Wickenburg building permits

Wickenburg, Arizona — as published 2026-08-25.

Codes adopted

Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Wickenburg independently adopts and administers its own construction codes through its Community Development & Neighborhood Services Department; it does not defer building permitting to Maricopa County or Yavapai County (the town spans parts of both counties). Septic systems, however, are NOT permitted by the Town — they are permitted by the applicable county's Environmental Services division (Maricopa County Environmental Services or Yavapai County Environmental Services, depending on parcel location). Source: wickenburg.municipalcodeonline.com Chapter 8 (Building) index, cross-referenced against the Town of Wickenburg Building Permit Process Brochure.Chapter 8 (Building), Article 8-1, Section 8-1-1 sets Wickenburg's adopted suite: 2018 IBC (with Appendix C and Appendix I), 2018 IRC (with Appendices A, B, C, H, P, Q, T), 2018 IMC, 2018 IFC, 2018 IPC, 2017 NEC, and 2006 IECC. That suite was most recently re-adopted by Ordinance 1244, approved 12/1/2025 ('Approved by Ord. 1244 on 12/1/2025') — the Town Council affirmatively kept the 2018/2017/2006 code years in a Dec 2025 action rather than letting them lapse into staleness. Section 8-1-1 also adopts three further codes/standards: the International Existing Building Code, 2018 edition (governs repair, alteration, change of occupancy, addition, and relocation of existing buildings, per Section 101.4.7 as amended); the International Fuel Gas Code, 2018 edition (with Appendices A and B; governs gas piping from the point of delivery, per Section 101.4.1 as amended); and the Maricopa Association of Governments (MAG) Uniform Standard Specifications and Details for Public Works Construction, 2018 edition. Residential Solar Photovoltaic (PV) Permit

Required for installation of rooftop residential solar photovoltaic systems in Wickenburg. Governed by the 2018 IRC/IBC and 2017 NEC as adopted by the Town, and subject to Arizona's statewide solar construction permit statute (A.R.S. § 9-468), which requires municipal solar permit fees to not exceed the actual cost of issuing the permit and requires published, itemized fee methodology. Solar has no dedicated permit category on the Town's own Permits page; it is administered as a standard electrical/building permit through the iworq online portal.

EV Charger Installation Permit

Verified

Required for installation of an electric vehicle charging station (Level 2 or DC fast charger) in Wickenburg. Governed by the 2018 IRC/IBC and 2017 NEC as adopted by the Town. EV charging has no dedicated permit category on the Town's own Permits page; it is administered as a standard electrical (and, if a new canopy/carport is added, building) permit through the iworq online portal, the same treatment documented in the solar-pv-permit entry. Unlike solar, EV charger installations are not covered by Arizona's A.R.S. § 9-468 fee cap, which is scoped specifically to solar construction permits. The Town's fee table is published on its Municipal Code Online platform, and the older DocumentCenter fee-schedule links (IDs 11956, 5958) no longer resolve. The Town's official 'Consolidated Fee Schedule' for FY2022/23 (archived 2023-04-04) shows a general 'Building Permit Fees Based on Valuation' table (Comm. Dvlp./Planning); solar has its own dedicated $150/$200 line, but EV chargers have no dedicated line item on that schedule (confirmed absent) and therefore fall under this general valuation table. The companion 'Proposed Changes to the Fee Schedule for FY 2023/24' document does not list this valuation table among the fees changed for FY2023/24, indicating it was stable across at least two fiscal years. No newer edition of the schedule is available, so the exact current-year (FY2026/27) figures are not independently confirmed — treat the FY2022/23 figures as vintage rather than current-year certainty.

Commercial is a genuinely distinct track from residential here: the Town's iworq application portal carries dedicated 'Commercial Building New', 'Commercial Electrical', 'Commercial Mechanical (HVAC)', and 'Commercial Plumbing' permit types, the Permits page carries a dedicated Commercial Building Permits section, commercial plans must be stamped by a licensed architect, and new commercial construction must clear a Technical Review and Planning and Zoning Commission (Development Review Committee) approval before the building permit can issue — gates that do not apply to residential. Review runs against the Town's adopted 2018 IBC suite with the 2017 NEC and 2006 IECC; all submittals are digital-only via the iworq online portal.

Requirements

  • Building permit required for new commercial construction within Wickenburg town limits (listed as its own project category in the Town's Building Permit Process Brochure)
  • Completed Technical Review required — the Permits page states this 'only applies to new construction'; under Zoning Ordinance Section 14-25-8.A the Technical Review Committee (planners, Public Works Director, Town Engineer, Building Inspector, Police/Fire Chiefs, and utility representatives) provides comments within 15 work days, after which the Zoning Administrator acts within 10 business days
  • Approval by the Planning and Zoning Commission — Zoning Ordinance Article 14-25 (Development Review) requires Development Review approval prior to issuance of any permit for grading or construction of any building, structure, structural addition, sign, or parking lot for commercial developments (Section 14-25-2.A.3), and Section 14-25-9.A.1 bars permit issuance until plans are approved by the Zoning Administrator or the Development Review Committee (the Commission); exception: the Zoning Administrator may administratively approve commercial structures that meet all ordinances and either have zoning entitlement or do not exceed 1,500 sq ft (Section 14-25-8.A.3.c)
  • Commercial plans must be stamped by a licensed architect (Town Permits page)
  • Construction plans must include (per the Permits page): General Information Sheet (property info, building codes, soil design load, wind zone); plot plan with dimensions from property lines; foundation plan with footing details and reinforcing steel; floor plan at 1/4-inch = 1 ft scale; detailed wall cross sections for load-bearing walls; truss/roof plan; four elevations; electrical plan with load calculations; plumbing plan with isometric and pipe sizes; mechanical plan; ADA-compliance floor plan; sprinkler design plan (if applicable); civil engineered plans (water/sewer tie-in, parking, drainage, landscaping, lighting); and a 2006 IECC compliance report
  • Plans reviewed against the Town's adopted 2018 IBC, 2018 IMC/IPC/IFC, 2018 IFGC, 2017 NEC, and 2006 IECC (Town Code Section 8-1-1, reconfirmed by Ordinance 1244 on 12/1/2025)
  • New construction, redevelopment, or additions greater than 25% of the original structure's size inside the downtown Heritage Area overlay must follow western/southwestern architectural design standards (Zoning Ordinance Section 14-22-2; see tips)
  • Submitted entirely digitally via the Town's iworq online portal (portal.iworq.net/WICKENBURG/new-request/700/2581) — the Town does not accept paper plans

Same fee schedule, page 3 ('Development Review — $2,000.00 — Per submittal'). Corresponds to the Article 14-25 Development Review that commercial projects must clear before permit issuance. Under Section 14-25-8.B.2, if a complete application is not heard by the Development Review Committee within 45 days, this fee is returned to the applicant.

Commercial Tenant Improvement / Remodel Permit (filed as 'Commercial Remodel/Addition')

Permit for tenant improvements, interior remodels, and additions to existing commercial buildings in Wickenburg. The Town does not publish a permit named 'tenant improvement' — but its iworq application portal carries 'Commercial Remodel/Addition' as its own permit type, distinct from 'Commercial Building New', and the process genuinely differs from new commercial construction: the Permits page states the Technical Review requirement 'only applies to new construction', so a TI that adds no new building, structural addition, sign, or parking lot does not pass through the new-construction zoning gates. Work in existing buildings is governed by the Town's adopted 2018 International Existing Building Code alongside the 2018 IBC suite. Fees fall under the same general valuation-based building-permit table — the FY2026-27 fee schedule carries no TI- or remodel-specific line item.

Requirements

  • Building permit required for remodel/alteration/addition work in commercial buildings, filed under the iworq portal's dedicated 'Commercial Remodel/Addition' permit type (companion 'Commercial Electrical', 'Commercial Mechanical (HVAC)', and 'Commercial Plumbing' types exist for trade-only scopes)
  • Governed by the 2018 International Existing Building Code — adopted at Town Code Section 8-1-1 and governing repair, alteration, change of occupancy, addition, and relocation of existing buildings per IBC Section 101.4.7 as amended — together with the 2018 IBC/IMC/IPC/IFC/IFGC, 2017 NEC, and 2006 IECC
  • Commercial plans must be stamped by a licensed architect (Town Permits page)
  • Technical Review and Planning and Zoning Commission approval are new-construction gates ('only applies to new construction' per the Permits page); however, Article 14-25 Development Review is still triggered if the project involves construction of a structural addition, sign, or parking lot on a commercial property (Zoning Ordinance Section 14-25-2.A), and additions greater than 25% of the original structure's size inside the Heritage Area overlay must meet its western/southwestern design standards (Section 14-22-2)
  • ADA-compliance floor plan and electrical load calculations per the Permits page commercial plan requirements, as applicable to the scope
  • Submitted entirely digitally via the iworq online portal — the Town does not accept paper plans

Required documents

  • RequiredArchitect-Stamped Plans for the Altered AreaFloor plan of the affected tenant space, wall sections for any structural work, electrical plan with load calculations, plumbing isometric, mechanical plan, and ADA-compliance floor plan, per the Permits page commercial plan requirements as applicable to scope; PDF only
  • OptionalFire Sprinkler / Suppression PlansIf the TI modifies sprinkler or suppression systems ('Fire Suppression System' is its own permit type in the iworq portal); 2018 IFC applies

Sign Permit

Required for essentially every sign erected, painted, or otherwise installed in the Town of Wickenburg. The requirement is set by the Town's adopted Zoning Ordinance, Chapter 14 of the Town Code, Article 14-18 (Sign Regulations), Section 14-18-16 ('Permits, Approval and Registration Required'), which states that 'A Sign Permit and Business Permit is required for all signs, unless specifically excepted, which are intended to be erected, painted or otherwise installed in the Town.' Sign Permits are administered by the Zoning Administrator (Community Development & Neighborhood Services Department) on forms the Zoning Administrator provides, and the Town's adopted Consolidated Fee Schedule carries a dedicated Comm. Dvlp./Planning line item for a Permanent Sign. Article 14-18 separately creates a Temporary Sign Permit track for A-frame signs, banner signs, special-event signs, and development 'Coming Soon' signs.

Reviewed 2026-07-23 · Source

Requirements

  • Zoning Ordinance § 14-18-16(C)(1): a Sign Permit and Business Permit is required for all signs, unless specifically excepted, which are intended to be erected, painted or otherwise installed in the Town, and for changes to existing legal nonconforming signs that decrease the sign area under § 14-18-17(A)(3) (as amended by Ord. 1154)
  • Sign Permits are NOT required for minor repairs or for repainting of any permitted sign (§ 14-18-16(C)(1))
  • Application is made on forms provided by the Zoning Administrator; the Zoning Administrator examines applications 'within a reasonable time after filing' and will not issue the permit while any applicable violation of Article 14-18 or another Town Code provision by the applicant's existing signs or uses remains uncorrected (§ 14-18-16(A))
  • Submittal contents, in addition to information required under the Town's Building Code (§ 14-18-16(C)(2)): a site plan showing the sign's location relative to nearby buildings, structures, rights-of-way, easements and driveways; a scaled drawing showing sign dimensions, sign copy, all materials, and the method of construction and attachment to the building; the name of the person, firm or corporation erecting the sign and all attendant structures; the written consent of the owner of the building, structure or premises; and, for a decrease in the area of an existing legal nonconforming sign, a photograph and dimensions of the existing sign
  • Permit validity: if the work authorized by a Sign Permit has not been completed within six (6) months after issuance, the permit becomes null and void (§ 14-18-16(E)(1))
  • Rights under a Sign Permit are revocable licenses; the Zoning Administrator may revoke a permit if the sign is constructed or maintained in violation of Article 14-18 or of the permit itself (§§ 14-18-16(E)(2), 14-18-18)
  • Temporary Sign Permit track: temporary A-frame signs, temporary banner signs, special-event signs (a Sign Permit is required except for window signs or posters), Special Attention Getting Devices (a Sign Permit authorizing their use must be issued before installation), and development 'Coming Soon' signs are permitted only with a Temporary Sign Permit; temporary signs for real estate, construction and subdivisions do not require a Sign Permit
  • Planned Shopping Center Zoning District: § 14-18-9(A) requires an approved framework prior to issuance of Sign Permits for any business or occupancy in that district
  • Any sign, whether or not a permit is required, may contain a non-commercial message (§ 14-18-16(B)); appeals of a Zoning Administrator sign decision go to the Board of Adjustment
  • Submitted digitally through the Town's iworq online portal per the Town's paperless policy; the Town does not accept paper plans

Required documents

  • RequiredSign Permit ApplicationOn forms provided by the Zoning Administrator (§ 14-18-16(A)); no standalone downloadable sign application PDF is published on wickenburgaz.gov — submittals are routed through the Town's iworq online portal and Community Development

  • RequiredScaled Sign DrawingDimensions of the sign, sign copy, all materials, and the method of construction and attachment to the building (§ 14-18-16(C)(2)(b))
  • RequiredWritten Owner ConsentWritten consent of the owner of the building, structure or premises on which the sign is to be erected (§ 14-18-16(C)(2)(d))
  • OptionalPhotograph and Dimensions of Existing SignRequired only where the application is to decrease the sign area of an existing legal nonconforming sign (§ 14-18-16(C)(2)(e), Ord. 1154)

Fire Sprinkler / Fire Alarm Permit

The Town of Wickenburg is its OWN fire authority inside town limits — this is the Arizona jurisdiction where the usual 'fire is a separate district' pattern does not hold, and it was verified rather than assumed. Town Code Chapter 5, Article 5-2, Section 5-2-1 states: 'There is hereby created a Fire Department for the Town, which shall consist of a Chief and such other personnel as may be required' (state law reference A.R.S. § 9-240(B)(7)), with § 5-2-4 separately covering 'Providing Fire Protection Outside The Town'. The Town's own Fire Department page confirms the arrangement in plain language: the department went from volunteer to full-time professional in 2007 and 'serve[s] not only the incorporated Town of Wickenburg but also the surrounding rural areas as a separate special district' — i.e. the adjacent rural district is how the TOWN's department is funded to serve OUTSIDE the town, not an outside district that permits inside it. Fire sprinkler and alarm work is reviewed through the Town's regular Community Development building-permit process: the Town Code adopts the 2018 International Fire Code, whose scope as adopted expressly reaches 'the construction, extension, repair, alteration or removal of fire suppression, automatic sprinkler systems and alarm systems', and the Permits page requires a Sprinkler Design Plan for fire suppression in the commercial plan set and a Fire Sprinkler Plan in the residential plan set.

Reviewed 2026-07-23 · Source

Requirements

  • Town Code § 8-1-1 adopts the 2018 International Fire Code (reconfirmed by Ordinance 1244, approved 12/1/2025); as amended at IBC § 101.4.5, the Fire Code's provisions 'shall apply to matters affecting or relating to structures, processes and premises from the hazard of fire and explosion... and from the construction, extension, repair, alteration or removal of fire suppression, automatic sprinkler systems and alarm systems or fire hazards in the structure or on the premises from occupancy or operation'
  • Town Code § 8-1-6 (Permits) requires an application and permit for 'Construction, erection, demolition, alteration or repair of any building or structure' — the general trigger under which fire-protection system work is filed
  • Commercial submittal: the Town's Permits page requires a 'Sprinkler Design Plan for fire suppression (if applicable)' as a listed component of the commercial construction plan set, alongside the general information sheet, plot plan, foundation plan, floor plan, wall cross sections, truss/roof plan, four elevations, electrical/plumbing/mechanical plans, ingress-egress and ADA floor plan, civil engineered plans (including the FDC if the structure is deemed to require it), and the 2006 IECC compliance report
  • Residential submittal: the Permits page requires a 'Fire Sprinkler Plan (if applicable)' as a listed component of the residential construction plan set
  • Commercial construction plans must be stamped by a licensed architect
  • All submittals are digital-only through the Town's iworq online portal (portal.iworq.net/WICKENBURG/new-request/700/2581); the Town does not accept paper plans, and all inspections are scheduled online
  • SEPARATE AND DISTINCT REQUIREMENT — Alarm Permit registration: the Town separately requires a free, calendar-year Alarm Permit registered with the Town Alarm Administrator to OPERATE any alarm system (fire or burglar) within Town limits. Per the Town's Alarm Permit page, 'It shall be unlawful to operate, or cause to be operated, an alarm system within the Town limits without a valid Alarm Permit being registered with the Town Alarm Administrator,' the registration form must be completed before a new alarm installation or activation, two responder contacts must be listed, and a $100 fine applies per false alarm from the fourth false alarm in a calendar year. This is an operational registration handled by the Communication Specialist (928-684-5411), NOT the construction permit for installing the alarm system
  • A double permit fee penalty applies if work is determined to have begun without a required permit ('$100.00 or double the building permit fee, whichever is greater', per the adopted fee schedule)

Required documents

  • RequiredBuilding Permit Application (iworq portal)Submitted through the Town's iworq online portal; there is no separate fire-sprinkler or fire-alarm application form published by the Town
  • OptionalSprinkler Design Plan / Fire Sprinkler PlanRequired 'if applicable' as a listed component of the commercial plan set (Sprinkler Design Plan for fire suppression) and of the residential plan set (Fire Sprinkler Plan), per the Town's Permits page
  • OptionalCivil Engineered Plans showing the FDCCommercial plan sets must include civil engineered plans covering water/sewer tie-in and 'FDC if the structure is deemed to require it' (fire department connection)
  • OptionalAlarm Permit Registration FormSeparate free registration with the Town Alarm Administrator required before a new alarm installation or activation; returned to Town Hall, not filed through the building portal

Change of Use / Certificate of Occupancy Permit

In Wickenburg a change of use turns on the Certificate of Occupancy. Town Code Chapter 8 adopts the International Building Code with Section 111 amended, and IBC § 111.1 as adopted reads: 'A building or structure shall not be used or occupied, and a change of the occupancy classification of a building or structure or portion thereof shall not be made, until the building official has issued a certificate of occupancy therefore as provided herein.' The Town Code separately adopts the 2018 International Existing Building Code, which under IBC § 101.4.7 as amended governs 'the repair, alteration, change of occupancy, addition to and relocation of existing buildings.' The Certificate of Occupancy itself is obtained at Town Hall through the Community Development Department. Running alongside the building-code track is the zoning track: the Town's adopted fee schedule carries dedicated Comm. Dvlp./Planning line items for Zoning Verification, Administrative Use Permit, Temporary Use Permit, and Conditional Use Permit, which is how a proposed new use is cleared against Chapter 14 before it can occupy.

Requirements

  • IBC § 111.1 as adopted by Town Code Chapter 8: a building or structure shall not be used or occupied, and a change of the occupancy classification of a building or structure or portion thereof shall not be made, until the building official has issued a certificate of occupancy; issuance of a certificate of occupancy is not an approval of a violation of the code or other Town ordinances
  • The 2018 International Existing Building Code is adopted and, per IBC § 101.4.7 as amended, governs the repair, alteration, change of occupancy, addition to and relocation of existing buildings
  • Certificate of Occupancy intake: per the Town's Permits page, 'The Certificate of Occupancy can be obtained at Town Hall through the Community Development Department located at 155 North Tegner Street or by emailing kbruce@wickenburgaz.gov'
  • Information the applicant must provide for the Certificate of Occupancy (Permits page): use classification; type of construction; zoning; contact information for the owner of the building; mailing address for the owner; legal description; building address; building location; and building value
  • Zoning clearance track: confirm the proposed use against Town Code Chapter 14 (Zoning). The Town's adopted fee schedule carries distinct Comm. Dvlp./Planning line items for Zoning Verification, Administrative Use Permit, Temporary Use Permit, Conditional Use Permit, and Amended Conditional Use Permit — the mechanism by which a use that is not permitted outright is cleared
  • Any construction work performed to effect the change of use (alterations, added or relocated plumbing/mechanical/electrical, fire-protection system changes) requires its own permit under Town Code § 8-1-6 and is submitted digitally through the iworq portal; the Town does not accept paper plans
  • A double permit fee penalty applies if work is determined to have begun without a required permit
