescott Valley and Dewey-Humboldt plus unincorporated central Yavapai County. The Town's own Resource Directory lists CAFMA as the emergency services provider for Prescott Valley. CAFMA runs its own SmartGov permitting portal, sets its own fees under A.R.S. Sec. 48-805(B)(13), and its fees appear nowhere in the Town's Comprehensive Fee Schedule.
From$683Change of Use / Certificate of Occupancy
In the Town of Prescott Valley a change of use is governed by Town Code Sec. 7-01-190 (Certificate of Occupancy) of the Town's Administrative Code: no change in the existing occupancy classification of a building or structure or portion thereof may be made until the building official has issued a certificate of occupancy, and changes in the character or use of a building must comply with all applicable codes for the new use. The Town publishes no standalone change-of-use application and no change-of-use or certificate-of-occupancy fee line - in practice a commercial use change is carried by a Commercial Tenant Improvement (T.I.) permit, which the Town's own Sign Permit Application Checklist confirms is the prerequisite step when 'changing your tenant use'.

Tips & gotchas
- Arizona has no statewide mandatory building code — the Town of Prescott Valley independently adopts and amends its own construction codes under Chapter 7 of the Town Code and runs its own Development Services Department; it does not defer to Yavapai County for permitting within town limits.
- The Town's currently adopted codes are the 2018 IBC/IRC/IPC/IMC/IFGC, 2017 NEC, and 2006 IECC (residential only), effective January 1, 2020 — the Town has explicitly NOT adopted the 2024 ICC code suite as of the last verification; a Town-published form titled 'Acknowledging 2024 ICC Codes Not Yet Adopted' confirms this.
- Climatic/geographic design criteria: IRC basic wind speed 115 mph (3-sec gust) / IBC 105 mph, Exposure Category C, Seismic Design Category C, 30 psf roof/ground snow load (non-reducible), 18-inch frost line depth, +15°F winter design temperature, moderate-to-heavy termite area, mean elevation 5,026 ft, Energy Efficiency Zone 4 (Dry B).
- The Town's permit review process runs on the GoPost ePlan online portal (gopost-prescottvalley.eplansoftreview.com) — nearly all permit types funnel through this system rather than paper/counter submittal.
- Trade permit fees (Mechanical, Electrical, Plumbing) are each charged as 'greater of a flat dollar amount or $ per square foot,' IN ADDITION to any applicable valuation-based Building Permit Fee — Mechanical $26.75/$0.02 psf, Electrical $32.10/$0.04 psf, Plumbing $53.50/$0.03 psf.
- Only two specific permit categories have a published, itemized flat-dollar plan-review turnaround time in the Town's 2026 Turnaround Times document: Commercial/Residential Building Plans (by size tier), Additions & Remodels, Accessory Structures, Engineering permits (by sheet count), Planning (PAC/IPR meetings), and Sign Permits. All other permit types (Electrical, Plumbing, Mechanical, Roofing, Solar, Demolition, Fence/Retaining Wall) are Miscellaneous permits governed instead by the Town's A.R.S. § 9-835 Required Timeframe Posting: 30 days Administrative Completeness, 60 days Substantive Review, 90-day overall statutory ceiling from submittal to final approval/denial.
- The Town offers premium Expedited Plan Review (third-party consultant primary reviewer, Town oversight) and Fast Track (in-house only) services for qualifying complete/code-compliant submittals, evaluated case-by-case; Fast Track for Custom Homes/Master Plans is 7 business days vs. the 30-day Standard Plan Review goal.
- No dedicated pool/spa-specific review-timeline or fee-schedule permit type exists as a standalone item beyond the general BOV Building Permit Fee schedule and the flat Swimming Pool/Spa inspection-category fees ($107 private pool, $214 public pool, $53.50 residential spa/whirlpool, $107 public spa/whirlpool — these exclude electrical/mechanical/plumbing trade fees, which are billed separately); Pool and Spa Permit applications use the Pool and Spa Application form.
- Contact information across the Town's own permit-application PDFs consistently lists 7501 E. Skoog Blvd. (Civic Center), phone 928-759-3050 (Development Services main) / 928-759-5535 (Permitting) / 928-759-3060 (IVR inspection scheduling), and email permitting@prescottvalley-az.gov / devserv@prescottvalley-az.gov — this differs from the 2025 AZBO Directory's listed 'Civic Circle' address and '928-759-3054' phone number, which appear to be stale; the Town's own live-site documents were treated as authoritative.
- Building Official Woody Lewis (wlewis@pvaz.net per the 2025 AZBO Directory) is publicly confirmed via a Town Facebook post celebrating 35 years of service, corroborating that he remains the Building Official; the Town's Community Development page (pvaz.net/149/Community-Development) does not offer an independently accessible staff directory.
