Codes adopted
Arizona has no statewide building code for non-state buildings; codes are adopted locally. According to the International Code Council, codes are adopted locally in Arizona and are predominantly the I-codes, with different cities and counties choosing their own editions and local amendments. The Arizona State Fire Code (adopting the 2018 IFC) applies only to state and county buildings, public and private schools, and non-residential occupancies in areas without a locally adopted fire code — it does not establish a statewide residential or commercial building code floor. Each city and county adopts its own code editions independently, resulting in different I-Code years and amendment sets across jurisdictions. There is no state-mandated minimum edition; enforcement is entirely local. Always confirm the adopted edition and any local amendments with the specific jurisdiction before submitting plans.

Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Wickenburg independently adopts and administers its own construction codes through its Community Development & Neighborhood Services Department; it does not defer building permitting to Maricopa County or Yavapai County (the town spans parts of both counties). Septic systems, however, are NOT permitted by the Town — they are permitted by the applicable county's Environmental Services division (Maricopa County Environmental Services or Yavapai County Environmental Services, depending on parcel location). The Town's own Building Chapter of the Town Code (Chapter 8, Building) is the codifying ordinance for the above adoptions and any local amendments, hosted on the Town's Municipal Code Online portal (wickenburg.municipalcodeonline.com); the platform offers no plain-text or print export, so specific section-by-section amendment language beyond what is summarized in the Town's own permit brochure is not independently verified here. Chapter 8 (Building), Article 8-1, Section 8-1-1 sets Wickenburg's adopted suite: 2018 IBC (with Appendix C and Appendix I), 2018 IRC (with Appendices A, B, C, H, P, Q, T), 2018 IMC, 2018 IFC, 2018 IPC, 2017 NEC, and 2006 IECC. Show full textShow less
Chapter 8 (Building), Article 8-1, Section 8-1-1 sets Wickenburg's adopted suite: 2018 IBC (with Appendix C and Appendix I), 2018 IRC (with Appendices A, B, C, H, P, Q, T), 2018 IMC, 2018 IFC, 2018 IPC, 2017 NEC, and 2006 IECC. That suite was most recently re-adopted by Ordinance 1244, approved 12/1/2025 ('Approved by Ord. 1244 on 12/1/2025') — the Town Council affirmatively kept the 2018/2017/2006 code years in a Dec 2025 action rather than letting them lapse into staleness. Section 8-1-1 also adopts three further codes/standards: the International Existing Building Code, 2018 edition (governs repair, alteration, change of occupancy, addition, and relocation of existing buildings, per Section 101.4.7 as amended); the International Fuel Gas Code, 2018 edition (with Appendices A and B; governs gas piping from the point of delivery, per Section 101.4.1 as amended); and the Maricopa Association of Governments (MAG) Uniform Standard Specifications and Details for Public Works Construction, 2018 edition. - International Existing Building Code, 2018 edition, as adopted by the Wickenburg Town Council (Town Code Section 8-1-1; confirmed live 2026-07-23). Governs repair, alteration, change of occupancy, addition to, and relocation of existing buildings per Section 101.4.7 of the amended IBC.
- International Fuel Gas Code, 2018 edition, including Appendix A (Sizing and Capacities of Gas Piping) and Appendix B (Sizing of Venting Systems), as adopted by the Wickenburg Town Council (Town Code Section 8-1-1; confirmed live 2026-07-23). Governs gas piping from the point of delivery, gas appliances, and related accessories per Section 101.4.1 of the amended IBC.
- Maricopa Association of Governments (MAG) Uniform Standard Specifications and Details for Public Works Construction, 2018 edition, as adopted by the Wickenburg Town Council (Town Code Section 8-1-1; confirmed live 2026-07-23), applicable to public-works construction standards town-wide.
- Manufactured/mobile home PLACEMENT (not construction) requires a Town permit for foundation, tie-down, and zoning compliance; manufactured home construction/installation standards themselves are regulated by the Arizona Department of Housing (housing.az.gov/manufactured-housing), not the Town. Arizona's statewide accessory dwelling unit (ADU) mandate, A.R.S. Show full textShow less
Arizona's statewide accessory dwelling unit (ADU) mandate, A.R.S. § 9-461.18, applies only to municipalities with a population greater than 75,000; Wickenburg's population (approximately 7,600 per recent Census estimates) is well under that threshold, so the state ADU statute's setback/parking/owner-occupancy override provisions do NOT apply here — ADU construction in Wickenburg is governed solely by the Town's standard zoning (Chapter 14) and standard Residential Building Permit process, with no distinct state-mandated ADU track. Permit types & fees
Residential Building Permit (New Construction)
Required for new single-family residential construction in the Town of Wickenburg. Reviewed against the Town's adopted 2018 IRC/IBC suite with the 2017 NEC and 2006 IECC. All submittals are digital-only via the Town's iworq online portal.
From$1valuation-basedResidential Addition / Room Addition / Garage / Deck Permit
Required for building/room additions, garages, storage sheds, awnings, decks, carports, vehicle shade structures, breezeways, and patios in the Town of Wickenburg (unless they fall under the town's narrow no-permit exemptions for small gazebos/pergolas).
From$27valuation-basedElectrical Permit
Required for electrical installation, alteration, or repair work in Wickenburg, governed by the 2017 National Electrical Code (NEC) as adopted by the Town.
From$27valuation-basedPlumbing / Gas Line / Mechanical Permit
Required for plumbing, gas line, and mechanical (HVAC) installation, alteration, or repair work in Wickenburg, governed by the 2018 International Plumbing Code (IPC) and 2018 International Mechanical Code (IMC) as adopted by the Town. Note the Town's specific exemptions for water heater and heat pump replacement.
From$27valuation-basedSwimming Pool / Spa / Pool Barrier Permit
Required for swimming pools, spas, and pool barrier fencing in the Town of Wickenburg. Barrier design must comply with IRC Appendix G, Section AG105, which the Town publishes directly as its own barrier-requirements reference document, alongside a required Swimming Pool Affidavit.
From$300.00Demolition Permit
Required for demolition of a structure in the Town of Wickenburg.
$50.00Residential Solar Photovoltaic (PV) Permit
Required for installation of rooftop residential solar photovoltaic systems in Wickenburg. Governed by the 2018 IRC/IBC and 2017 NEC as adopted by the Town, and subject to Arizona's statewide solar construction permit statute (A.R.S. § 9-468), which requires municipal solar permit fees to not exceed the actual cost of issuing the permit and requires published, itemized fee methodology. Solar has no dedicated permit category on the Town's own Permits page; it is administered as a standard electrical/building permit through the iworq online portal.
From$150.00EV Charger Installation Permit
Required for installation of an electric vehicle charging station (Level 2 or DC fast charger) in Wickenburg. Governed by the 2018 IRC/IBC and 2017 NEC as adopted by the Town. EV charging has no dedicated permit category on the Town's own Permits page; it is administered as a standard electrical (and, if a new canopy/carport is added, building) permit through the iworq online portal, the same treatment documented in the solar-pv-permit entry. Unlike solar, EV charger installations are not covered by Arizona's A.R.S. § 9-468 fee cap, which is scoped specifically to solar construction permits. The Town's fee table is published on its Municipal Code Online platform, and the older DocumentCenter fee-schedule links (IDs 11956, 5958) no longer resolve. The Town's official 'Consolidated Fee Schedule' for FY2022/23 (archived 2023-04-04) shows a general 'Building Permit Fees Based on Valuation' table (Comm. Dvlp./Planning); solar has its own dedicated $150/$200 line, but EV chargers have no dedicated line item on that schedule (confirmed absent) and therefore fall under this general valuation table. The companion 'Proposed Changes to the Fee Schedule for FY 2023/24' document does not list this valuation table among the fees changed for FY2023/24, indicating it was stable across at least two fiscal years. No newer edition of the schedule is available, so the exact current-year (FY2026/27) figures are not independently confirmed — treat the FY2022/23 figures as vintage rather than current-year certainty.
From$1valuation-basedCommercial Building Permit (New Construction)
Required for new commercial construction in the Town of Wickenburg. Commercial is a genuinely distinct track from residential here: the Town's iworq application portal carries dedicated 'Commercial Building New', 'Commercial Electrical', 'Commercial Mechanical (HVAC)', and 'Commercial Plumbing' permit types, the Permits page carries a dedicated Commercial Building Permits section, commercial plans must be stamped by a licensed architect, and new commercial construction must clear a Technical Review and Planning and Zoning Commission (Development Review Committee) approval before the building permit can issue — gates that do not apply to residential. Review runs against the Town's adopted 2018 IBC suite with the 2017 NEC and 2006 IECC; all submittals are digital-only via the iworq online portal.
From$1valuation-basedCommercial Tenant Improvement / Remodel Permit (filed as 'Commercial Remodel/Addition')
Permit for tenant improvements, interior remodels, and additions to existing commercial buildings in Wickenburg. The Town does not publish a permit named 'tenant improvement' — but its iworq application portal carries 'Commercial Remodel/Addition' as its own permit type, distinct from 'Commercial Building New', and the process genuinely differs from new commercial construction: the Permits page states the Technical Review requirement 'only applies to new construction', so a TI that adds no new building, structural addition, sign, or parking lot does not pass through the new-construction zoning gates. Work in existing buildings is governed by the Town's adopted 2018 International Existing Building Code alongside the 2018 IBC suite. Fees fall under the same general valuation-based building-permit table — the FY2026-27 fee schedule carries no TI- or remodel-specific line item.
From$27.00valuation-basedSign Permit
Required for essentially every sign erected, painted, or otherwise installed in the Town of Wickenburg. The requirement is set by the Town's adopted Zoning Ordinance, Chapter 14 of the Town Code, Article 14-18 (Sign Regulations), Section 14-18-16 ('Permits, Approval and Registration Required'), which states that 'A Sign Permit and Business Permit is required for all signs, unless specifically excepted, which are intended to be erected, painted or otherwise installed in the Town.' Sign Permits are administered by the Zoning Administrator (Community Development & Neighborhood Services Department) on forms the Zoning Administrator provides, and the Town's adopted Consolidated Fee Schedule carries a dedicated Comm. Dvlp./Planning line item for a Permanent Sign. Article 14-18 separately creates a Temporary Sign Permit track for A-frame signs, banner signs, special-event signs, and development 'Coming Soon' signs.
From$75.00Fire Sprinkler / Fire Alarm Permit
The Town of Wickenburg is its OWN fire authority inside town limits — this is the Arizona jurisdiction where the usual 'fire is a separate district' pattern does not hold, and it was verified rather than assumed. Town Code Chapter 5, Article 5-2, Section 5-2-1 states: 'There is hereby created a Fire Department for the Town, which shall consist of a Chief and such other personnel as may be required' (state law reference A.R.S. § 9-240(B)(7)), with § 5-2-4 separately covering 'Providing Fire Protection Outside The Town'. The Town's own Fire Department page confirms the arrangement in plain language: the department went from volunteer to full-time professional in 2007 and 'serve[s] not only the incorporated Town of Wickenburg but also the surrounding rural areas as a separate special district' — i.e. the adjacent rural district is how the TOWN's department is funded to serve OUTSIDE the town, not an outside district that permits inside it. Fire sprinkler and alarm work is reviewed through the Town's regular Community Development building-permit process: the Town Code adopts the 2018 International Fire Code, whose scope as adopted expressly reaches 'the construction, extension, repair, alteration or removal of fire suppression, automatic sprinkler systems and alarm systems', and the Permits page requires a Sprinkler Design Plan for fire suppression in the commercial plan set and a Fire Sprinkler Plan in the residential plan set.
From$27.00valuation-basedChange of Use / Certificate of Occupancy Permit
In Wickenburg a change of use turns on the Certificate of Occupancy. Town Code Chapter 8 adopts the International Building Code with Section 111 amended, and IBC § 111.1 as adopted reads: 'A building or structure shall not be used or occupied, and a change of the occupancy classification of a building or structure or portion thereof shall not be made, until the building official has issued a certificate of occupancy therefore as provided herein.' The Town Code separately adopts the 2018 International Existing Building Code, which under IBC § 101.4.7 as amended governs 'the repair, alteration, change of occupancy, addition to and relocation of existing buildings.' The Certificate of Occupancy itself is obtained at Town Hall through the Community Development Department. Running alongside the building-code track is the zoning track: the Town's adopted fee schedule carries dedicated Comm. Dvlp./Planning line items for Zoning Verification, Administrative Use Permit, Temporary Use Permit, and Conditional Use Permit, which is how a proposed new use is cleared against Chapter 14 before it can occupy.

Tips & gotchas
- Arizona has no statewide mandatory building code — the Town of Wickenburg independently adopts and administers its own construction codes through its Community Development & Neighborhood Services Department (Building Safety Division); it does not defer to Maricopa County or Yavapai County for building permitting, even though the town's boundary spans both counties.
- The Town's adopted code suite (2018 IBC/IRC/IMC/IPC/IFC, 2017 NEC, 2006 IECC, per the Building Permit Process Brochure rev. 5/22/2023) is notably older than several larger neighboring Maricopa County cities, which have moved to the 2024 ICC suite — confirm current adoption status directly with Community Development for any project sensitive to code-cycle-specific requirements.
- Wickenburg runs an entirely digital, paperless permitting process: the Town explicitly states it does not accept paper plans. All submittal, review-status communication, payment, and permit issuance happens via email and the iworq online portal (portal.iworq.net/WICKENBURG/new-request/700/2581).
- Town Hall and Building Safety work a 4-day, 10-hour week — Monday through Thursday, 7 a.m. to 6 p.m., closed Fridays. All inspections must also be scheduled online within these same hours.
- Notably permissive permit-exemption list compared to many peer AZ towns: water heater replacement (any type) and heat pump replacement do NOT require a permit in Wickenburg, nor do gazebos/pergolas under 200 sq ft without electric, gas, or plumbing, nor repair/replacement of existing plumbing fixtures in the same location.
- Retaining walls over 18 inches specifically require a permit — a notably low, specific threshold explicitly named in the Town's own brochure rather than left to a general grading-permit interpretation.
- Septic systems are NOT permitted by the Town at all — applicants must go through Maricopa County Environmental Services or Yavapai County Environmental Services depending on which county the specific parcel falls in.
- A double permit fee penalty applies if work is found to have started without a required permit.
- Arizona's statewide ADU mandate (A.R.S. § 9-461.18) applies only to municipalities over 75,000 population; Wickenburg (approx. 7,600 population) falls well under that threshold, so ADU construction here follows the Town's standard zoning (Chapter 14) and standard Residential Building Permit process with no distinct state-mandated ADU override track.
- The Town's Fee Schedule (containing the building-permit valuation/fee tables) and any A.R.S. § 9-835-mandated review-timeframe determination are embedded as exhibits inside the Town's Municipal Code Online platform (wickenburg.municipalcodeonline.com). Town Council minutes confirm a FY2025-26 Consolidated Fee Schedule was adopted via Resolution No. 2384 (October 6, 2025), and the platform's 'FEE SCHEDULE FY 2026-27' book section links out to a live PDF (wickenburgaz.gov/DocumentCenter/View/10370/2025-26-Consolidated-Fee-Schedule, effective 6/17/2026), which supplies the real dollar figures in every permit type's fees here. (A separate 'Recommended Changes to Fee Schedule FY 2026-27' draft was apparently removed from the Town's DocumentCenter after adoption and now returns a 404.) The Town publishes no A.R.S. § 9-835 review-timeframe day-count anywhere — not in the fee schedule, the Municipal Code's Chapter 8 (Building) or Chapter 4 (Administration), or via azleague.org — so no review-timeline figure is stated for any permit type in this entry. Contact Community Development directly at 928-684-5451 ext. 1512 or buildingpermits@wickenburgaz.org for current fee and timeline figures.
- Wickenburg publishes no dedicated demolition checklist of the kind several peer Maricopa County towns provide — demolition of a structure appears only as a general project category that needs a permit.
