Codes adopted

Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/town authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Guadalupe is a small incorporated town (population approx. 5,000-5,500) that independently adopts and administers its own construction codes through its Building Safety Department / Building Inspector; it does not defer permitting to Maricopa County. Residential Solar Photovoltaic (PV) Permit

Verified

Required for installation of rooftop or ground-mount solar photovoltaic systems within Guadalupe town limits. The Town uses a single combined Building/Electrical/Mechanical/Plumbing Permit Application; a solar installation is submitted on this same form, checking both the Building (structural/racking) and Electrical (New service/Other Electrical) trade sections. No dedicated solar/photovoltaic fee line exists -- the Town does not publish a separate flat-fee electrical schedule, so both the structural and electrical scopes are computed from contract valuation using the same Building Permit Fee table (ADOPTED April 23, 2020) that governs all other permit types. Fees are also capped by Arizona's statewide solar-permit statute, A.R.S. 9-468.

Verified 2026-07-20 · Source

Requirements

  • Town of Guadalupe Building Permit Application (combined Building/Electrical/Mechanical/Plumbing form) submitted with three (3) sets of plans to the Building Safety Department
  • Construction plans must indicate the location of the photovoltaic system installation, including roof plan and elevation, mounting details, and an electrical diagram, per A.R.S. 9-468 -- unless a qualifying online automated permitting platform is used, in which case a one-line or three-line electrical diagram is not required
  • Per A.R.S. 9-468, any building or permit fee assessed by the Town for solar construction must be attributable to and cover only the actual expense of the service, and must not exceed the actual cost of issuing the permit
  • Per A.R.S. 9-468, the Town may not require a stamp from a professional engineer for a solar photovoltaic system unless an engineering stamp is deemed necessary, with written justification provided
  • Electrical work valuation is reviewed under the same Building Permit Fee table as the structural scope — the Town publishes no separate flat-fee electrical schedule

EV Charger / Electric Vehicle Charging Station Permit

Verified

Installing an EV charger circuit in Guadalupe requires the Town's combined Building Permit Application (Building/Electrical/Mechanical/Plumbing), governed by the 2011 National Electrical Code (NEC) as locally adopted. The form's Electrical section has itemized fields for 'New service (amps),' 'Sub panels,' '# of Outlets, Switches,' 'Motor, Transformer, Generator,' '# of Electrical SIGNS,' 'Temp. Power Pole,' and a catch-all 'Other Electrical' field -- confirmed by direct inspection of the current fillable PDF -- but no dedicated EV-charger/EVSE field. An EV charger circuit is billed under the same general valuation-based Building Permit Fee table used for all other electrical work, entered via the 'Sub panels' field (if a subpanel is added) or the 'Other Electrical' catch-all field (for a straightforward dedicated circuit).

Verified 2026-07-20 · Source

Requirements

  • Submit the Town's combined Building Permit Application, checking the Electrical section -- use the 'Sub panels' field if the EV charger install adds a new subpanel, or the 'Other Electrical' catch-all field for a straightforward dedicated circuit off the existing panel; there is no dedicated EV-charger field
  • Declare the contract valuation of the electrical work; the fee is computed from the Town's general valuation-based Building Permit Fee table (Fee Schedule exhibit, ADOPTED April 23, 2020) -- the same table used for all other permit types
  • Unlike solar (A.R.S. 9-468, which caps solar permit fees at the Town's actual cost of issuance), no equivalent Arizona statutory fee cap was found for EV charger permits -- the full valuation-based fee schedule applies without a statutory ceiling
  • Inspections must be requested 24 hours in advance by emailing binspector@guadalupeaz.org or calling 480-505-5360
  • The permit becomes null and void if construction is not begun within 180 days of issuance, or if work is suspended/abandoned for 180 days, per the Town's own application form

Commercial Building Permit

Verified

Required prior to constructing any new commercial building, or an improvement or alteration involving more than 25% of an existing commercial structure, within the Town of Guadalupe (Town Code § 150.20, which applies generally to 'any existing structure' and is not limited to residential use). The Town of Guadalupe Building Safety Department is the issuing authority — the application is the same combined Building/Electrical/Mechanical/Plumbing form used for every other permit type here, and no intergovernmental agreement, Maricopa County contract or private plan-review contractor appears anywhere on the Town's website, Code of Ordinances or Council agenda packets. The Building section of that form has adjacent 'Residential' and 'Commercial' checkboxes plus generic 'Use / Sq. Ft.', '# of Stories', 'Type(s) of Construction' and 'Occupancy Use(s)' fields that apply once 'Commercial' is checked. Tenant improvement work is not a separate permit type in Guadalupe: the same form has one generic 'Tenant Improvement Sq. Ft.' field, alongside Room Addition, Patio Cover/Porch, Balcony/Deck and Garage Conversion, used regardless of the Residential or Commercial checkbox and billed under the identical valuation-based Building Permit Fee table. No distinct commercial-only or tenant-improvement-only application, checklist or fee line exists.

From the Fee Schedule exhibit attached to the Town of Guadalupe Building Permit Application, adopted April 23, 2020 — the current fillable PDF. The same table governs residential and commercial construction alike and also covers tenant-improvement work entered under the form's 'Tenant Improvement Sq. Ft.' field. Note that the same fee table republished in the Town Code of Ordinances § 150.01(B) shows slightly different marginal per-$1,000 rates in several brackets. The figures here follow the Town's own attached Fee Schedule PDF; if the difference is material to your budget, confirm the rate with the Town before you submit.

Sign Permit

Verified

Guadalupe has no standalone Sign Permit application, checklist or dedicated fee page. Signage is handled on two separate tracks. On the construction and electrical side, the Town's combined Building/Electrical/Mechanical/Plumbing Permit Application has a dedicated '# of Electrical SIGNS' field in its Electrical section, billed under the same general valuation-based Building Permit Fee table used for every other trade. On the zoning and placement side, Town Code Chapter 154 (Zoning), §§ 150.140 through 154.148, governs signage as an accessory use permitted on-site within every zoning district — residential, commercial C-1/C-2/C-M, and Planned Area Development — with billboard signs specifically requiring a Conditional Use Permit from the Town Council under §§ 154.147-154.148.

Requirements

  • There is no separate sign permit application — signs go on the Town's combined Building Permit Application, and an illuminated or electrical sign uses the Electrical section's “# of Electrical SIGNS” field. The fee is billed under the general valuation-based Building Permit Fee table (Fee Schedule exhibit, adopted April 23, 2020). Use the Town's current fillable PDF application, the same form used for its other permit types.
  • On-premise (non-billboard) signage is governed by Town Code Chapter 154 Zoning, §§ 154.140-154.148 -- every district section reviewed (single-family residential §154.065, commercial C-1/C-2/C-M, and Planned Area Development) cross-references this same range for 'signing requirements,' confirming sign placement standards apply town-wide rather than only in commercial zones
  • The dimensional standards in the general on-premise sign sections (§§ 154.140-154.146) — permitted area and height for a routine wall or monument sign — are not reproduced here. The section numbers and cross-reference language are confirmed from the Town's own zoning-district text, but the numbers themselves need to be read from the code. Open the Town's code library in an ordinary web browser, or ask the Building Safety Department for the permitted area and height for your sign type, before you order a sign.
  • Billboards require a Conditional Use Permit (CUP) from the Guadalupe Town Council, filed on the 'Planning and Zoning Application for Variance, Conditional Use, or Zoning Change' form — the same form used for other zoning entitlements. Under § 154.147, a billboard must be more than 300 ft from an existing freeway, no larger than 300 sq ft of sign face area, no taller than 30 ft, and not within 200 ft of the property line of any parcel zoned to allow single-family residential use.
  • Per § 154.148, the CUP fee for a billboard sign is a minimum of $5,000 or $5 per square foot of sign area, whichever is greater, in addition to any application fees, variance fees, building permit fees, and any other fees that may be required
  • Complete/accepted Planning and Zoning applications (including a billboard CUP) must be submitted to the Town Clerk in final form no less than 30 days prior to the scheduled Town Council meeting at which they will be heard, and the applicant must attend all public hearings/meetings

Fire Sprinkler and Fire Alarm System Permit

Verified

The Town of Guadalupe has no municipal fire department of its own. As of October 2025, fire protection and emergency medical services for the Town are provided under contract by the Arizona Fire & Medical Authority (AFMA), a multi-district Joint Powers Authority (JPA, established 2017, headquartered in Sun City West, AZ) that also serves the North County Fire & Medical District (Sun City West/Wittmann), South County Fire & Medical District (Sun Lakes/Tonopah), and Buckeye Valley Fire District. AFMA's Community Risk Management / Fire Prevention Division, not any Town of Guadalupe department, administers 2018 International Fire Code plan review and permitting for automatic fire sprinkler, standpipe, and fire alarm/detection systems within Guadalupe; the Town's own Building Permit Application and Fee Schedule (ADOPTED April 23, 2020) has no fire-sprinkler/alarm-specific fee line.

Requirements

  • Fire protection and EMS for the Town of Guadalupe is contracted to the Arizona Fire & Medical Authority (AFMA), a Joint Powers Authority that began serving Guadalupe in October 2025 -- confirmed independently on both the Town's own Fire Department page and AFMA's own Authority Overview page, which lists Guadalupe among AFMA's served areas alongside Buckeye Valley, Sun City West, Sun Lakes, Tonopah, and Wittmann
  • Fire code enforcement, plan review, and permitting for automatic fire sprinkler systems, standpipes, and fire alarm/detection systems within Guadalupe are administered by AFMA's Community Risk Management / Fire Prevention Division under the 2018 International Fire Code as amended by AFMA (adopted via Resolution No. AF20-0922-1), not by the Town of Guadalupe's Building Safety Department
  • New sprinkler/alarm installations require a plan-review consult scheduled through AFMA's online Appointment Scheduler / consultation request, followed by formal construction-plan review by the Community Risk Management Division before permit issuance
  • Contractors performing ongoing inspection, testing, and maintenance (ITM) on installed fire/life-safety systems must electronically submit compliance reports through The Compliance Engine platform, per AFMA's Code Enforcement / Plans Review page
  • The Town of Guadalupe's own Building Permit Application / Fee Schedule exhibit (ADOPTED April 23, 2020) contains no fire-sprinkler or fire-alarm-specific fee line -- AFMA, not the Town, reviews and permits these systems and bills for that review separately
  • AFMA's Governing Board has adopted a fee schedule for Community Risk Management/prevention services generally, but no current fee-schedule document with dollar figures is published. The only fee-schedule PDF on afma.az.gov is the 2019 edition, and that document link no longer resolves — request current figures from AFMA directly.

Change of Use / Change of Occupancy

Verified

Guadalupe publishes no separate Change of Use or Change of Occupancy permit application, checklist, or fee. The Town's Planning & Zoning applications list — Development Plan Review, Site Plan Review, Pre-Application Conference, General Plan Map/Text Amendment, Municipal Code Text Amendment, PAD Rezoning, Zoning District Map Amendment, Use Permit, Variance, Prop 207 Waiver, Minor Land Division, Zoning Verification, Large Animal Use Permit, Short-Term Vacation Rental Registration, Appeal, and Owner Verification — contains no certificate-of-occupancy or change-of-use product. A change in use or occupancy classification is processed on the Town's single combined Building Permit Application: check the applicable Residential or Commercial box and, where buildout is involved, fill in the form's 'Tenant Improvement Sq. Ft.' field. It is billed under the Town's general valuation-based Building Permit Fee table. Tenant improvement work has no separate Guadalupe permit either.

Requirements

  • No standalone Change of Use / Change of Occupancy permit product exists in Guadalupe -- confirmed against the Town's own Planning & Zoning Applications page, none of whose 15 listed application types is a Certificate-of-Occupancy or Change-of-Use/Occupancy application
  • A change in a building or tenant space's use or occupancy is processed through the Town's single combined Building Permit Application — check the applicable Residential or Commercial box in the Building section, and use the generic 'Tenant Improvement Sq. Ft.' field if the change involves buildout.
  • The resulting work, and any associated occupancy change, must conform to the Town's zoning ordinance in addition to Chapter 150 (Town Code § 150.02), and to the 2012 Uniform Building Code as adopted by the Town (Town Code § 150.01(A)), for the new use
  • If the new use is not already permitted by right in the applicable zoning district, a separate Use Permit or Variance Application (from the Town's Planning & Zoning Applications page, requiring a Town Council public hearing) is a distinct, additional process from the building permit itself -- not a substitute 'change of use' product
  • Certificate of Occupancy issuance follows the same Building Safety Department process as the Town's other permit types; copies of current Certificates of Occupancy can be requested from the Building Inspector (binspector@guadalupeaz.org, 480-505-5370)

Required documents

  • RequiredPermit Application (Town of Guadalupe Building Safety Department)The same combined Building/Electrical/Mechanical/Plumbing form Guadalupe uses for every permit type. Check the applicable Residential/Commercial box and, if buildout is involved, fill in the 'Tenant Improvement Sq. Ft.' field.
  • OptionalUse Permit Application or Variance Request Application (Town of Guadalupe Planning & Zoning)Required only if the new use is not permitted by right in the applicable zoning district; a separate zoning-entitlement process from the building permit, requiring a Town Council public hearing

Town of Guadalupe Building Permit Application, Fee Schedule exhibit, ADOPTED April 23, 2020 -- neither that Fee Schedule exhibit nor the Town's Code of Ordinances carries a distinct 'change of occupancy, no work proposed' fee line (unlike, for example, Apache Junction's $150 flat fee for that scenario). A pure change of use with zero construction work does not appear to have a dedicated billing mechanism on the Town's published fee schedule -- call the Town before applying.
