Fire Sprinkler and Fire Alarm System Permit

Required for new and modified automatic fire sprinkler systems, fire alarm and detection systems, commercial kitchen hood and suppression systems, alternative extinguishing systems, fire pumps, and underground fire lines in the City of Prescott. Prescott runs its own fire code program: Prescott City Code Chapter 6-1 adopts the 2024 International Fire Code by reference (Ord. 2025-1926, adopted 11-18-2025) with City amendments made a public record by Resolution No. 2025-1960, and the City's amendment to IFC 103.1 creates the Fire Marshal's Office of the Community Risk Management Division of the Prescott Fire Department as the fire code official's agency. Applications are filed through the PrescottPermits.com portal under the FIRE prefix permit types, and fees are set in the 'Fire' section of the City's Citywide Fee Schedule.

Requirements

  • Prescott has adopted the International Fire Code, 2024 Edition, including Appendices A, B, C, D, H, I, K, N, and P, by reference (Prescott City Code Sec. 6-1-1, Ord. 2025-1926, 11-18-2025); the City's own amendments to that code were made a public record by Resolution No. 2025-1960 and are adopted at Prescott City Code Sec. 6-1-2
  • The fire code official is the Fire Marshal's Office of the Community Risk Management Division of the Prescott Fire Department (Prescott City Code Sec. 6-1-2, amending IFC Sec. 103.1)
  • Shop drawings and construction documents for fire protection and life safety systems must be submitted and approved PRIOR to the start of installation, must contain all information required by the referenced installation standards in IFC Chapter 9, and must bear the review certification and signature of a minimum Level III NICET Certified Engineering Technician or an Arizona Licensed Engineer registrant (Prescott City Code Sec. 6-1-2, amending IFC Sec. 106.2.2)
  • City amendment IFC Sec. 903.2.8.4: an automatic sprinkler system must be installed throughout one- and two-family dwellings regulated by the International Residential Code that are 5,000 square feet or larger in area, or when any of the following apply - fire hydrant average spacing exceeds 500 feet on the nearest fire apparatus access road or the required fire flow is not available; there are congregate living facilities with more than 6 persons; or the structure exceeds two stories as defined in the International Building Code. Exception: manufactured mobile homes built on a chassis and designed/built as a dwelling unit, and recreational vehicles that were not site built and are portable in nature.
  • City amendment IFC Sec. 903.3.1.3: NFPA 13D systems installed in one- and two-family dwellings, Group R-3, R-4 Condition 1, Group R-3 and R-4 congregate living facilities, and townhouses must include sprinklers in vehicle garages, livable spaces, and concealed or accessible spaces intended for storage use and/or future living space
  • City amendment IFC Sec. 903.3.5.3 (hydraulic calculations): submitted calculations must include a single-head calculation design area located in the most remote location of the system, with the remote inspector test valve located as close as possible to that design area; elevation pressure loss from the flow test location to the base of the riser must be included; for 1-inch meter sets, design areas requiring 27 GPM or under use a fixed pressure loss of 16 PSI and design areas over 27 GPM use 21.5 PSI; the storage capacity and recovery rate of a well may NOT be used in calculating water storage capacity to meet NFPA 13D requirements
  • Permit subtypes filed under the FIRE SPRINKLERS AND ALARMS type: AUTOMATIC FIRE SPRINKLER AND ALARM SYSTEM - COMMERCIAL, AUTOMATIC FIRE SPRINKLER SYSTEM - ONLY - COMMERCIAL, AUTOMATIC FIRE SPRINKLER SYSTEM - RESIDENTIAL, and FIRE ALARM AND DETECTION SYSTEM - ONLY - COMMERCIAL; alternate suppression systems are filed under the separate FIRE SUPPRESSION - ALTERNATE SYSTEM - COMMERCIAL type. Each is used when installing the system in an existing building separate from a remodel permit (City of Prescott Permit Type & Subtype Descriptions handout, page 3 of 10).

  • Fire sprinkler plans must be sealed by an Arizona registrant or a NICET Level III or IV; a Fire Flow Test Report must be submitted with the plans when plans and calculations are required. Commercial fire alarm plans must be sealed by an Arizona registrant or NICET Level III or higher, and the installer on site must hold NICET Level I certification (or equivalent approved by the Prescott Fire Department) with the certification on site during installation, inspection, repairs, and testing.
  • Kitchen hood and suppression system plans are submitted as a separate permit AND as part of the building plan permit for overall building construction review; paint spray booth suppression plans are likewise submitted both separately and as part of the building plan permit
  • Underground fire lines: the fire sprinkler rough inspection will not be completed unless the underground has been approved and an Underground Certificate of Completion has been received; remote FDC lines must be flushed with a Prescott Fire Department inspector on site, with KNOX FDC caps required at the time of the FDC flush; all other underground fire lines are inspected by Public Works

Change of Use / Certificate of Occupancy Permit

Required in the City of Prescott whenever the use of an existing building changes to a different Use Category. Prescott Land Development Code Sec. 9.2.1.B makes a certificate of occupancy mandatory for a 'change in use of an existing building to a different Use Category as set forth in Sec. 11.1', alongside the ordinary new-construction trigger at Sec. 9.2.1.A. The Building Official issues the certificate and the Community Development Director reviews every request to confirm the intended use, building or structure complies with all applicable Code regulations and standards and with the approved building and site plan. Prescott files this as its own CERTIFICATE OF OCCUPANCY permit type (prefix B), which the City lists as NOT available for online submittal - applicants must contact the Building Division directly.

Requirements

  • A certificate of occupancy is required for (A) occupancy and use of a building hereafter erected or enlarged, and (B) change in use of an existing building to a different Use Category as set forth in Land Development Code Sec. 11.1 (Prescott LDC Sec. 9.2.1)
  • The Building Official holds the authority to issue building permits meeting the International Building Codes, the City of Prescott General Engineering Standards, and the Land Development Code, and is vested with authority to approve certificates of occupancy for projects completed in accordance with approved plans (LDC Sec. 9.2.2, citing Prescott City Code Titles III and VI)
  • When the contractor believes a structure or use is ready for occupancy, a final inspection for a certificate of occupancy must be requested of the Building Official or designee (LDC Sec. 9.2.3.A)
  • The Community Development Director or designee reviews all certificate of occupancy requests to determine whether intended uses, buildings or structures comply with all applicable Code regulations and standards and with the approved building and site plan (LDC Sec. 9.2.3.B)
  • The Building Official inspects the use or structure and issues the certificate of occupancy only if it complies with all applicable provisions of the building code, the City of Prescott General Engineering Standards, and the Land Development Code (LDC Sec. 9.2.3.C)
  • A temporary certificate of occupancy may be issued pending the permanent certificate, valid for a period established by the Building Official and the Community Development Director, pending completion of improvements or during partial occupancy; bonding at 125 percent of the estimated improvement costs may be required for outstanding improvements (LDC Sec. 9.2.4)
  • It is unlawful to occupy any building that does not have a valid certificate of occupancy or temporary certificate of occupancy, except where the building was constructed or occupied before LDC Sec. 9.2 took effect (LDC Sec. 9.2.5)
  • The CERTIFICATE OF OCCUPANCY permit type (permit prefix B) is NOT available for online submittal through the PrescottPermits.com portal - the City directs applicants to contact the Building Division at buildingpermits@prescott-az.gov or 928-777-1371 (City of Prescott Permit Type & Subtype Descriptions handout, page 10 of 10)
  • Depending on the new Use Category, a use change may also require a separate zoning approval with its own fee - for example a Conditional Use Permit under LDC Sec. 9.3 ($1,302.28), a Special Use Permit under LDC Sec. 9.9 ($1,803.15 general), or a Temporary Use Permit under LDC Sec. 9.11 ($200.35)
  • Where the change of use changes water demand, the City charges a separate Water Service Agreement - Change Of Use fee ($203.94)
  • A change of use accompanied by construction work is permitted separately as a Commercial Tenant Improvement and Remodel building permit, which carries its own published review timeline of 25 business days for round 1 and 12 business days for additional rounds
