A building permit is required for residential rooftop photovoltaic systems in Glendale. Photovoltaic work must comply with Glendale's currently adopted codes — the 2024 IRC and 2023 NEC (Ordinance O25-51, effective January 9, 2026). The applicant submits two complete sets of plans to the Development Services Center, including a site plan showing all buildings and the PV unit location, a three-line diagram, electrical one-line diagram, roof plan, cut sheets for all equipment, and specifications. The permit fee is valuation-based (Table 3A) calculated on the system's value including installation (before rebates).

  • Provide construction valuation (system value including installation, before rebates) on the permit application
  • An Arizona ROC-licensed contractor is required ('Qualified Personnel' as defined by the NEC); the 2023 NEC requires qualified personnel to install solar equipment and all wiring and interconnections
  • Specify applicable codes on plans (2024 IRC, 2023 NEC per the current Ordinance O25-51, effective January 9, 2026)
  • Note on plans: photovoltaic system shall be installed per NEC Article 690 with all required warnings, signage, and plaques

EV Charger / Electric Vehicle Charging Station Permit

Verified

The City of Glendale's Community Development Fee Schedule (effective 5/10/2019, still the current posted schedule) has no dedicated 'EV charger,' 'EVSE,' or 'electric vehicle' line item -- unlike solar PV, which has its own submittal checklist and is billed via the same itemized Electric Permit fee table. Installing a Level 2 (240V) home or commercial EV charging station requires a standard City of Glendale Electric Permit, billed under the fee schedule's per-component residential electrical items (base permit fee plus whichever of sub-panel, service-upgrade, or miscellaneous-circuit fees apply to the specific job), governed by NEC Article 625 (Electric Vehicle Power Transfer System) as adopted via the 2023 NEC.

Verified 2026-07-20 · Source

Requirements

  • A City of Glendale Electric Permit is required for installation of a Level 2 (240V, 50A+) EV charging circuit or dedicated EVSE branch circuit; per Arizona statewide practice and NEC Article 625 as adopted with the City's 2023 NEC, any new dedicated EV charger circuit requires electrical permitting and inspection
  • If the installation requires a new sub-panel, the fee schedule's flat Sub Panel fee applies in addition to the Electric Permit base fee
  • If the installation requires an electrical service upgrade (e.g., upsizing to accommodate charger load), the amperage-based Electrical Service fee tiers (200A or less vs. over 200A) apply instead of/in addition to the base fee
  • If a utility clearance is required to energize new service for the charger, the Electrical Clearance fee applies
  • Multi-family or commercial EV charging installations may require full plan review (one-line diagram, load calculation, site layout) rather than an over-the-counter residential permit -- coordinate with Development Services and, for service capacity questions, Glendale's utility provider (APS or SRP, depending on the parcel; Glendale itself does not operate the electric utility, unlike its water utility)
  • No dedicated EV-charger submittal checklist analogous to the City's Residential Photovoltaic System Submittal Checklist was found published; applicants should use the standard residential electrical permit submittal process

Accessory Dwelling Unit (ADU) Permit

Verified

An Accessory Dwelling Unit (ADU) is a secondary living unit on the same lot as a single-family detached dwelling, with a kitchenette or kitchen, bathroom, and sleeping area. Glendale permits one attached ADU and one detached ADU per single-family lot (or up to two detached ADUs on lots one acre or more if one is deed-restricted as affordable housing). ADUs must not exceed 1,000 square feet. A Zoning Clearance Letter from the Planning Division is required before submitting construction documents. All ADUs must have separate utility meters (including a separate city water meter from the main dwelling).

Verified 2026-07-16 · Source

Requirements

  • A Zoning Clearance Letter (reviewed and approved by the Planning Division) is required before submitting construction documents or permit applications; contact Planning at 623-930-2800
  • ADU must not exceed 1,000 square feet
  • All ADUs must have separate utility meters, including a separate city water meter (requires a new water tap to the city main; work in the right-of-way requires additional permits and a specially licensed contractor)
  • No more than one attached ADU and one detached ADU per lot; on lots one acre or more, up to two detached ADUs if one is recorded as a restricted-affordable unit
  • ADU setbacks: rear and side setbacks of no less than 5 feet; front setback per zoning district requirements
  • ADU shall not be sold or conveyed separately from the primary dwelling
  • ADU shall not have a separate street address; it shares the primary dwelling's address with a Unit 1 or Unit 2 suffix
  • ADU impact fees (attached or detached): fire, library, parks and police impact fees are charged at 25% of the single-family rates; water and sewer impact fees apply only if the ADU's added demand requires upsizing the home's water meter, in which case the fee is the difference between the existing and upsized meter impact fees (ARS 9-463.05.U.1) — per the ADU Requirements document revised 6/25/2026 and the Impact Fee Schedule updated 6/24/2026

Fire Sprinkler / Fire Alarm Permit

Verified

The Glendale Fire Department (established 1912) reviews and permits its own fire protection systems directly, rather than through an outside fire district — it is one of the Arizona municipalities with its own locally-enacted fire code (2024 IFC with Glendale amendments, adopted by Ordinance O25-52 effective January 9, 2026). Automatic fire sprinkler systems, fire alarm systems, and fire alarm panels are each selected as distinct line items on the single 'Glendale Fire Department Construction Permits' checklist submitted with plan review, and each carries its own fee schedule. Small tenant-improvement-scale sprinkler and alarm work can qualify for an expedited Over-the-Counter (OTC) permit instead of full plan review.

Certificate of Occupancy / Change of Occupancy

Verified

Glendale's real local equivalent of a 'change of use' permit is its Certificate of Occupancy (CO) process, issued by the Building Safety Division. All new businesses, and any change of ownership, change of FEIN, or change of business name, require a Certificate of Occupancy in the new business's name. If construction work (fire, mechanical, electrical, plumbing, or structural) is involved, a Tenant Improvement permit application and plans must be submitted; if no construction work is anticipated, a 'No Work Certificate of Occupancy' (NWCO) application is submitted instead. A separate Change of Occupancy or Use fee applies when the classification of use changes, per the City's fee schedule (charged hourly, 2-hour minimum, for plan review and inspection). Existing buildings vacant for one year or longer require a new Certificate of Occupancy before occupancy resumes.

Verified 2026-07-23 · Source

Requirements

  • Determine whether construction work is involved: if yes, submit a Tenant Improvement Permit Application and plans; if no, submit a 'No Work Certificate of Occupancy' (NWCO) application with the business name
  • For a standard (post-final-inspection) Certificate of Occupancy request, email the project name, project address, building permit number, and contact information to COORequest@glendaleaz.com after passing all final inspections
  • For a No Work Certificate of Occupancy, submit the completed application to permits@glendaleaz.com; Development Services staff will follow up by email for payment ($114.35 total fee)
  • Schedule and pass the Building Safety inspection (NWCO inspection code 162), which reviews items such as visible address/suite numbers, illuminated and visible exit signs, tested emergency lighting, unobstructed exits, current fire extinguisher service tags, no exposed wiring, annual fire alarm panel and AFES testing logs on-site, and ADA-compliant exit door hardware
  • A new Certificate of Occupancy is required before resuming occupancy of any building or structure that has been vacant for one year or longer
  • When a Change of Occupancy or Use is involved (a change in the classification of use rather than simply a new tenant in the same occupancy), the hourly Change of Occupancy or Use plan review and inspection fees apply in addition to any Certificate of Occupancy fee

Required documents

  • OptionalNo Work Certificate of Occupancy (NWCO) applicationApplication used when no construction work is being performed for a new business, ownership change, FEIN change, or business name change; per the NWCO Guide for Businesses
  • OptionalCertificate of Occupancy request emailProject name, address, building permit number, and contact information emailed to COORequest@glendaleaz.com after final inspections pass on a permitted project
