Residential Solar Photovoltaic (PV) Permit in Guadalupe, Arizona
Required for installation of rooftop or ground-mount solar photovoltaic systems within Guadalupe town limits. The Town uses a single combined Building/Electrical/Mechanical/Plumbing Permit Application; a solar installation is submitted on this same form, checking both the Building (structural/racking) and Electrical (New service/Other Electrical) trade sections. No dedicated solar/photovoltaic fee line exists -- the Town does not publish a separate flat-fee electrical schedule, so both the structural and electrical scopes are computed from contract valuation using the same Building Permit Fee table (ADOPTED April 23, 2020) that governs all other permit types. Fees are also capped by Arizona's statewide solar-permit statute, A.R.S. 9-468.

When you need this permit
- Town of Guadalupe Building Permit Application (combined Building/Electrical/Mechanical/Plumbing form) submitted with three (3) sets of plans to the Building Safety Department
- Construction plans must indicate the location of the photovoltaic system installation, including roof plan and elevation, mounting details, and an electrical diagram, per A.R.S. 9-468 -- unless a qualifying online automated permitting platform is used, in which case a one-line or three-line electrical diagram is not required
- Per A.R.S. 9-468, any building or permit fee assessed by the Town for solar construction must be attributable to and cover only the actual expense of the service, and must not exceed the actual cost of issuing the permit
- Per A.R.S. 9-468, the Town may not require a stamp from a professional engineer for a solar photovoltaic system unless an engineering stamp is deemed necessary, with written justification provided
- Electrical work valuation is reviewed under the same Building Permit Fee table as the structural scope, consistent with this corpus's existing electrical-permit entry for Guadalupe -- the Town does not publish a separate flat-fee electrical schedule

Tips
- Guadalupe uses one combined Building/Electrical/Mechanical/Plumbing Permit Application for all trades -- for solar, check both the Building and Electrical sections on the same form rather than filing two separate applications.
- Arizona's statewide solar-permit statute (A.R.S. 9-468) caps any building/permit fee the Town charges for solar construction at the actual cost of issuing the permit -- if the Town's general valuation-based fee table would produce a disproportionate result, this statutory ceiling applies.
- Under A.R.S. 9-468, the Town cannot require a professional engineer's stamp for your solar PV system unless it provides written justification that a stamp is specifically necessary.
- Inspections must be requested 24 hours in advance by emailing binspector@guadalupeaz.org or calling 480-505-5360.
- The permit becomes null and void if construction is not begun within 180 days of issuance, or if work is suspended/abandoned for 180 days, per the Town's own application form.
- Re-chase pass (2026-07-20): independently re-confirmed the Town's fillable Building Permit Application/Fee Schedule exhibit and A.R.S. 9-468 (Arizona's statewide solar-permit-fee statute, capping any solar-related building/permit fee at the actual cost of issuance) are both still live and unchanged. The valuation-based fee table plus the statutory actual-cost ceiling together constitute a citable governing fee mechanism.
