Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family and two-family dwelling construction in the City of Globe. Reviewed against the 2021 IRC and City of Globe amendments (Ordinance No. 889, effective late 2024). Applications are submitted through the City's CitizenServe online portal (Building Permit - New Construction application type) or in person at Globe City Hall, 150 N. Pine Street.
Stand-Alone Building Permit (Additions, Remodels, Accessory Structures)
Covers building-only work not part of a full Building Permit application — additions, remodels, patio covers, carports, and accessory structures — billed as a percentage of the full valuation-based Building Permit Fee Table. Applied for via the CitizenServe portal (Stand-Alone Building Permit application type).
Electrical Permit (OTC / Stand-Alone)
Required for electrical installation, alteration, or repair work in Globe, governed by the 2020 NEC as adopted and amended by the City. Common over-the-counter (OTC) electrical items (panel replacement, sub-panel wiring, well/pump, additional circuits) are flat-fee permits; larger stand-alone electrical work is billed as a percentage of the Building Permit Fee Table.
Plumbing Permit (OTC / Stand-Alone)

Unlike Solar Photovoltaic Systems, which has its own dedicated fee category, a Level 2 (240V) EV charger circuit is permitted and billed as ordinary residential or commercial electrical work under the City's standard Over-The-Counter (OTC) electrical fee items or the Stand-Alone Electrical Permit (valuation-based) process, depending on scope.
Demolition Permit
Required for demolition of any residential or commercial structure in Globe. OTC demolition fees differ for residential vs. commercial. Demolition permits are unique among Globe permits in expiring 90 calendar days after issuance with no extension allowed.
Manufactured Home / Park Model Permit
Required for placement of manufactured homes, park models, and factory-built buildings in Globe, per IRC Appendix AE (Manufactured Housing Used As Dwellings) as adopted and amended by the City. Statewide construction/installation standards for the factory-built structure itself are separately regulated by the Arizona Department of Fire, Building and Life Safety (Office of Manufactured Housing).
Swimming Pool / Spa / Hot Tub Permit

Certificate of Occupancy (including Change of Use)
Globe's CitizenServe portal and Fee Schedule list 'Certificate of Occupancy' and 'Temporary CO' as distinct permit application types, issued by the Building Safety Department (Building sign-off) together with the Fire Department (Fire sign-off), required before a building or portion of a building may be occupied, or before an existing building's occupancy classification or use is changed, under the City's adopted 2021 International Building Code (Section 111) and International Existing Building Code (Change of Occupancy provisions), as amended by Ordinance No. 889. Tips & gotchas
- Arizona has no statewide mandatory building code — the City of Globe independently adopts and amends its own construction codes and runs its own Building Safety Department; it does not defer to Gila County for permitting within city limits.
- IMPORTANT CODE-CURRENCY CORRECTION: a 2025 AZBO industry directory listing showed Globe still on the 2003 I-Codes and 2002 NEC. This research independently verified via the City's own Ordinance No. 889 (adopted October 22, 2024) that Globe has SINCE UPDATED to the full 2021 ICC code suite (IBC, IRC, IMC, IPC, IFGC, IECC, IFC, IPMC, IEBC, ISPSC) plus the 2020 NEC. Do not cite the old 2003/2002 cycle as current.
- Fees are NOT set within the adopted ICC codes themselves — Ordinance No. 889 explicitly deletes each code's own fee sections and cross-references a separately-adopted City fee schedule.
