Permit types

Residential Building Permit (New Custom Home)

Required for the construction of a new custom single-family residential home in Peoria. Plans are submitted online at the Peoria Development Services portal (devservices.peoriaaz.gov) along with a completed 400NR – New Custom Home Application. Submittals must include one complete set of 24" x 36" plans, site plan, lot grading plan, soils report, structural calculations, and truss calculations (if not Arizona registrant-designed). The City uses a 4-day work week (Mon–Thu) and all plan review timelines are in business days. A separate Fire Department review is also required for fire sprinkler systems.

Residential Addition / Remodel Permit

A building permit is required for any addition, structural modification, or remodel of an existing single-family home in Peoria. Common additions include room additions, patio enclosures, detached/attached structures (casitas, garages, sheds), and structural alterations. Plans are submitted online at devservices.peoriaaz.gov with a completed 400M – Miscellaneous Building Permit Application. Over-the-counter plan review may be available for miscellaneous residential permits by appointment (contact Building Development). Plan review timelines for additions and alterations are 5 business days (1st submittal).

Commercial / Multifamily Building Permit

Required for new commercial construction, tenant improvements, commercial shells, and multi-family residential projects in Peoria. Commercial plan review must be completed before permits are issued. The plan review process ensures compliance with adopted codes. Plans and permit applications are submitted online at devservices.peoriaaz.gov using the appropriate commercial application (400NC for new commercial, 400TI for tenant improvements, 400CofO for Certificate of Occupancy only). Commercial plan review timelines are 18 business days for new commercial (1st submittal), 12–16 days for shells, and 12 days for tenant improvements.

Electrical Permit

Mechanical / HVAC Permit

Mechanical and HVAC work in Peoria is governed by the 2018 International Mechanical Code (IMC) and 2018 International Fuel Gas Code (IFGC) as adopted with City amendments per Ordinance 2019-12. Residential HVAC change-outs, new equipment, and related mechanical scopes are permitted via the 400M – Miscellaneous Building Permit Application submitted online at devservices.peoriaaz.gov. Permit fees are valuation-based.

Residential Solar Photovoltaic (PV) Permit

A separate electrical/building permit is required for residential (single-family) solar photovoltaic (PV) systems in Peoria. Permit submittals are made online at devservices.peoriaaz.gov using a completed 400S – Solar Permit Application along with one set of plans and all supporting documentation. Solar submittals with all required documents are expedited with a 7 business-day first-submittal turnaround. PV systems not exceeding a maximum PV breaker of 40 amps may be eligible for over-the-counter plan review — contact OTC.building@peoriaaz.gov. A separate permit is required for any panel upgrade, new solar-ready panel, or de-rate of panels.

Residential Pool / Spa Permit

A permit is required for swimming pools, spas, and hot tubs in Peoria. Applications are submitted online at devservices.peoriaaz.gov using the 402 – Swimming Pool/Spa Permit Application. A separate permit is required for gas lines and subpanels exceeding 40 amps serving the pool. Pool and spa barrier requirements must be met at final inspection. Permit fees are a flat rate of $345 for pools/spas/hot tubs, plus $87 for the plot plan review. Plan review turnaround is 5 business days (1st submittal).

Patio Cover / Carport Permit

A building permit is required for the construction, repair, or enclosure of a patio cover or carport in Peoria. Plans are submitted online at devservices.peoriaaz.gov with a completed 400M – Miscellaneous Building Permit Application and a site plan. A footing inspection and a final inspection must both be passed. Patio covers are limited to one-story not exceeding 12 feet in height and used only for recreational/outdoor living purposes. Carports must be one-story and open on two or more sides (except structural supports).

Fence / Block Wall Permit

A building permit is required for residential fences or block walls over 3 feet in height in Peoria. Fences and walls under 3 feet do not require a permit (but corner lot properties must adhere to Peoria Standard Detail PE-091). Walls over 7 feet require a permit from the Building department with structural calculations. Retaining walls and sound walls require a permit from the Engineering department with structural calculations. Applications are submitted with a 400M – Miscellaneous Building Permit Application and a site plan.

Demolition Permit

A demolition permit is required for demolition of structures in Peoria. The permit fee is a flat rate per the Development Fee Schedule.

Sign Permit

A sign permit is required for new or modified signage in Peoria. The permit includes a plan review fee due at time of application and separate sign area and inspection fees calculated by staff during review. Sign permits are issued through the Planning Division. Illuminated building-mounted wall signs and freestanding monument signs require a planning inspection. A planning inspection for all sign types requires emailing daytime (and nighttime if illuminated) photos. Inspections are conducted via online scheduling at devservices.peoriaaz.gov.
