Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Required prior to constructing any new single-family residential structure, or an improvement involving more than 25% of an existing structure, in the Town of Guadalupe. Reviewed against the 2012 Uniform Building Code (UBC) as adopted and amended by the Town. As of October 2025, fire protection and emergency medical services for the Town are provided under contract by the Arizona Fire & Medical Authority (AFMA), a multi-district Joint Powers Authority (JPA, established 2017, headquartered in Sun City West, AZ) that also serves the North County Fire & Medical District (Sun City West/Wittmann), South County Fire & Medical District (Sun Lakes/Tonopah), and Buckeye Valley Fire District. AFMA's Community Risk Management / Fire Prevention Division, not any Town of Guadalupe department, administers 2018 International Fire Code plan review and permitting for automatic fire sprinkler, standpipe, and fire alarm/detection systems within Guadalupe; the Town's own Building Permit Application and Fee Schedule (ADOPTED April 23, 2020) has no fire-sprinkler/alarm-specific fee line.

Tips & gotchas
- Arizona has no statewide mandatory building code — the Town of Guadalupe independently adopts and amends its own construction codes through its Building Safety Department; it does not defer to Maricopa County for permitting within town limits.
- Guadalupe is unusual among Maricopa County municipalities in still using the older Uniform Codes family rather than the International Codes: 2012 Uniform Building Code (UBC), 2012 Uniform Mechanical Code (UMC), 2012 Uniform Plumbing Code (UPC), and 2011 National Electrical Code (NEC). This was confirmed as genuinely current — not a stale directory artifact — by reading the Town's own live Code of Ordinances (Chapter 150), which shows these same code editions still in force as of the current supplement (current through Ordinance O2024.02, passed 11-14-2024; Chapter 150 itself last amended by Ord. O2020.08/O2020.19, both passed 4-23-2020).
- The Town does NOT use the Uniform Building Code's own Table 1-A valuation fee schedule — Town Code § 150.01(B) explicitly states that schedule 'is not adopted,' and instead the Town Council adopts its own fee table 'from time to time' (§ 150.20). The table currently in force was adopted April 23, 2020.

- There is no separate flat-fee schedule for electrical, plumbing, mechanical, re-roofing, or demolition permits — all permit types are billed from the same single valuation-based Building Permit Fee table (a $50 minimum for $1-$500 valuation, scaling up through $9,700 + $4/additional $1,000 above $1,000,000), unlike some larger Maricopa County cities that itemize flat fees per fixture/unit/permit-subtype.

- Manufactured home placement is a two-step, more involved process unique among the baseline permit types: a Conditional Use Permit (with a Town Council public hearing, ~60 days, $50 fee) must be obtained BEFORE a building permit application, which itself carries a $750 sewer connection fee on top of the standard valuation-based building permit fee.
